with **Brian Wolff** as treasurer.
## What the FEC record says
| Item | Detail |
|---|---|
| FEC committee ID | **C00495028** |
| Filed name | **HMP** |
| Committee type | **Hybrid PAC (with Non-Contribution Account) — Qualified** |
| Designation | Unauthorized |
| First filed | **2011-04-08** |
| Treasurer of record | Brian Wolff |
| State of record | DC |
A **hybrid PAC** keeps two accounts: a traditional PAC account that may contribute directly to candidates
under contribution limits, and a non-contribution account that may accept unlimited money but may only be
spent on independent expenditures. That is a different structure from an independent-expenditure-only
super PAC and it matters for reading the committee's reports: contributions and independent expenditures
come out of separate pools.
## 2026 independent expenditures — the Deals ledger
| Filing | Expenditure date | Amount | Deal page |
|---|---|---|---|
| Form 24, file 2018607 — 44 positions, 19 states, 98.59% negative | 2026-10-06 | **$21,914,974.25** | [[House Majority PAC 21.9M House IE October 2026]] |
**Derived total on the vault record: $21,914,974.25**, from the committee's own Schedule E lines. No
aggregate column is quoted as a committee or cycle total (Rule 4c); the committee's cycle figure has not
been derived here and should not be inferred from this one notice.
## Vendor concentration
[[Waterfront Strategies]] placed **$15,778,138.92 — 72.0%** of the October 6 notice. The same firm placed
**$6,104,105.37** against [[Ashley Hinson]] in [[IA-Sen-2026]] for [[WinSenate]] and VoteVets on the same
expenditure date. On the vault's record, Waterfront Strategies is the single largest concentration point
for Democratic-side independent expenditure in the 2026 cycle.
## Open questions
- **Funders.** As a hybrid PAC, its non-contribution-account receipts are reported on Form 3X. Nothing on
this page identifies who funded the October buy; the Q3 report is the first document that could.
- **Whether a second notice of this size follows.** One $21.9M notice is a decision; two would make it a
programme on the scale of [[SLF 342M Senate IE Reservation Program]] on the Senate side.
