# How a Statistical Agency Is Defunded or Discontinued Most arguments about the country run on federal numbers. The unemployment rate, the inflation rate, the poverty rate, the test scores, the population of a county: these are produced by a handful of agencies, on public money, to published schedules, and they are usually treated as fixtures. They are not fixtures. They are renewals. This page maps what it takes to end one, and the honest answer is: much less than you would expect, and almost never a vote. It sets out eight routes, from the one that changes the law on the books to the one that consists of putting an effective date on a web page, and against each it asks the same three questions — who has to agree, what document it leaves behind, and who could challenge it. ⭐ **The organizing finding is that nothing here requires a repeal.** Of the eight routes, exactly one amends the statute, and it was not used against any principal statistical agency in 2025–26 because it did not have to be. One rides on an appropriations bill, where the vote is on the whole bill and no authorizing committee weighs in on the merits of the statistic. Four operate through inaction — a mandate never funded, an appropriation allowed to lapse, a clearance left to expire, a report simply not delivered. The remaining two are internal decisions, one by an agency and one by a department. ◈ Seven of the eight need no vote of any kind, and six leave behind no document a member of the public could find by looking for it. **The second finding is that the statutory mandate is the weakest protection on this map, not the strongest.** Since 1976 the law has directed the Secretary of Commerce to conduct a mid-decade census of population in 1985 and every ten years thereafter. It has never been conducted. The subsection carries no funding condition and no enforcement clause, and forty-one years of non-compliance have produced no remedy, no litigation and no repeal. In 2025 the same thing happened on a one-year timescale: an annual report Congress has required by the first of June since 2002 did not arrive, and the department responded by redefining the product rather than delivering it. ◎ A statutory command with no appropriation and no consequence is a sentence, not a shield. **The third finding is about which clock bites.** There is exactly one deadline on this map that reliably stops something, and it is not aimed at the agency's duty to the public. Under the [[Paperwork Reduction Act]], no federal collection of information may be approved for more than three years, and renewal is affirmative — the agency must seek comment and resubmit at least sixty days before its control number expires. If nobody files, the survey stops: no decision, no notice, no appeal, because nothing was decided. ⏳ The clock that works runs against the agency's own permission to ask questions. The clock pointed at its obligation to deliver a report has no teeth at all. **The fourth finding is that the one notice duty the system has runs inward.** Since 2024 the recognized statistical agencies have had codified fundamental responsibilities at 5 C.F.R. part 1321 — relevance and timeliness, accuracy, objectivity, and protection of respondents. On schedules, the rule requires an agency to tell the [[Chief Statistician of the United States]] when a recurring product's release schedule changes. A commenter asked that such changes also be announced publicly with an explanation; [[Office of Management and Budget]] declined to add it. ✕ Nothing in the rule requires advance public notice before a product is changed or discontinued at all, which is why every example in Route 8 below is a web page rather than a filing. **The fifth finding is that three of these routes destroy data rather than withholding it.