# Ready to Register **Ready to Register Inc.** is a bulk voter-registration mailing operation that conceals its ownership and is reported to be connected to Elon Musk's [[America PAC]]. In July 2026 it became the subject of a formal warning from the [[North Carolina State Board of Elections]] after its mailings produced errors serious enough to generate complaints from county boards and from voters themselves. ## What the state board found The NCSBE press release of **1 July 2026** is the primary document, and its findings are specific: - **An outdated registration form.** The mailings used an application listing **four political parties no longer recognized in North Carolina**. In 2026 the recognized parties are Democratic, Green, Libertarian and Republican; a voter who checks a defunct party is registered **unaffiliated** instead. - **Mail to the dead.** The board received reports of mailings sent to **deceased individuals**, and said the group "may be using outdated voter data." - **A wrong return address.** Letters sent to **New Hanover County** voters carried an incorrect county board return address — so a completed registration could simply fail to arrive. - **QR codes that cross-contaminate.** The board received several reports that the QR codes on the mailings **may cause one person's information to pre-populate on another person's form**, which it recorded as a privacy concern. > "Bulk voter registration mailings, when done carelessly, can do more harm than good. They can confuse voters and greatly increase the workload of county boards of elections." > — **Sam Hayes**, Executive Director, North Carolina State Board of Elections, 1 July 2026 ⭐ **The warning came from a Republican.** [[Sam Hayes]] was installed in May 2025 by a new Republican board majority, after the legislature moved board-appointment power to the Republican State Auditor — the vault's clearest case of partisan capture of a state election administration. That an operation aimed at registering conservative voters drew its formal rebuke from *that* office is the detail that makes the complaint hard to read as partisan. ## Who is behind it The organization has taken steps to conceal who runs it. The *Washington Post* reported on **7 July 2026** that the site's **source code links back to a group affiliated with [[America PAC]]** — and that the code carries the line: *"By providing your telephone number and email, you consent to receive emails, calls, and text messages from America PAC."* Contemporaneous coverage placed similar mailings in **Georgia** as well as North Carolina. [[Judd Legum]]'s 8 September teardown of **votesafe.org** subsequently identified Ready to Register as running on the same America PAC-linked infrastructure as votesafe.org and the [[Sentinel Action Fund]] registration page. > [!warning] What is and is not established > **Established:** the NCSBE findings, verbatim from the primary. **Reported, single-outlet in origin:** the source-code link to an America PAC-affiliated group (*Washington Post*, then repeated widely) and the shared-infrastructure finding (*Popular Information*). **Not established:** that the mailings were intended to produce voter caging. Critics in North Carolina and Georgia raised that concern; no finding supports it, and this page does not assert it. ## Why it matters here A registration drive that mails the dead, uses a form with defunct parties, prints the wrong return address and lets one voter's data land on another's form is **failing at the thing it claims to do**. What it does succeed at is collecting names, addresses and phone numbers into a private database, under consent language that routes them to a super PAC. That is the same inversion the [[America PAC]] votesafe.org section documents, arriving by post instead of by advertisement: **the civic-service framing is the collection mechanism**, and the state's own voter roll — governed, auditable, and free — is the thing being routed around. ## See also - [[America PAC]] — the super PAC the site's code names, and the votesafe.org teardown - [[Sentinel Action Fund]] — the Heritage-lineage super PAC reported to run on the same system - [[North Carolina State Board of Elections]] — the agency that issued the warning - [[Sam Hayes]] — its executive director, and the partisan-capture context - [[Election Assistance Commission]] — the federal registration portal these operations route around - [[Elon Musk]] — the funder of the affiliated super PAC - [[Voter Suppression]] · [[Astroturfing]] — the frames this sits between - [[2026 Midterm Elections]] — the cycle it is operating in
