# CNI
The Centro Nacional de Inteligencia (National Intelligence Centre) is Spain's unified intelligence service — combining foreign and domestic intelligence, counterintelligence, and counterterrorism under one agency. Established in 2002 as the successor to CESID, the CNI reports to the Ministry of Defence. Spain participates in the [[Fourteen Eyes]] intelligence-sharing arrangement.
The CNI was embroiled in controversy in 2022 when Citizen Lab revealed that NSO Group's Pegasus spyware — developed by [[Unit 8200]] alumni — had been used to surveil over 60 Catalan independence leaders, journalists, and lawyers. The CNI director was dismissed, and Spain acknowledged that the agency had legally authorized surveillance of some targets, making it one of the few governments to publicly admit using Pegasus.