** A statistic not published can usually be published later. A month not collected cannot be collected later. When appropriations lapsed from 1 October to 12 November 2025, the diary half of the [[Consumer Expenditure Survey]] — whose collection months *are* its reference months — produced nothing for October and November, and the agency closed the hole by reweighting the surrounding months rather than by gathering what was missed. The same logic governs a cancelled long-term trend assessment and an interrupted longitudinal study: the comparison the design existed to make cannot be made retrospectively. ⊘ Those gaps are permanent, and they were produced by nobody deciding anything. > [!note] How to read this chart > `──▶` = the main path · `├─◆` / `└─◆` = a route or a step inside one · `☐` = a document is created here · `⊘` = a route foreclosed by statutory text, or a gap that cannot be filled later · `◎` = the hinge, the route that needs no vote and leaves no record · `✕` = a requirement that does not bind · `⚑` = a duty with no due date · `⏳` = a clock runs here · `★` = used or decided in 2025–26 · `◈` = a count or reading made on this page rather than published anywhere. Officeholders on this page were verified in November 2026. ``` HOW A STATISTICAL AGENCY IS DEFUNDED OR DISCONTINUED (November 2026) │ Eight ways a federal statistic stops being produced, ranked by how much of │ Congress has to agree. Only one of the eight is a repeal. │ Collection authority: 13 U.S.C. § 141 · 29 U.S.C. §§ 1-2 · 20 U.S.C. § 9545 │ Clearance: 44 U.S.C. § 3507(g), (h) · 5 C.F.R. § 1320.12 │ The system's own rules: 5 C.F.R. pt. 1321 · OMB Statistical Policy Directives │ ☐ a document is created here ⊘ foreclosed by statutory text │ ◎ the hinge: the route that needs no vote and leaves no record │ ✕ a requirement that does not bind ⚑ a duty with no due date │ ⏳ a clock runs here ★ used or decided in 2025-26 │ ◈ a count or reading made on this page │ ■ PART A — THE FOUR THINGS A FEDERAL STATISTIC RESTS ON │ │ A published federal number needs all four of these at once, every year. │ Remove any one and the number stops. Only the first involves Congress. │ │ ├─◆ 1. AN AUTHORITY TO COLLECT — a statute that lets the agency ask, and │ │ sometimes commands it. 13 U.S.C. § 141 for the census; 29 U.S.C. §§ 1-2 │ │ for labour statistics; 20 U.S.C. § 9545 for education statistics. │ ├─◆ 2. A CLEARED INSTRUMENT — an OMB control number under the Paperwork │ │ Reduction Act. ⏳ THREE YEARS MAXIMUM, no exceptions. [44 § 3507(g)] │ ├─◆ 3. MONEY IN THE CURRENT FISCAL YEAR — an appropriation, or a continuing │ │ resolution standing in for one. │ └─◆ 4. PEOPLE AND CONTRACTS — staff to design and analyse, and in most cases │ a contractor to do the fieldwork. Carried by contract, not by statute. │ │ ◈ THE ASYMMETRY THIS PRODUCES: the authority is the hardest of the four to │ remove and the least often attacked. The other three are annual, internal, │ or both. A statistic is only as durable as its weakest leg, and three of │ its four legs are renewed by people nobody elected. │ ──▶ ■ PART B — THE EIGHT ROUTES, RANKED BY HOW MUCH OF CONGRESS MUST AGREE │ ├─◆ ROUTE 1 — REPEAL THE COLLECTION AUTHORITY │ │ House + Senate + signature. The only route that changes the law on the │ │ books, and the only one with a published record a reader can find. │ └─ ◈ No principal statistical agency lost its collection authority by │ repeal in 2025-26. The route exists and was not used, which is the │ point: nothing on the rest of this map requires it. │ ├─◆ ROUTE 2 — THE RIDER ON A SPENDING BILL │ │ One appropriations act. No authorizing committee votes, no hearing on │ │ the merits of the statistic, and the vote is on the whole bill. │ ├─ ☐ IT DOES LEAVE A RECORD — the text is in an enacted act. │ ├─ ★ WORKED EXAMPLE. The Tiahrt rider bars the ATF from releasing the │ │ trace data police generate when they ask where a crime gun came from, │ │ except in support of a criminal investigation or a licensing case. │ ├─ ◎ FOUR WORDS MADE IT PERMANENT. The 2008 omnibus version reads "in │ │ fiscal year 2008 and thereafter," which the Government Accountability │ │ Office treats as permanent law. A one-year limitation became a │ │ standing one without anyone voting on that question. │ └─ ⚑ THE CARVE-OUT IS THE TELL. The agency may still publish aggregate │ annual statistical reports. The aggregate survives; the detail that │ would support an outside analysis does not. │ ├─◆ ROUTE 3 — NEVER APPROPRIATE THE MONEY FOR A MANDATED STATISTIC │ │ Nobody has to agree. Nobody has to do anything at all. │ ├─ ★ THE WORKED EXAMPLE IS FORTY-ONE YEARS OLD. 13 U.S.C. § 141(d) says │ │ the Secretary "shall conduct a mid-decade census of population" in │ │ 1985 and every ten years after. The subsection contains no funding │ │ condition. It has never been conducted - not in 1985, 1995, 2005, │ │ 2015 or 2025. │ ├─ ⊘ WHY NOT: § 141(e)(2) provides that mid-decade data "shall not be used │ │ for apportionment of Representatives" or for drawing districts. The │ │ one census product with no seats attached is