# MSS
The Ministry of State Security (MSS — Guoanbu) is the People's Republic of China's primary civilian intelligence agency, combining foreign espionage, counterintelligence, domestic political security, and cyber operations under a single ministry. It functions as a hybrid of the [[CIA]] (foreign collection) and [[FBI]] (domestic counterintelligence), with a political security mandate that reflects the Chinese Communist Party's priorities: the MSS is as much a tool of internal regime preservation as it is an instrument of foreign intelligence.
Established in 1983 by merging the Central Investigation Department (foreign intelligence) with counterintelligence elements of the Ministry of Public Security, the MSS operates through provincial-level state security bureaus that extend its reach to every level of Chinese society. It is the organizational expression of China's concept of "comprehensive national security" — in which economic, technological, political, cultural, and military security are integrated under party control.
## Cyber operations
The MSS's cyber espionage units — including groups tracked by the cybersecurity industry as APT10 (Stone Panda), APT40 (Leviathan), and APT31 (Zirconium) — conduct some of the most prolific and wide-ranging cyber espionage operations globally. Targets include US defense contractors, technology companies, government agencies, universities, and research institutions. In 2020, the US DOJ indicted MSS-linked hackers for targeting COVID-19 vaccine research, and in 2024, the Volt Typhoon campaign attributed to Chinese state actors (likely MSS-directed) was found to have pre-positioned access in US critical infrastructure — water treatment, energy, telecommunications — for potential disruptive use during a Taiwan crisis.
The MSS also runs China's most extensive human intelligence operations abroad, including the recruitment of ethnic Chinese diaspora communities, the exploitation of academic and business exchanges, and what the [[FBI]] has described as a "whole of society" approach to intelligence collection that blurs the line between state espionage and civilian activity.
## KB relevance
The MSS is the adversary that justifies much of the US intelligence and technology policy the vault tracks: [[Chip Export Controls]] target Chinese AI and semiconductor development; the [[Splinternet]] reflects the MSS's role in building China's Great Firewall and the resulting bifurcation of the global internet; the [[Dual-Use AI]] debate is shaped by the fear that AI capabilities will reach the MSS through commercial technology transfer. The [[Anthropic Model Export Directive]] — restricting foreign-national access to [[Claude Mythos 5]] — is ultimately a response to the MSS collection model.
