# WinSenate
**WinSenate** (FEC committee **C00865444**) is the Senate Democrats' independent-expenditure super PAC — the
counterpart to the Republicans' [[Senate Leadership Fund]]. It registered with the FEC on **2024-01-10**, is
based at 1032 15th Street NW, Suite 247, Washington DC, and its treasurer of record is **Rebecca Lambe**.
It is tracked here because it is the largest single-notice independent-expenditure filer on the Democratic
side of the 2026 cycle, and because the vault's Republican-side race files cannot be read without it.
## Filed independent expenditures, 2026 cycle
| Notice | Received | Amount | Races | Deal page |
|---|---|---|---|---|
| **Form 24, file 2015058** | 2026-09-24 | **$21,234,850.04** | 7 | [[WinSenate 21.2M Senate Map IE September 2026]] |
| **Form 24, file 2016120** | 2026-10-01 | **$23,670,639.55** | 7 | [[WinSenate 23.7M Senate Map IE October 2026]] |
| **Form 24, file 2016676** | 2026-10-03 | **$3,838,759.49** | 4 | logged on the race files; below Deal threshold |
| **Form 24, file 2018482** | **2026-10-08** | **$19,179,242.35** | **6** | [[WinSenate 19.2M Senate Map IE October 2026]] |
| | | **$67,923,491.43** | | **four notices, fifteen days** |
The three large notices are overwhelmingly negative — 94%, 88% and **86.71%** respectively — and all run
most of their money through a single media buyer, **[[Waterfront Strategies]]** (67%, 83% and **69.29%**).
🔴 **On 2026-10-08 the committee's largest position was Iowa, not Michigan or Ohio.** File **2018482**
(`F24N`, received 16:43:18) put **$5,706,524.68 against [[Ashley Hinson]]** across three lines, ahead of
**$4,663,236.58 against [[Susan Collins]]** and **$3,677,385.52 against [[Mike Rogers]]**. Only two races
got positive money — [[Abdul El-Sayed]] at $2,123,776.00 and [[Chris Pappas]] at $425,000.00 — and the
notice carries a **$1,000.00** line paid to **[[C Plus K LLC]]** coded *oppose [[Jon Husted]]*, the first
appearance of that vendor on a Democratic-side independent expenditure in this vault.
**The 2026-10-03 notice (file 2016676) is 99.7% negative and changes buyer entirely.** Four lines,
expenditure date 2026-10-01, no Waterfront Strategies at all: **$2,297,599.57** against [[Jon Husted]] via
**C Plus K LLC**, **$1,500,000.00** against [[Ashley Hinson]] via **Trilogy Interactive LLC**,
**$28,984.00** against [[Mike Rogers (Michigan)]] via Dixon/Davis Media Group LLC, and **$12,175.92**
supporting [[Troy Jackson]] via MVAR Media, LLC. The Iowa line is the **first independent expenditure
opposing [[Ashley Hinson]]** recorded anywhere in this vault.
## The Suite 247 cluster
Three other super PACs filed Form 24 notices on 2026-10-01 from **the same address**, two of them with the
**same treasurer**:
| Committee | FEC ID | Treasurer | Notice | Amount |
|---|---|---|---|---|
| WinSenate | C00865444 | Rebecca Lambe | 2016120 | $23,670,639.55 |
| [[The Georgia Way]] | C00953398 | Rebecca Lambe | 2016118 | $1,428,150.53 |
| [[North Star]] | C00957522 | Rebecca Lambe | 2016117 | $1,345,262.45 |
| [[Texas Forever]] | C00962308 | Kris Koob | 2016119 | $2,113,210.00 |
That is **$28,557,262.53 from one suite number on one day**. The state-branded members of it are the
Democratic-side instance of the pattern recorded at [[State-Branded Super PAC Template]].
🔴 **A fifth committee joined the cluster on 2026-10-03, and it shares a vendor as well as the address.**
[[Duty and Country]] (FEC **C00666388**, treasurer **Booth Goodwin**) filed from 1032 15th Street NW Ste
247 and placed **$3,211,060.35** against [[Jon Husted]] through **C Plus K LLC** — the same buyer WinSenate
used for its own **$2,297,599.57** anti-Husted line on the same expenditure date. **Combined:
$5,508,659.92 against one candidate, on one day, from one suite number, through one vendor.** Unlike the
Suite 247 committees above, Duty and Country does not share WinSenate's treasurer and its committee ID
predates the 2026 cycle. See [[Duty and Country]].
> [!note] Stub
> Created 2026-10-02 to resolve links from two Deal pages; extended 2026-10-04. Still to establish: receipt
> history and major donors, the formal relationship (if any) to the Senate Majority PAC lineage, and whether
> the Suite 247 committees are legally affiliated or merely share a compliance address. **New open question:**
> what C Plus K LLC is, and why two committees at the same address with different treasurers used it against
> the same candidate on the same day.
