# AIPAC The **American Israel Public Affairs Committee**, founded in 1963, long the dominant pro-Israel lobbying organisation in Washington and, since 2021, one of the largest outside spenders in American electoral politics. It is not a foreign agent and does not register under FARA; it is a domestic membership lobby whose activity is directed at US policy toward Israel. ## The 2021 pivot For nearly sixty years AIPAC's model was **lobbying without money** — congressional relationships, delegation trips run through its affiliated educational foundation, and an annual policy conference, with no PAC and no endorsements. That changed in December 2021, when it launched both a conventional PAC and a super PAC, the **United Democracy Project (UDP)**. It made its first direct federal candidate contributions in **January 2022**. The consequences were immediate and are concentrated almost entirely in **Democratic primaries**, where UDP's spending is used against candidates critical of unconditional US military aid to Israel — with advertising that typically argues those candidates are unreliable Democrats on unrelated domestic issues rather than on Israel. ## Scale | Cycle | Combined AIPAC PAC + UDP spending | |---|---| | 2024 | first cycle above **$100 million** | | 2026 | **$104.3 million** as of early August, with **$80 million** still on hand at 30 June | In the 2026 cycle AIPAC's super PAC is the **top outside spender in the country**. ## Michigan, 4 August 2026 UDP put **$30.6 million** into the Michigan Democratic Senate primary — its largest expenditure on a single race ever — supporting [[Haley Stevens]] against [[Abdul El-Sayed]]. **El-Sayed won.** > [!important] ⭐ The finding: the largest single-race investment in the organisation's history lost, and the loss is the data point > AIPAC's primary-spending model rests on a demonstration effect: the point of an eight-figure intervention is less to win one seat than to make every other member of Congress price the risk of crossing it. **A publicly visible defeat at record spending damages exactly the thing the spending is meant to buy**, which is deterrence rather than any particular vote. Watch whether the 2026 general-election spending pattern changes, and whether the $80 million still on hand at midyear is deployed or held. ## Why this page is in this vault AIPAC is not a right-wing organisation and most of its spending targets Democrats. It sits here for three reasons: 1. **It is the institutional half of a story the vault has been carrying only in its theological half.** [[Christian Zionism]] describes an evangelical constituency of tens of millions; AIPAC describes the professional lobbying and campaign-finance apparatus. Neither explains US Israel policy alone. See [[Israel]] for the full channel map. 2. **It is a live case study in super PAC mechanics** — a membership lobby that converted decades of relational capital into independent expenditures within one cycle, exactly the pathway [[Citizens United]] opened. 3. **It is the object of the American right's own internal fight.** The "Israel lobby" frame is used simultaneously by restrainers in the [[America First Movement]] making a foreign-policy argument and by the [[Groyper Movement]] making an antisemitic one, and the vault needs a factual page about the actual organisation to keep those distinguishable. > [!caution] Terminology > "The Israel lobby" is used in this vault to mean the identifiable set of organisations and donors that lobby on this issue — AIPAC, [[Christians United for Israel]], Democratic Majority for Israel, the [[Republican Jewish Coalition]], and their opposite numbers such as J Street and [[Jewish Voice for Peace]]. It is **not** used as a synonym for Jews, Jewish organisations generally, or a hidden controlling interest; that usage belongs to the material catalogued at [[Protocols of the Elders of Zion]] and [[Antisemitism]], and the two should never be allowed to blur. ## See Also - [[Israel]] · [[Israeli History Hub]] · [[Zionism]] · [[Likud]] - [[Christians United for Israel]] · [[Anti-Defamation League]] · [[Republican Jewish Coalition]] · [[Jewish Voice for Peace]] - [[Abdul El-Sayed]] · [[Haley Stevens]] · [[Ritchie Torres]] · [[Chuck Schumer]] - [[2026 Midterms Hub]] · [[Citizens United]] · [[Project Esther]] - [[America First Movement]] · [[Groyper Movement]] · [[Antisemitism]]