the one never funded. │ └─ ◎ A STATUTORY COMMAND WITH NO APPROPRIATION AND NO ENFORCEMENT CLAUSE │ IS A SENTENCE, NOT A SHIELD. Four decades of non-compliance have │ produced no remedy, no litigation and no repeal. │ ├─◆ ROUTE 4 — LET THE APPROPRIATION LAPSE │ │ Nobody has to agree; a failure to act is enough. Unlike every other │ │ route, this one destroys data that already existed to be collected. │ ├─ ★ WORKED EXAMPLE (2025). The lapse ran 1 October to 12 November 2025. │ │ Consumer Expenditure Survey collection did not resume until 5 December. │ ├─ ⊘ THE DIARY SURVEY CANNOT BE BACKFILLED. Its collection months are its │ │ reference months, so no diary data exist for October or November 2025. │ │ The agency reweighted September and December by a factor of two. │ ├─ ◈ THE INTERVIEW SURVEY'S THREE-MONTH RECALL SAVED PART OF IT: roughly a │ │ third of expenditures lost for July and October, two-thirds for August │ │ and September, patched by multiplying the surviving months. │ └─ ⏳ THE NEXT DEADLINE IS LIVE. The continuing resolution signed in early │ September 2026 funds the government to 11 DECEMBER 2026. │ ├─◆ ROUTE 5 — LET THE CLEARANCE EXPIRE │ │ Nobody has to agree. This is the one clock on the map that runs against │ │ the agency by default. │ ├─ ⏳ OMB "may not approve a collection of information for a period in │ │ excess of 3 years." [44 § 3507(g)] │ ├─ ⏳ Renewal is affirmative: the agency must seek public comment and │ │ resubmit no later than 60 days before the control number expires. │ │ [44 § 3507(h)(1), 5 § 1320.12] │ └─ ◎ NOBODY FILES AND THE SURVEY STOPS. There is no decision to publish, │ no notice, no comment period and no appeal, because nothing was │ decided. ◈ Note the inversion: in the approval process, inaction is │ always a grant. Here inaction is always a denial. The default runs in │ favour of the agency both times - toward starting, and toward stopping. │ ├─◆ ROUTE 6 — CUT THE STAFF AND CANCEL THE CONTRACTS │ │ The agency, or the department above it. No vote, no notice, no rule. │ ├─ ★ WORKED EXAMPLE (2025-26). The National Center for Education │ │ Statistics had 102 employees in January 2025. A reduction in force in │ │ March left all but three terminated; staffing stood at four that │ │ September, and about a dozen had been hired back by mid-2026. │ ├─ ⚑ THE SURVEYS WERE CARRIED BY CONTRACTS, SO CANCELLING CONTRACTS │ │ CANCELLED SURVEYS. ◈ Fourteen named collections and tools were still │ │ unavailable in August 2026 - among them the household education │ │ survey, the adult-skills assessment, two high-school longitudinal │ │ studies, the transcript collection and the education projections. │ └─ ◈ WHAT CAME BACK CAME BACK AS CONTRACTS. New awards for the │ postsecondary and baccalaureate studies restored specific collections │ one at a time. The capacity route is reversible in principle and slow │ in fact: a longitudinal study restarted is not the study that stopped. │ ├─◆ ROUTE 7 — CHANGE THE METHOD SO THE PRODUCT CANNOT LAWFULLY BE PRODUCED │ │ The department. An internal order; no rulemaking, no comment period. │ ├─ ★ WORKED EXAMPLE (2026). Commerce Departmental Administrative Order │ │ 216-26, issued 4 June 2026, prohibits noise infusion and related │ │ confidentiality methods at the Census Bureau and the Bureau of │ │ Economic Analysis, prefers coarsening, and permits suppression only │ │ as a last resort where coarsening is barred by law. │ ├─ ◎ IT CANCELLED NOTHING AND STOPPED EVERYTHING FOR SEVEN WEEKS. The 2025 │ │ one-year American Community Survey estimates, normally out in │ │ mid-September, had no release date on 6 August 2026 while the Bureau │ │ searched for a compliant method. They were rescheduled on 22 October │ │ and released on 29 OCTOBER 2026. │ └─ ◈ THE PRODUCT RETURNED AND THE PRECEDENT STAYED. A departmental order │ about technique is the only route here that can halt a flagship series │ without naming it, without ending it, and without becoming reviewable. │ └─◆ ROUTE 8 — SIMPLY STOP PUBLISHING IT │ The agency alone. ◎ THE QUIETEST ROUTE, AND THE MOST USED. ├─ ★ 133 YEARS, ENDED BY A SENTENCE. The Census Bureau "terminated the │ collection of data for the Statistical Compendia program effective │ October 1, 2011" - the Statistical Abstract of the United States, │ published since 1878. The notice gives no reason. ├─ ★ ABOUT 350 PRODUCER PRICE INDEXES, 2025-26. The labour statistics │ agency announced it would "end calculation