# Fresh Start SC PAC
An independent-expenditure-only super PAC with a **South Carolina name and a Dallas, Texas address**, which
on **2026-10-09** made [[SC-Sen-2026]] a competitive-money race for the first time in this vault's record.
## What the FEC record says
| Item | Detail |
|---|---|
| FEC committee ID | **C00948869** |
| Committee type | **Super PAC (Independent Expenditure-Only)**, Unauthorized |
| First filed | **2026-04-29** |
| Address of record | Dallas TX |
| Treasurer | Cassie Tinsmon |
| State of record | **TX** |
## The one notice on the record
**Form 24, file 2018814**, `F24N`, received **2026-10-09**, expenditure dates **2026-10-07 and 2026-10-08**,
election code `G2026`. Eight Schedule E lines.
| Direction | Candidate | Amount | Lines |
|---|---|---|---|
| **oppose** | [[Darline Graham]] (R) | **$1,626,538.20** | 4 |
| **support** | [[Annie Andrews]] (D) | **$870,750.47** | 4 |
| | **Derived total** | **$2,497,288.67** | 8 |
| Payee | Amount |
|---|---|
| **[[Waterfront Strategies]]** | **$2,481,650.00** |
| MVAR Media LLC | $15,638.67 |
**34.9% of the money is positive** — an unusually high support share for any committee in this window, and
the opposite posture from the Republican-side committees filing the same day. `F24N` original, zero memo
rows, all eight lines live.
## Why it matters
**[[SC-Sen-2026]] was not a money race until this filing.** The seat became open when [[Lindsey Graham]]
died in office on **July 11, 2026**, having already won the June primary; Cook rates it **Likely R**. Before
2026-10-09 the only outside spending the vault had recorded there was $630,650.06 of AB PAC billboards on
2026-10-07.
On one receipt date the race took **$4,289,535.27**, from four committees:
| Committee | File | Amount | Posture |
|---|---|---|---|
| **Fresh Start SC PAC** | 2018814 | **$2,497,288.67** | pro-Andrews / anti-Graham |
| SLF PAC | 2019082 | **$1,550,005.20** | anti-Andrews — **its first South Carolina expenditure** |
| Security Is Strength PAC | 2019097 | $242,241.40 | anti-Andrews |
| (MVAR lines, both sides) | 2018814 | included above | — |
So the Democratic-aligned committee arrived first in the day's filings and the Senate Republicans'
flagship super PAC answered on the same receipt date. See [[SLF 26M Senate IE October 2026]].
**[[Waterfront Strategies]] placed 99.4% of this notice**, which puts South Carolina inside the same
single-vendor concentration the vault measured on [[IA-Sen-2026]] and on
[[House Majority PAC 21.9M House IE October 2026]].
🔴 **What is not established.** No funder is disclosed. The committee has filed since April and its Form 3X
receipts have not been read. The Texas address with a South Carolina name is the state-branded pattern this
vault has catalogued repeatedly and is **not** by itself evidence of out-of-state control.
## Watch
- **A second notice**, which would make this a programme rather than one buy.
- **Its Form 3X receipts** — the only route to a funder before 2027.
- **A second committee at 3723 Greenville Ave Ste 41077, Dallas**, an address new to this vault.
