# Continuity of Government Commission The **Continuity of Government Commission** was a nonpartisan body created in 2002 by the [[American Enterprise Institute]] and the [[Brookings Institution]] in response to the September 11 attacks, to examine how the federal government would reconstitute itself after a mass-casualty event. It issued reports on Congress (2003), the presidency, and the judiciary, and continued work through roughly 2011, with follow-on convenings in later years. Its two central recommendations were **a constitutional amendment permitting temporary appointments to fill mass House vacancies**, so that Congress could reach a quorum after a catastrophe, and **removing the Speaker and the President pro tempore from the presidential line of succession** in favor of Cabinet-only succession. Neither was adopted. See [[Continuity of Government Structure]]. ## See also - [[Continuity of Government Structure]] - [[Provisional Quorum]] - [[Presidential Line of Succession]]