and publication of │ approximately 350 indexes," phased across the July 2025, October 2025 │ and January 2026 reference months. ✕ The notice states no reason. ├─ ★ THE AGENCY THAT KEEPS ITS OWN LIST. The Bureau of Economic Analysis │ maintains a public page of discontinued and delayed statistics under │ one heading for the whole list: "Statistical products and data tables │ impacted by budget or resource constraints." Entries run from 2024 to │ March 2026 and cover the digital economy, small business, arts and │ culture, the marine economy, travel and tourism, the space economy, │ dozens of national income tables and a long run of direct-investment │ detail. ◈ It is the most honest document on this map and it is a │ web page. └─ ⊘ NONE OF THESE WENT THROUGH THE FEDERAL REGISTER. No notice, no comment, no reviewable final action, no vote. ──▶ ■ PART C — WHO HAS TO BE TOLD │ │ The federal statistical agencies have, since 2024, a codified set of │ fundamental responsibilities at 5 C.F.R. part 1321: produce relevant and │ timely information, be accurate, be objective, and protect respondents. │ │ ├─◆ ☐ THE ONE NOTICE DUTY ABOUT SCHEDULES RUNS UPWARD. The rule requires an │ │ agency to notify the Chief Statistician of the United States of any │ │ change to the release schedule of a regular and recurring product. │ ├─◆ ✕ A COMMENTER ASKED FOR SCHEDULE CHANGES TO BE ANNOUNCED PUBLICLY WITH │ │ AN EXPLANATION. OMB DECLINED TO ADD IT, saying the existing directives │ │ sufficiently addressed the concern. │ └─◆ ⊘ AND NOTHING IN PART 1321 REQUIRES ADVANCE PUBLIC NOTICE BEFORE A │ PRODUCT IS CHANGED OR DISCONTINUED AT ALL. │ │ ◎ SO THE DUTY TO TELL ANYONE RUNS INWARD, TO AN OFFICIAL INSIDE OMB WHO IS │ NOT SENATE-CONFIRMED - NOT OUTWARD, TO THE PEOPLE WHO USE THE NUMBER. │ │ ⚑ AND RECOGNITION ITSELF IS A DESIGNATION, NOT A STATUS. OMB recognizes │ sixteen statistical agencies and units under 44 U.S.C. § 3562, thirteen │ of them "principal." The list is sixteen because the Director says it is. │ ──▶ ■ PART D — WHAT A STATUTORY DEADLINE IS WORTH │ │ The strongest-looking protection on the map, tested once, in public. │ │ ├─◆ THE DUTY. 20 U.S.C. § 9545 has required an annual Report on the │ │ Condition of Education, delivered to Congress and the President by │ │ 1 JUNE, since 2002. │ ├─◆ ★ 1 JUNE 2025: NOTHING ARRIVED. Reported as the first time the duty had │ │ been missed. │ ├─◆ ★ 2 JUNE 2025: THE PRODUCT WAS REDEFINED RATHER THAN DELIVERED. The │ │ department said it would no longer be a single report; indicators would │ │ be updated on a rolling basis, with a short highlights volume. │ └─◆ ✕ CONSEQUENCE: NONE. No penalty, no forfeiture, no cause of action, and │ no provision anywhere that says what happens if the report is late. │ │ ◈ A DEADLINE WITHOUT A CONSEQUENCE IS A REQUEST. Compare Route 5, where a │ missed date stops a survey automatically: the clock that bites is the one │ aimed at the agency's own permission, not at its duty to the public. │ ──▶ ■ PART E — THE LEDGER ROUTE WHO HAS TO AGREE WHAT IT LEAVES BEHIND ============================================================================ 1 repeal the statute House, Senate, Pres. a public law 2 a rider on a spending bill one appropriations act a line in an enacted act 3 never appropriating it nobody nothing at all 4 a lapse in appropriations nobody a gap in the series 5 clearance left to expire nobody an expired OMB number 6 staff and contracts cut the agency a personnel notice 7 a method order the department a departmental order 8 ceasing to publish the agency a date on a web page ROUTE WHO CAN CHALLENGE IT, AND WHERE ==================================================================================== 1 repeal the statute nobody - it is the law 2 a rider on a spending bill nobody - it is the law, for as long as it rides 3 never appropriating it no cause of action; the duty is unenforced, not void 4 a lapse in appropriations nobody; and the lost weeks cannot be collected later 5 clearance left to expire nobody; stopping a collection injures no respondent 6 staff and contracts cut personnel and contract forums, by the people cut 7 a method order untested; the order is internal to the department 8 ceasing to publish untested; no notice, no record, no final agency action ◈ Seven of the eight routes need no vote of any kind. Six leave no document a member of the public could find by looking. Three destroy data outright rather than