# Alexey Pertsev
Russian developer, co-author of [[Tornado Cash]], and the first of its authors to be convicted anywhere. Arrested in Amsterdam on **10 August 2022 — two days after the OFAC designation**, and before any charge was filed.
Convicted of money laundering on **14 May 2024** by the Rechtbank Oost-Brabant and sentenced to **five years four months** (ruling ECLI:NL:RBOBR:2024:3440). He appealed on 16 May 2024, was denied bail twice, and was **released to electronic monitoring on 7 February 2025** to prepare the appeal. Coin Center and the DeFi Education Fund filed a supporting expert opinion with the Court of Appeal in June 2025.
As of 26 August 2026 the conviction stands, the appeal is pending, and no hearing date has been publicly reported.
> [!warning] Sentence and laundering figure are press-sourced
> The 64-month term and the commonly cited $1.2 billion laundering figure come from contemporaneous reporting; the primary Dutch ruling text was not retrieved. Treat both as reported, not verified.
## Why the Dutch case matters separately
The Netherlands convicted him on a **money laundering** theory, which the American jury deadlocked on. The two proceedings are therefore a natural experiment in whether the same conduct clears the same bar in two legal systems — and so far the answer is no.
