# Texas PAC **Texas PAC** (FEC committee **C00960211**) is an independent-expenditure-only committee registered on **August 28, 2026** as the vehicle through which the [[Senate Leadership Fund]] — the super PAC aligned with Senate Majority Leader [[John Thune]] — entered the 2026 Texas Senate general election on behalf of [[Ken Paxton]]. In its first five weeks it reported **$131,529,652.10** in independent expenditures, making it the largest single-committee outside-spending operation in [[TX-Sen-2026]] by an order of magnitude and the source of **all four** individual independent expenditures above $10 million disclosed anywhere in the 2026 cycle. It exists because Senate Republican leadership spent the primary trying to stop the candidate it is now spending a hundred and thirty-one million dollars to elect. ## Registration and structure | Item | Detail | |---|---| | FEC ID | **C00960211** | | Type | Super PAC (independent-expenditure-only), unauthorized | | Registered | **2026-08-28** (Form 1, file 2010056); amended **2026-08-31** (file 2010294) | | Treasurer | **Cabell Hobbs** | | Address | Austin, TX | | Compliance contact | `[email protected]` | | Website | texaspac.org | | Filing frequency | **Quarterly** — first receipts disclosure due **October 15, 2026** | | Party affiliation on file | None (as is standard for an IE-only committee) | **Its donors are not yet public.** As a quarterly filer, Texas PAC has disclosed no receipts of any kind. Everything below is spending; nothing below is funding. The October 15 report is the first document that will say where the money came from — whether by transfer from [[Senate Leadership Fund]], from its donor-anonymous partner [[One Nation]], or from named individuals. > [!warning] The treasurer link is a vendor relationship, not a funding relationship > **Cabell Hobbs** is treasurer of record for **299 FEC committees**, including Chris Gober For Texas, > Gober American Dynamism Fund, Gober Bold Frontiers Fund and Gober Teixeira Victory Fund — the Gober > Group / Right Side Compliance practice, whose domain is Texas PAC's compliance contact. A shared > treasurer and a shared compliance shop are evidence of a shared vendor and nothing more. Do not read > the Hobbs network as a money trail. This is the same limit the vault applies to the Bulldog Compliance > overlap among [[MAGA Inc]] and its affiliates. ## Spending **Ten** Form 24 independent-expenditure notices between September 13 and September 30, 2026, **$131,529,652.10** total — **$68,820,323.80 supporting [[Ken Paxton]]** and **$62,709,328.30 opposing [[James Talarico]]**. The five vendor totals sum to $131,529,652.10. ### The four $10M+ single buys — all of them this committee's The September 14 filing contained the **first single independent expenditures above $10 million disclosed in the 2026 cycle** — $26,982,612.80 and $26,879,614.88. The September 30 filing added two more, **$28,257,946.72 and $27,942,299.52**, both larger than either September line. All four went to Flexpoint Media Inc. **No other committee in the vault has produced a single line above $10M in this cycle**, including [[MAGA Inc]]'s two $5M lines, [[Lone Star Liberty PAC]]'s $6,365,020 largest line, and [[No Going Back PAC]]'s largest-ever line of $3,986,901. See [[Texas PAC 53.9M Texas Senate IE]] and [[Texas PAC 61.4M Texas Senate IE]]. ### Verification note — the ten notices reconcile to the cent Texas PAC populates the Schedule E aggregate column as a **back-stamped end-state total**: every row of a notice carries the committee's election-to-date figure as of that notice. FEC Back-Sweep Standard **Rule 4c** forbids publishing such a column as a race or committee total on its own, because the pattern is filer-dependent and unverifiable from one document. **This committee's column is nonetheless trustworthy, because the chain closes:** | Through | Cumulative | Aggregate reported on that notice | |---|---|---| | file 2014098 (Sept 19) | $63,809,077.89 | — | | + $5,513,722.25 (2014912) | **$69,322,800.14** | $69,322,800.14 ✓ | | + $45,000.00 (2015056) | **$69,367,800.14** | $69,367,800.14 ✓ | | + $747,922.14 (2015252) | **$70,115,722.28** | $70,115,722.28 ✓ | | + $61,413,929.82 (2015764) | **$131,529,652.10** | $131,529,652.10 ✓ | | + $35,000.00 (2016439) | **$131,564,652.10** | $131,564,652.10 ✓ | | + $2,000,000.00 (2016823) | **$133,564,652.10** | $133,564,652.10 ✓ | **Six** consecutive independent reconciliations. The committee's election-to-date total is **$133,564,652.10 derived** as of file **2016823** (one line, $2,000,000.00 opposing [[James Talarico]], expenditure date 2026-10-02, received 2026-10-04, vendor **IMGE LLC**). The previous link in the chain was file **2016439** — one line, $35,000.00, the smallest notice this committee has filed, two days after its largest. The figure is the **derived** sum, which happens to equal the reported column — cite the file numbers, not the column. > [!important] The October 4 notice has no Flexpoint placement > [[Flexpoint