# Propaganda Due
Propaganda Due (P2) was a clandestine Italian Masonic lodge that, under Worshipful Master Licio Gelli, evolved into a secret, anti-communist, radical-right network embedded across the Italian state. Its exposure in 1981 -- via a membership list naming cabinet ministers, military commanders, intelligence chiefs, judges, and bankers -- earned it the label "a state within a state," and made it the most concrete artifact of the kind of hidden network [[The Octopus]] frame describes.
## Discovery
Originally a legitimate lodge of the Grande Oriente d'Italia, "Propaganda" was taken over and transformed by Gelli. On March 17, 1981, the Guardia di Finanza raided Gelli's premises at Castiglion Fibocchi (during an inquiry tied to financier Michele Sindona) and seized a list of 962 affiliates. Made public that May, it included roughly 208 military and law-enforcement figures -- among them dozens of generals -- plus intelligence chiefs, journalists, and industrialists. The fallout brought down the Forlani government. Italy banned secret associations by law in 1981 and formally dissolved P2 in 1982; a parliamentary commission chaired by Tina Anselmi investigated it.
## Calvi and Ambrosiano
[[Roberto Calvi]] was a P2 member, and the lodge is central to the [[Banco Ambrosiano]] case; Gelli received a 12-year sentence (confirmed 1998) for the bank's collapse and was named, then dropped, in the Calvi murder investigation.
## Epistemic status
The membership list, the bans, and Gelli's conviction are documented. The wider characterization of P2 as a coordinating "shadow government" behind Italy's Years of Lead, the Bologna massacre, or Operation Gladio is enduring theory -- some links are court-supported, broader "puppet-master" claims remain disputed. P2's direct operational role in Calvi's murder was alleged but never proven.
