# The Spending Gap **The beat:** *What are we spending money on, and why — and does the spending match the story they tell about it?* This is the index for the **Follow-the-Money** system. It collects **money-delta cards** — each one pairs a public *claim* with the primary-source *number* that contradicts or complicates it, and names the **gap** between them. Rhetoric is deniable; a signed apportionment, a no-bid contract, a FARA filing, or an OGE disclosure line is not. The cards are built to be scored for newsworthiness and converted into the **"The Spending Gap"** blog series on doctorparadox.net. --- ## The signature lens: Authorized → Apportioned → Spent The most defensible, under-covered angle is the **three-column diff**: 1. **Authorized** — what Congress appropriated (congress.gov). 2. **Apportioned** — what OMB actually released for obligation (`apportionment-public.max.gov` / openomb.org). 3. **Spent** — what Treasury actually paid out ([[Monthly Treasury Statement]], `fiscaldata.treasury.gov`; daily granularity via the [[Daily Treasury Statement]]). When those three columns diverge, you are looking at impoundment, slow-walking, or redirection — the quiet exercise of power over the purse. Almost nobody watches all three at once. See [[Rescission and Impoundment]] and [[Impoundment Control Act]]. --- ## Delta cards | Card | Claim vs. ledger | Magnitude | Status | | ---- | ---------------- | --------- | ------ | | [[Spending Gap - No Personal Role vs. the Billion-Dollar OGE Filing]] | "No personal role / arm's length" vs. >$1B crypto income on his own sworn OGE filing | >$1B | confirmed | | [[Spending Gap - Critical Minerals Security vs. the $620M Loan to the President's Son's Startup]] | "Critical-minerals security" vs. a $620M taxpayer loan to a Trump Jr.-linked firm | $620M (~10x markup) | confirmed | | [[Spending Gap - Efficiency Rhetoric vs. the No-Bid Reflecting Pool Contract]] | "Eliminating waste" vs. a $13.1M sole-source award | $13.1M | confirmed | | [[Spending Gap - America First vs. the UAE Stake in World Liberty Financial]] | "America First" vs. a ~$500M foreign stake in the family crypto firm | ~$500M–$2B+ | confirmed | | [[Spending Gap - The Power of the Purse vs. the Apportionment Slow-Walk]] | "Following the law on spending" vs. hidden apportionment control | method / systemic | emerging | | [[Spending Gap - Paid for by Me vs. the Parks Ledger]] | "Paid for by me" / privately funded ballroom vs. ~$1B drained from national parks for D.C. vanity projects | ~$1B | confirmed | | [[Spending Gap - Nothing Illegal vs. the Wallet-Level Memecoin Ledger]] | "Nothing illegal / fan coin" vs. 988,905 wallets down $3.81B while he booked $636M | $3.81B | confirmed | | [[Spending Gap - Taxpayer-Free vs. the Secret $500M No-Bid Ballroom Contract]] | "No taxpayer putting up 10 cents" vs. a secret $500M no-bid contract, ~half taxpayer-funded | up to $500M | confirmed | | [[Spending Gap - No Conflicts vs. the Axon Buy Before the Taser Spec]] | "No conflicts of interest" vs. a $1–5M Axon buy two weeks before ICE's Axon-only $220M Taser spec | $220M vehicle | emerging | | [[Spending Gap - Arm's Length vs. the Sons' Defense-Tech Portfolio]] | "Arm's length" trust vs. 12+ defense-tech investments as the administration floods the sector | $620M floor / systemic | confirmed | | [[Spending Gap - Tariff Riches vs. the $1.4 Trillion Ledger]] | "Tariffs are making us rich" vs. a negative customs line and a deficit projected at $2.1T | $1.8T 10-mo deficit / $165B refunds | confirmed | | [[Spending Gap - Protection Surge vs. the $90M Ad Contract to an Untested Firm]] | "Mission-critical staffing emergency" vs. a record $90M ad award to a firm with no federal track record, while OMB drains $352M from the same agency | $90M / $352M redirect | emerging | | [[Spending Gap - Oversight vs. Ownership - Congress Buys Its Contractor]] | "Lawful and disclosed" vs. six members of Congress buying the Pentagon's launch contractor within days of its IPO, as $8.05B in 2026 awards flow | $11.4B ceiling / $123B unlock | confirmed | | [[Spending Gap - Urgency vs. the $1.6B No-Bid Border Wall to a Million-Dollar Donor]] | "Urgency" vs. a $1.6B no-bid wall task order to a firm whose chairman gave $1M, holding >$5.6B in border work | $1.6B / >$5.6B | confirmed | | [[Spending Gap - Legal Representation vs. the $150M No-Bid Award to a Two-Immigration-Lawyer Firm]] | "Attorney-of-record representation" for migrant children vs. a $150M single-source award to an environmental firm with 2 immigration lawyers | $150M | confirmed | | [[Spending Gap - Not Exclusive to Any Vendor vs. the Memo Titled Funding Palantir]] | "Not exclusive to any single vendor" vs. a Deputy Secretary memo subject-lined *Funding Palantir* directing $243.9M sole-source | $243.9M ceiling | emerging | | [[Spending Gap - Eliminating Waste vs. the $263 Billion No-Bid Ledger]] | "Eliminating waste" vs. $262.6B awarded noncompetitively in FY2025 — a third of all contract dollars, a ten-year high | $263B / ~$300B pace | confirmed | | [[Spending Gap - Strengthening Domestic Shipbuilding vs. the $6.8B No-Bid Icebreaker Fleet]] | "Strengthening domestic shipbuilding" vs. 11 icebreakers, ~$6.8B, no competition, first four hulls built in Finland under a waiver | $6.8B / 11 hulls vs. a stated need of 4–5 | confirmed | | [[Spending Gap - Without Regard to Politics vs. the Charter for the President's Own Bank]] | "Without regard to politics" vs. a national trust charter granted by a presidential appointee to the president's family crypto firm | ~$4B USD1 float / ~38% stake | confirmed | | [[Spending Gap - Fighting Fraud vs. the $277 Indictment]] | "Waste, fraud, and abuse" vs. a $277 federal indictment, a $468 grand jury, and white-collar prosecutions at a modern low of 4,747 | $277 / $468 / 4,747 vs. $263B | confirmed | | [[Spending Gap - No Role in Selecting Investments vs. the 1,051-Trade June Ledger]] | "Blind trust in broad market indexes" / "no role in selecting investments" vs. 1,051 itemized trades in one month, including SpaceX 11 days after its IPO and Palantir before a $243.9M no-bid memo | $78.1M–$263.1M in one month | confirmed | --- ## How a card becomes a post 1.
