# Nine Eyes The Nine Eyes is an intelligence-sharing arrangement that extends the [[Five Eyes Alliance]] core (US, UK, Canada, Australia, New Zealand) to include four additional European partners: Denmark, France, the Netherlands, and Norway. Nine Eyes members participate in signals intelligence sharing but do not enjoy the unrestricted access, deep institutional integration, or raw intelligence exchange that characterizes the Five Eyes inner circle. The distinction between Five Eyes and Nine Eyes is one of trust tier, not just geography. Five Eyes partners' analysts hold mutually recognized clearances and can query each other's collection databases directly. Nine Eyes partners receive processed intelligence products and participate in coordinated collection against shared targets, but they do not have direct access to Five Eyes collection systems. The arrangement reflects the Cold War legacy: the Five Eyes bond was forged in World War II and hardened through decades of nuclear-era intelligence sharing, while the Nine Eyes additions came later and carry the overhead of operating across different legal frameworks and political cultures. ## Member contributions Each Nine Eyes addition brings specific geographic or technical value. Denmark's [[FE]] provided the [[NSA]] access to Baltic cable traffic (and was caught helping the NSA spy on European allies). France's [[DGSE]] brings independent collection capability in Africa, the Middle East, and the francophone world — though French intelligence maintains a more arms-length relationship with Five Eyes than the other additions. The Netherlands' [[AIVD]] punches above its weight in cyber intelligence — its penetration of the [[SVR]]'s Cozy Bear network was a landmark operation. Norway's [[E-tjenesten]] provides unique coverage of Russian Arctic military activity. ## KB relevance Nine Eyes matters to the vault as the second concentric ring of the Western surveillance architecture documented in the [[Five Eyes Alliance]] page — the tier where intelligence sharing is substantial but trust is qualified, and where the political costs of exposure are higher (as Denmark's FE scandal demonstrated). ## See Also - [[Five Eyes Alliance]] — the inner-circle partnership - [[Fourteen Eyes]] — the next tier outward - [[Surveillance State]] — the monitoring apparatus these alliances enable - [[Global Intelligence Hub]] — full agency index
