# Federal Rules of Civil Procedure
The rules governing civil litigation in the United States District Courts, adopted in 1938 under the [[Rules Enabling Act]] — the first product of that delegation, and the model for every rule set that followed. Amended on the annual cycle mapped in [[How a Federal Rule of Procedure Is Made]].
Rules of continuing relevance to the vault: **Rule 23** (class actions), **Rule 65** (injunctions and restraining orders, the instrument at stage 0 of the emergency-stay pipeline), and **Rule 12** (motions to dismiss).
The Standing Committee recommended amendments to Rules 7.1, 26, 41, 45 and 81 to the Judicial Conference in September 2026.
*Stub — expand with the 1938 adoption and the Erie problem, the 1966 and 1983 amendment waves, the 2015 discovery-proportionality amendments, and the substance/procedure line under § 2072(b).*