stopping its publication: the unfunded mandate, the lapse, and the cancelled longitudinal study. ──▶ ■ THE READING, SET OUT PLAINLY ══════════════════════════════════════════════════════════════════ Nothing on this map requires a repeal. The one route that changes the law needs both chambers and a signature, and in 2025-26 it was not used, because it did not have to be. The other seven are available without it: one rides on a spending bill, four happen when nobody does anything, and two are internal decisions of an agency or a department. ══════════════════════════════════════════════════════════════════ The statutory mandate is the weakest protection here, not the strongest. A command to conduct a census has gone unperformed for forty-one years. A command to deliver a report by the first of June went unperformed in 2025 and the product was redefined instead. Neither carries a consequence, so neither is enforced. ══════════════════════════════════════════════════════════════════ The clock that actually stops something is the one pointed at the agency's own permission to ask questions. The duty pointed at its obligation to the public has no clock at all. ══════════════════════════════════════════════════════════════════ A federal statistic does not usually die by decision. It stops being renewed. ══════════════════════════════════════════════════════════════════ ``` ## Notes **Officeholders and offices (verified November 2026).** The [[Chief Statistician of the United States]], the official to whom a release-schedule change must be reported, is [[Stuart Levenbach]], who took the post in January 2026. The seat changed hands twice in the preceding eight months: Karin Orvis held it from April 2022 to July 2025, Mark Calabria from July 2025 to January 2026. The post is a branch chief inside [[Office of Management and Budget]]'s regulatory-affairs office and is not Senate-confirmed. The Commissioner of Labor Statistics is [[Brett Matsumoto]], who became the seventeenth holder of the office on 11 August 2026 after Senate confirmation on 7 August; he succeeded [[Erika McEntarfer]], removed on 1 August 2025, and the agency was led by an acting commissioner in between. The [[Census Bureau]] has had no Senate-confirmed director since early 2025 and is led by George Cook in an acting capacity. The Secretary of Commerce, whose department issued the 2026 method order, is [[Howard Lutnick]]. The [[Office of Management and Budget]] Director, who alone designates a recognized statistical agency or unit, is [[Russell Vought]]. **The mid-decade census, precisely.** 13 U.S.C. § 141(d), added by Pub. L. 94-521 in October 1976, provides that "the Secretary, in the year 1985 and every 10 years thereafter, shall conduct a mid-decade census of population," taken as of 1 April. The form and content are left to the Secretary, expressly including sampling and special surveys. There is no appropriation in the section and no condition on funding. § 141(e)(1) then provides that where a federal benefit programme uses decennial data and comparable mid-decade data exist, the most recent of either is used — which is the practical argument for taking it. § 141(e)(2) provides that mid-decade information "shall not be used for apportionment of Representatives in Congress among the several States, nor shall such information be used in prescribing congressional districts." ◈ That pairing is the explanation for forty-one years of inaction: the one census with a statutory command behind it and no seats attached to its results is the one that has never been paid for. Contemporary accounts of the 1975–76 effort record that it was judged too expensive and that the Bureau lacked the time and infrastructure; no later Congress has repealed the command or funded it. **The Condition of Education, precisely.** 20 U.S.C. § 9545 requires an annual report on the condition and progress of education in the United States, delivered to Congress and the President by 1 June. No report was delivered by 1 June 2025, reported as the first failure to meet the obligation since it was imposed in 2002. On 2 June the department posted that the report would no longer be a "singular report" and that indicators would instead be updated on a rolling basis; a short Part I highlights document covering five topics was published. The statute attaches no penalty to lateness and provides no cause of action, which is the structural point rather than a comment on the department: a reporting deadline with no consequence is enforced only by the willingness of the official who owes it. **The 2025 lapse and what it cost, precisely.