Media]] has carried **85.1%** of this committee's spending and every one of its four > $10M+ single buys. File **2016823** is $2,000,000.00 placed **entirely through IMGE LLC**, the > Washington digital firm that until now took a minority share. One notice is not a trend, but a > committee that has bought broadcast at this scale switching wholly to its digital vendor five weeks > out is worth watching — and the **October 15 quarterly report**, the first and only disclosure of who > funded this committee, lands eleven days later. The direction and vendor breakdowns in the section above are stated **as of file 2015764** ($131,529,652.10) and have not been re-split for the $35,000.00 added by file 2016439 or the $2,000,000.00 added by file 2016823. As of this writing the total stands at $133,564,652.10, **$16.4M** short of $150M. ## Reservation versus filing On **Friday, September 11**, Texas PAC booked roughly **$51.3 million** of broadcast television in the Dallas–Fort Worth, Houston, San Antonio and Austin markets, per the tracking firm AdImpact as reported by the *Texas Tribune*. Two creatives began airing Saturday, September 12: a positive spot on a sex-trafficking case Paxton prosecuted as attorney general, and a negative spot recasting a line [[Donald Trump]] used in 2024 — that [[James Talarico]] is "for they/them, not you." The reservation and the filings are the same money seen at two stages. The ~$51.3M booking became the $53,862,227.68 disclosed three days later. **Booked broadcast time is visible to commercial ad trackers days or weeks before it is visible to the disclosure system**, which is the structural point worth keeping: AdImpact could see it on Friday, the public could see it on Monday, and the receipts that explain who paid for it will not be public until October 15. ## Why it matters **Texas was never on Senate Republicans' board.** [[Senate Leadership Fund]]'s April 2026 announcement committed $342 million across eight races — Ohio, North Carolina, Michigan, Georgia, Maine, Iowa, Alaska and New Hampshire. Texas is not among them. The Texas deployment is therefore **additive**, expanding the largest single-cycle SLF announcement on record by roughly fifteen percent, into a state where Republicans have not lost a statewide race in over thirty years. See [[SLF 342M Senate IE Reservation Program]]. **It is the establishment reversal, completed.** Senate Republicans backed [[John Cornyn]] against Paxton through the primary and the May runoff, arguing that Paxton's legal and ethical record would both endanger the seat and make defending Texas expensive. Both halves of that prediction have now been validated by SLF's own chequebook. Thune headlined a Dallas fundraiser for Paxton during the Republicans' September midterm convention; four days later the committee was spending. **Two enormous pro-Paxton efforts keep two entirely separate sets of books.** Texas PAC files through Right Side Compliance in Austin under Cabell Hobbs. [[MAGA Inc]], its terminated predecessor, and [[No Going Back PAC]] all file through Bulldog Compliance in Beverly, Massachusetts under Charles Gantt. Two operations running against the same opponent in the same four media markets, separately administered — because the law forbidding them to coordinate is the law that makes the separation worth paying for. The compliance shop is not a convenience here; it is the wall, and the wall is the product. **The negative share is the tell, and it has not moved.** $62.7M of $131.5M — **47.7%** — is spent attacking Talarico rather than promoting Paxton, essentially identical to the 47.6% measured at $63.8M. The ratio held while the program doubled, and on the broadcast lines the split is almost exactly even. Paxton was outraised roughly seven to one through June. The money is not building his case so much as suppressing his opponent's. ## Open questions - **Who funded it.** Nothing is known until the **October 15** quarterly report. SLF transfers, [[One Nation]] money, or named donors are all live possibilities and the vault should not guess. - **Whether the program keeps scaling.** It did: $63.8M in four weeks became **$131.5M in five**, with $61.4M of that arriving in a single 48-hour notice on September 30. A pre-general report lands in mid-October and independent-expenditure notices continue through election day. The next threshold worth watching is **$150M**. - **Whether Texas PAC outlives this race.** Nothing in its registration limits it to the Senate contest, and nothing in its filings so far touches any other race. ## See Also - [[Senate Leadership Fund]] · [[One Nation]] · [[John Thune]] · [[Steven Law]] - [[Texas PAC 53.9M Texas Senate IE]] · [[Texas PAC 61.4M Texas Senate IE]] - [[No Going Back PAC]] · [[No Going Back PAC 29.1M National IE Program]] - [[TX-Sen-2026]] · [[Ken Paxton]] · [[James Talarico]] · [[John Cornyn]] - [[MAGA Inc]] · [[Lone Star Liberty PAC]] · [[America PAC]] - [[Independent Expenditure]] · [[Super PACs]] · [[Dark Money]] · [[Citizens United v.
