# Rosimushchestvo **Rosimushchestvo**, the Federal Agency for State Property Management, is the Russian government body that holds, manages and sells state-owned assets. Ordinarily a bureaucratic backwater, it became the clearing house of the wartime seizure economy described in [[Russian Deprivatization]]. Assets taken from foreign owners or reclaimed from Russian ones pass through it, and many leave again at auction to buyers close to the Kremlin. ## The legal hook Presidential **Decree No. 302** of April 25, 2023 lets Rosimushchestvo, or any agency the president names, act as "temporary manager" of assets owned by people from "unfriendly" states. The first list was the shares Uniper and Fortum held in Russian power companies, and the president can add to it at will. Domestic seizures arrive through the courts, on the Prosecutor General's "illegal privatization" and strategic-sector claims. ## The money | Year | Transfers to the federal budget | |---|---| | 2023 | 398B rubles | | 2024 | **473B rubles** (307B in dividends, 132B from privatization) against a 405B plan | | 2025 | **638B rubles** (+35%) | ## Where the assets go - **Domodedovo airport.** A Moscow-region court nationalized it in June 2025, and its parent company passed to Rosimushchestvo. After the price was halved from 132B rubles, it sold at a second auction on January 29, 2026 for **66.1B rubles** (about $880M) to Perspektiva. Perspektiva is a subsidiary of Sheremetyevo airport, which is controlled by a company linked to Arkady Rotenberg. The deal closed on February 9. - **Rosspirtprom.** The state alcohol producer was sold in 2024 for just over 8B rubles (about $105M) to Biznes-Alyans. That company is 51% held by a fund whose ultimate beneficiary, through layered entities, is Arkady Rotenberg. - **2026.** A seized port fuel supplier went to a Rotenberg-led holding (August), and prosecutors asked a court to hand "Urals Plants" shares to the agency (September). Both are from headlines only. ## The Yakovenko investigation In December 2025 *The Insider* reported that the agency's director, **Vadim Yakovenko**, had steered major state assets to Kremlin-connected businessmen, including the Rosspirtprom sale. It also reported that he acquired more than 1.2B rubles of real estate during his tenure, flew on Rotenberg-linked jets, and that his ex-wife has worked since 2011 at a Rotenberg-linked property firm. He has been under EU sanctions since 2024. The Moscow Times re-reported the findings, so this is effectively one investigation. The pattern is that the state's property agency moves assets from out-of-favor owners to in-favor ones.
