# Intelligence Community Hub
The Intelligence Community (IC) is not a single agency but a **federation of 18 elements** spread across the executive branch, coordinated since 2004 by the Office of the Director of National Intelligence (ODNI). It is a cross-cutting overlay rather than a tier of its own: most IC elements live inside departments (the NSA and DIA inside [[Department of Defense]], the intelligence arms of [[FBI]] and DEA inside [[Department of Justice]], offices inside State, Energy, Treasury, and DHS), while two stand alone — the [[CIA]] (an independent agency) and [[ODNI]] itself.
The capture lens: the IC is the institutional core of the "[[Deep State]]" in right-wing framing — the agencies accused of conducting the Russia investigation, leaking against the first Trump administration, and obstructing the populist agenda. The contemporary project treats the IC as something to be purged and subordinated: install loyalists at the top (the DNI and CIA Director), strip career analysts via [[Schedule F]], and end the analytic independence that produces unwelcome conclusions. This is where the conflict between [[Unitary Executive Theory]] and the professional-bureaucracy model is sharpest, because intelligence independence and presidential control are in direct tension.

## The 18 elements
Tracked as plain references until individual pages are built. Two are standalone; the rest are program-managed within departments:
**Standalone:** [[ODNI]] (Office of the Director of National Intelligence) · [[CIA]] (Central Intelligence Agency)
**Within ODNI:** the [[National Counterterrorism Center]] (NCTC) is not a nineteenth element but the post-9/11 fusion centre housed inside ODNI — the "connect the dots" function the office was built around, and the piece [[Tom Cotton]]'s efficiency bill would transfer to the [[FBI]].
**Department of Defense (8):** [[NSA]] (National Security Agency) · [[DIA]] (Defense Intelligence Agency) · National Geospatial-Intelligence Agency (NGA) · National Reconnaissance Office (NRO) · and the intelligence elements of the Army, Navy, [[Air Force]], Marine Corps, and [[U.S. Space Force]]
**Other departments:** [[FBI]] Intelligence Branch and DEA Office of National Security Intelligence ([[Department of Justice]]) · Office of Intelligence and Analysis ([[Department of Homeland Security]]) · Bureau of Intelligence and Research ([[Department of State]]) · Office of Intelligence and Counterintelligence ([[Department of Energy]]) · Office of Intelligence and Analysis ([[Department of the Treasury]]) · [[Coast Guard]] Intelligence