** Appropriations lapsed from 1 October to 12 November 2025; [[Consumer Expenditure Survey]] collection resumed on 5 December 2025. The agency's own account of the repair is worth reading as a description of what a funding gap does to a time series. The Interview Survey's three-month recall design meant some spending for each affected reference month was still captured later, at an expected loss of roughly a third of expenditures for July and October and roughly two-thirds for August and September; the fix was to multiply August and September expenditures by three and July and October by three-halves. The Diary Survey, whose collection months coincide with its reference months, has no data at all for October and November 2025, and was repaired by reweighting September and December diaries by a factor of two. For the chained [[Consumer Price Index]] the missing months were forecast and backcast, with October diary weights copied from September and November's from December. Public-use microdata will be published without adjustment for the missing months. Unit-level modelling and domain-level time-series methods were considered and rejected as too risky for the publication schedule. ⏳ The continuing resolution signed in early September 2026 funds the government through 11 December 2026, so this route has a live date on it. **The method order, precisely, and what it did and did not do.** Commerce Departmental Administrative Order 216-26, issued 4 June 2026 and covered on [[Disclosure Avoidance for Statistical Products]], applies to the [[Census Bureau]] and the [[Bureau of Economic Analysis]]. It prohibits noise infusion and the related family of methods that alter published values with random noise — additive and multiplicative noise, swapping, formal differential privacy, and partial synthesis of sensitive attributes — prefers coarsening methods such as probabilistic rounding, interval binning and geographic aggregation, and permits suppression only as a last resort where coarsening is barred by law. Its effect on the 2025 one-year [[American Community Survey]] estimates was a suspension rather than a cancellation: the release, normally mid-September, had no date as of the Bureau's 6 August 2026 update, which said it was "seeking DAO-compliant solutions to allow the release of the ACS 1-year tables later this year." A date was posted on 22 October and the estimates were released on 29 October 2026, with a separate documentation page describing new and modified tables and updated geographic boundaries. ◈ The honest reading is that the product came back, roughly seven weeks late, and that the mechanism is what matters: an internal order about technique halted a flagship series without naming it, ending it, or producing anything reviewable. Some employment-outcome products continued under existing state data-use agreements that specify the prohibited method, and work to rebuild the 2030 decennial disclosure-avoidance tooling was halted. **What the quiet route looks like in the agencies' own words.** Three documents, none of them a filing. The [[Census Bureau]]'s publications page states that it "terminated the collection of data for the Statistical Compendia program effective October 1, 2011," which ended the [[Statistical Abstract of the United States]] after 133 years and gives no reason; the title was subsequently continued under licence by a commercial publisher, behind a subscription. The [[Bureau of Labor Statistics]] posted a notice that it "will end calculation and publication of approximately 350 indexes" across the [[Producer Price Index]] final-demand, special, industry and commodity classifications, phased across the July 2025, October 2025 and January 2026 reference months, adding that discontinued series would be moved to the archive databases "as resources allow"; the notice states no reason at all. The [[Bureau of Economic Analysis]] goes furthest and keeps a standing public list of discontinued and delayed statistics under a single heading — "Statistical products and data tables impacted by budget or resource constraints" — running from 2024 to March 2026 and covering the digital economy, near-real-time spending, economic well-being, small business, arts and culture, the marine economy, travel and tourism, the space economy, dozens of national income tables, and a long run of direct-investment detail. ◈ None of the three required a Federal Register notice, a comment period or a vote, and the most informative of them is a web page an agency maintains voluntarily. **On the capacity route and why it is not symmetrical.