# Federation for American Immigration Reform (FAIR)
The flagship organization of the [[Tanton Network]] and the most influential anti-immigration lobbying group in the United States. Founded in 1979 by [[John Tanton]] with $50,000 in seed money from [[Cordelia Scaife May]], FAIR has spent four decades building the policy, legal, and media infrastructure that now drives U.S. immigration enforcement under the second Trump administration. Designated a **hate group** by the SPLC since 2007.
## Founding
- Founded 1979 by [[John Tanton]] (Michigan ophthalmologist and population control activist).
- Co-founders: **Otis Graham** (University of North Carolina historian) and **Sydney Swensrud** (former chairman and CEO of [[Gulf Oil]] Corporation).
- Seed money: **$50,000** from [[Cordelia Scaife May]], the Mellon banking heiress who would go on to donate $180M+ to the restrictionist movement.
- FAIR was designed from the start as the policy and lobbying hub of a broader network that Tanton would build over the next two decades.
## Structure and Affiliates
FAIR sits at the center of Tanton's organizational ecosystem:
- **IRLI** (Immigration Reform Law Institute) — FAIR's legal arm. Employed [[Kris Kobach]] as counsel, where he developed anti-immigration ordinances and the voter suppression legal architecture.
- **[[Center for Immigration Studies]]** (CIS) — Spun off from FAIR in 1985 as a nominally independent "research" arm. Produces studies designed to give academic legitimacy to restrictionist positions. [[Stephen Miller]]'s go-to data source.
- **NumbersUSA** — Grassroots lobbying arm founded by Tanton associate [[Roy Beck]] in 1996. Now the largest restrictionist group by membership.
## Funding
- **[[Cordelia Scaife May]] / [[Colcom Foundation]]** — The single largest funding source. May gave FAIR approximately **$15 million** through her Colcom Foundation, plus direct personal donations during her lifetime.
- **Pioneer Fund** — FAIR received **$1.3 million** from the Pioneer Fund between 1985 and 1994. The Pioneer Fund was founded in 1937 by Wickliffe Draper after visiting Nazi Germany, with the explicit purpose of promoting eugenics. Classified as a white supremacist organization by the SPLC.
- Additional funding from the Scaife family foundations, various conservative donors, and small-dollar grassroots contributions.
## Hate Group Designation
The SPLC designated FAIR as a hate group in 2007, citing:
- Tanton's extensive correspondence with Holocaust deniers, white nationalists, and Klan lawyers.
- FAIR's acceptance of $1.3M from the Pioneer Fund.
- Board members with ties to white supremacist organizations.
- Tanton's 1986 memo warning of the "Latin onslaught" and questioning whether whites would "peaceably hand over political power."
- [[The Social Contract]] Press (Tanton's publishing arm) republishing *[[The Camp of the Saints]]*, a racist dystopian novel.
## The [[Revolving Door]] with Trump Administration
FAIR's most consequential achievement is placing its alumni in positions of executive power — a revolving door that mirrors the [[Palantir]]-[[DOGE-Palantir Nexus]] revolving door:
- **[[Tom Homan]]** — Former FAIR senior fellow (between Trump administrations). Now serves as Trump's "border czar" and ICE enforcement czar. Homan moved from FAIR fellowship → ICE director (Trump 1.0) → FAIR fellow → ICE czar ([[Trump 2.0]]).
- **Julie Kirchner** — Former FAIR executive director. Became a senior official at DHS in Trump 1.0, serving as Citizenship and Immigration Services ombudsman.
- **[[Stephen Miller]]** — Not a FAIR employee, but built his career citing CIS data and promoting Tanton Network positions. Now runs immigration policy from the White House.
- **[[Kris Kobach]]** — Former IRLI (FAIR's legal arm) counsel. Built the voter suppression architecture.
The pattern is identical to the defense tech revolving door: private organization → government position → back to private organization → government position. The difference is that FAIR's revolving door has been operating for 40+ years.
## Connection to Defense Tech Ecosystem
FAIR and the Tanton Network represent the **policy and propaganda infrastructure** that complements the defense tech **hardware infrastructure**:
| Defense Tech Pipeline | Tanton Network Pipeline |
|----------------------|------------------------|
| [[Founders Fund]] → Palantir → Pentagon contracts | Colcom Foundation → FAIR → Immigration policy |
| Palantir alumni → DOGE | FAIR alumni → DHS/ICE |
| Thiel's $1.6B in VC → autonomous weapons | May's $180M+ → restrictionist apparatus |
| Palantir builds ICE tracking systems | FAIR writes the policies those systems enforce |
The two pipelines converge at ICE: Palantir builds the surveillance and case management technology (ICM/FALCON), and FAIR alumni run the agency that uses it.
