# Senate Opportunity Fund
A **501(c)(4) social-welfare organisation**, **EIN 85-3182020**, registered in **Cheyenne, Wyoming**, whose
stated purpose is to *"advance conservative solutions through research and communication on public policy
issues."*
It appears in this vault because it is the **funder of 90.8% of [[High Plains PAC]]'s Q3 2026 receipts** —
a **$1,970,000** grant dated **2026-09-16**, disclosed on the super PAC's side as **Line 17 Other Federal
Receipts** (FEC file **2017843**). Per FEC Back-Sweep Standard **Rule 5** that line number is part of the
fact: it is a conduit grant, **not** an itemised contribution.

## Why it matters
**It is where the money stops being traceable.** A 501(c)(4) discloses no donors. The $1.97M that
[[High Plains PAC]] put into Montana, Louisiana, Alabama and Oklahoma Senate races arrives from an entity
whose own funding is, by design, unknowable from any public filing.
**The $1.97M grant is 64% larger than the organisation's entire reported 2024 revenue** of $3,095,512 —
not impossible, since 2026 is an election year and the 990 for it will not be published until well after
election day, but worth stating. **The 2026 Form 990 will not be public before the votes are counted.**
**The scale mismatch is the pattern, not the exception.** A Wyoming c4 with roughly $3M of annual revenue,
funding a Wyoming-named super PAC that spends in eight states and none of them Wyoming, is the
**state-branded template** this task has now recorded on seven committees — with the funding side visible
for the first time.
> [!warning] Unresolved
> Officers, revenue and tax status here come from **990 aggregators** (ProPublica Nonprofit Explorer and
> CauseIQ), not from a Form 990 read directly. The names **Robert Collins**, **Joe Milczewski** and
> **Bill Cubin** are recorded as the aggregators report them and are **not otherwise verified**; none has
> a page here, and no relationship to any other entity here is established.
> [!note] Open questions
> - **Who funds it.** Unknowable from public filings by design.
> - **Whether it has other electoral grantees.** Only the High Plains PAC grant is established here. A
> search of other committees' Line 17 rows for this name has not been run.
> - **Bill Cubin** — the surname is prominent in Wyoming Republican politics (former U.S. Rep. Barbara
> Cubin, WY-AL, 1995–2009). **No relationship is established** and none should be inferred from a name.
