# Intelligence Community Tree
An ASCII-art map of the **U.S. Intelligence Community (IC)** — the eighteen federal elements that collect, analyze, and coordinate national intelligence, grouped by the department that houses them. The IC is a **federation, not an agency**: the [[ODNI]] sits at the top as coordinator (2004–present), two elements stand alone as independent agencies, eight sit inside the [[Department of Defense]], and the rest are intelligence offices lodged in six other departments. Composition and leadership reflect the IC as of **July 3, 2026**.
A cross-cutting overlay on the [[Executive Branch Org Chart]]: where the org chart maps the departments as authority silos, this map pulls out the intelligence element inside each one and shows how they answer — for coordination and budget — to a single Director of National Intelligence. Only the two coordinating principals (the DNI and the CIA Director) are named, because sub-element heads turn over too often to keep current.
> [!note] How to read this chart
> The **■ root** is the DNI, who *coordinates* the community but does not command every element. Each branch is one of the **18 statutory elements**; **(indep.)** marks an element that is not inside a Cabinet department. **[NIP]** / **[MIP]** flag which budget stream primarily funds an element — the [[National Intelligence Program]] (national-level, ODNI-controlled) or the [[Military Intelligence Program]] (military-tactical, DoD-managed); some DoD elements draw on both. Only the DNI and CIA Director are named; department intelligence offices are shown as **institutions**, not individuals. **(acting)** marks an official serving pending a Senate-confirmed successor.

## Notes
Coordination and leadership:
- **The DNI coordinates; agencies still report up their departments.** The [[ODNI]] was created by the Intelligence Reform and Terrorism Prevention Act of 2004 to sit above a community that the 9/11 Commission found too fragmented. The DNI sets priorities, writes the President's Daily Brief, and controls the [[National Intelligence Program]] budget — but does **not** command the day-to-day of, say, the [[NSA]] (which answers to the [[Department of Defense]]) or the [[FBI]] Intelligence Branch (which answers to the [[Department of Justice]]).
- **Acting DNI.** Tulsi Gabbard resigned as Director of National Intelligence effective June 30, 2026; [[Bill Pulte]] (concurrently FHFA Director) was named acting DNI. In late June 2026 the President announced Jay Clayton as his nominee for a Senate-confirmed DNI; that nomination was pending as of this map's date, so Pulte is shown acting. In early July 2026 the acting DNI began removing dozens of ODNI staff.
- **CIA.** [[John Ratcliffe]] (a former DNI himself) leads the [[CIA]] and holds Cabinet rank in the current administration.
Structural notes:
- **Two budget streams.** IC funding splits into the [[National Intelligence Program]] (NIP — national consumers, controlled by the ODNI) and the [[Military Intelligence Program]] (MIP — military-tactical, managed by DoD). The four "big" DoD agencies (NSA, NGA, NRO, and to a degree Coast Guard Intelligence) are **dual-funded**, drawing on both. Both toplines are declassified annually; the line items are not.
- **The ODNI double-count.** The ODNI is simultaneously the community's coordinator (the root of this tree) and one of the 18 statutory elements — which is why the count reads "2 independent" at the top while the ODNI also anchors the whole map.
- **Sixteen agencies vs. eighteen elements.** The community is often called "16 agencies," which counts the members other than the ODNI and CIA leadership layer; the canonical figure since 2005–06 is **18 elements**, the count used here.
- **The capture lens.** In right-wing framing the IC is the institutional core of the "[[Deep State]]" — the agencies accused of driving the Russia investigation and leaking against the first Trump administration. The contemporary project treats the community as something to be purged and subordinated: loyalists atop the DNI and CIA, career analysts stripped via [[Schedule F]], and the end of the analytic independence that produces unwelcome conclusions — the sharpest front in the fight between [[Unitary Executive Theory]] and the professional-bureaucracy model.
This map covers the community's element structure and its two coordinating principals. It does **not** roster sub-element directors, name the service intelligence chiefs, or trace the classified budget line items — those turn over or stay hidden. The full annotated federation lives in the hub below.
