# Committee on Rules of Practice and Procedure
The **Standing Committee** — the body established under 28 U.S.C. § 2073(b) to review the work of the five advisory committees (Appellate, Bankruptcy, Civil, Criminal, Evidence) and recommend rules amendments to the [[Judicial Conference of the United States]]. Members are appointed by the Chief Justice; the committee meets twice a year and is served by an academic reporter.
It sits at two separate gates in the rulemaking process: it decides whether a draft amendment may be **published for public comment** at all, and it conducts the **substantive review** — cross-rule consistency, conflict with statute, and whether the proposed change stays inside the § 2072(b) bar on abridging, enlarging or modifying a substantive right — before anything reaches the Judicial Conference.
Chair as of the June–September 2026 roster: [[James C. Dever III]] (E.D.N.C.); reporter: Prof. Edward Hartnett (Seton Hall).
*Stub — expand with membership composition, the advisory-committee structure beneath it, and the history of its 1988 reorganization.*
