# Anna Paulina Luna **Anna Paulina Luna** (born 1989) is a Republican who has represented **Florida's 13th Congressional District**, in Pinellas County on the Gulf Coast, since January 2023. An Air Force veteran and former [[Turning Point USA]] staffer, she has built a national profile less through committee work than through floor tactics: forcing votes that House leaders did not want, sometimes over the objections of her own party. [[Donald Trump]] has endorsed her for a third term. On November 3, 2026, she faces Democrat [[Leela Gray]], a retired Army brigadier general; ratings, polling and money for that race are at [[FL-13-2026]]. ## Background Luna was born in Orange County, California, and enlisted in the U.S. Air Force in 2009. She earned a biology degree from the University of West Florida in 2017. In 2018 she became director of Hispanic engagement for Turning Point USA, the conservative youth group founded by [[Charlie Kirk]]. She first ran for the 13th District in 2020 and lost to Democratic Rep. Charlie Crist, taking about 47 percent. When Crist left the seat to run for governor, she won the open race in 2022, beating Democrat Eric Lynn by about 53 percent to 45. She was re-elected in 2024 over Democrat Whitney Fox with about 55 percent. ## Record in Congress **The Schiff censure.** In June 2023 the House voted 213–209 to censure Democratic Rep. [[Adam Schiff]] over his past statements about investigations of Trump's ties to Russia. Luna wrote the resolution. An earlier version that would have fined Schiff $16 million failed when about 20 Republicans voted with Democrats against it; Luna dropped the fine and the revised version passed. **Proxy voting for new parents.** Luna gave birth to a son in 2023, and complications kept her from flying to Washington to vote. In 2025 she and Democratic Rep. Brittany Pettersen led a [[Discharge Petition]] to let new parents vote by proxy for up to 12 weeks. It reached the 218 signatures needed to force a vote. Members of the [[House Freedom Caucus]] opposed her effort, and on March 31 she resigned from the caucus, writing that its "mutual respect" had been "shattered." The next day, when Speaker [[Mike Johnson]] tried to block the petition with language in a procedural rule, Luna and eight other Republicans joined Democrats to defeat the rule, and Johnson canceled votes for the rest of the week. In April she and Johnson made a deal: she agreed to drop the petition, which the House then tabled, and the House revived "pairing," an old practice in which an absent member is matched with a colleague who would have voted the other way. **Declassification and the Epstein files.** In February 2025 Oversight Committee Chairman [[James Comer]] named Luna to chair a new Task Force on the Declassification of Federal Secrets. Its brief covered the John F. Kennedy, Robert F. Kennedy and Martin Luther King Jr. assassination records, the [[Jeffrey Epstein]] files, UFO reports, COVID-19 origins and the 9/11 attacks. By May she was publicly accusing Attorney General [[Pam Bondi]]'s Justice Department of stonewalling and demanding that it release the Epstein files or brief the task force. **Stock trading.** In December 2025 Luna filed another discharge petition, this one to force a vote on Rep. [[Chip Roy]]'s bill barring members of Congress, their spouses and dependent children from owning or trading individual stocks. The bill the House actually passed, in July 2026, was narrower: a Republican measure led by House Administration Committee Chairman Bryan Steil, approved 232–198, that bars members, their spouses and dependent children from buying new individual stocks but lets them keep shares they already hold. Republicans packaged it with voter-ID requirements, which most Democrats opposed. See [[Congressional Stock Trading]]. **Russian lawmakers at the Capitol.** In late March 2026 Luna hosted a delegation of sanctioned members of Russia's [[State Duma]], including Vyacheslav Nikonov, chair of its foreign-affairs committee, and joined by Russia's ambassador to Washington, Alexander Darchiev. She called the meeting a push for peace in [[Ukraine]]. Members of both parties objected; Republican Rep. Joe Wilson of South Carolina compared the visit to one from the Third Reich. ## Trump alignment Luna's fights have been with House leaders and the Freedom Caucus, not with Trump. On January 23, 2026, Trump posted his "Complete and Total Endorsement" for her re-election, calling her "A true MAGA Warrior." She has backed the administration on tariffs and on the [[Iran War 2026]], positions her Democratic opponent now uses against her. ## The 2026 race Florida's 2026 congressional map made the 13th slightly more Republican. Gray, running on the cost of living, won the Democratic primary with 65 percent and released a Democratic internal poll showing her ahead; Luna dismissed it on X as the same claim every election year. All three major forecasters rate the race Lean Republican.
