# LULAC (League of United Latin American Citizens)
The **oldest Latino civil-rights organization in the United States**, founded in Corpus Christi, Texas on February 17, 1929. Pivotal historical role in school desegregation (*Mendez v. Westminster*, 1947 — predating *[[Brown v. Board of Education]]* by seven years), voting rights, and immigration policy. Has roughly 1,000 local councils across the country.
## 2025 redistricting role
LULAC is the **lead named plaintiff** in *LULAC v. Texas*, the federal challenge to the 2025 Texas mid-decade congressional redistricting map. The suit alleged the new map — which targeted five Coalition Districts (majority-minority districts including Latino-plurality seats) — was an unconstitutional racial gerrymander.
A federal three-judge district court (W.D. Tex.) **blocked the map on 2025-11-18**. Justice [[Samuel Alito]] issued a shadow-docket administrative stay on 2025-11-21, which SCOTUS then extended indefinitely on 2025-12-04. On **2026-04-27** SCOTUS summarily reversed the lower court 6–3 — wiping out the LULAC win and locking in the Texas +5 GOP seat baseline for 2026. Sotomayor, Kagan, and Jackson dissented.