** The 2025 cuts at the [[National Center for Education Statistics]] are the clearest case on the map of a statistical agency stopped without any instrument aimed at its statistics. The centre had 102 employees in January 2025; a reduction in force in March left all but three terminated, and staffing stood at four that September, with about a dozen hired back by mid-2026. Because the collections were carried by contracts rather than by in-house staff, terminating contracts terminated collections. Fourteen named collections, surveys and tools were still unavailable as of August 2026, among them the national household education survey, the international adult-skills assessment, two high-school longitudinal studies, the beginning-postsecondary-students study, the postsecondary transcript collection, the career and technical education statistics programme, and the education projections. Restoration has come as new contracts for specific studies, which is the asymmetry: the staffing and the contracts can be rebuilt, and a longitudinal series cannot. [[Institute of Education Sciences]], the parent body, holds the data-collection and hiring authority the centre operates under, which is why cuts a level above it reached everything below. The sequence here is a particular case of the general one mapped on [[How an Agency Reorganizes Itself Without Congress]]. **Recognition is a designation.** [[Office of Management and Budget]] recognizes sixteen statistical agencies and units under 44 U.S.C. § 3562, thirteen of them designated "principal," and maintains the list itself. [[Federal Statistical System Tree]] sets out that structure and the related point that only four of the thirteen agency heads are Senate-confirmed. The relevance to this page is narrow and real: a status conferred by the Director's designation can be altered by the same instrument, without legislation, and the fundamental responsibilities at 5 C.F.R. part 1321 attach to the designation rather than to the agency. **The sixth exit, mapped elsewhere.** An advisory committee that provides a statistical programme with outside methodological review can be ended by nobody renewing its charter at the two-year mark — an exit that produces no document in the [[Federal Register]] and no decision to challenge. That mechanism, and the four others alongside it, are set out on [[Federal Advisory Committee Structure Tree]]; it is listed here as a route to the same destination rather than mapped again. **Two-source check and what is asserted.** Every statutory text on this page was read in the Code rather than in a summary. The mid-decade census command and its apportionment bar come from the text of 13 U.S.C. § 141; the three-year clearance ceiling and the sixty-day renewal rule from 44 U.S.C. § 3507(g) and (h)(1); the Condition of Education deadline from 20 U.S.C. § 9545 together with two independent reports of the 2025 miss. Each worked example in Routes 4 through 8 rests on a primary agency document — a Monthly Labor Review article, a Bureau notice, a publications page, a standing agency list, a departmental order as reported in two independent accounts — with secondary reporting used only for context and dates. **What this page does not resolve.** How many federal statistical products have been discontinued since January 2025, which no agency or central office publishes and which cannot be assembled from the agencies' own lists because most agencies keep none. Whether any collection has in fact lapsed for want of a renewal filing under Route 5, which would be visible only as an expired control number in the OMB inventory and is not reported as an outcome. Whether a court would entertain a challenge to a method order under Route 7, which has not been tested. What the 2025 one-year [[American Community Survey]] estimates lost in detail as the price of the method change, which the Bureau's table-and-geography documentation describes change by change but which nobody has totalled. And whether the fourteen education collections still unavailable in August 2026 are suspended or discontinued, a distinction that in practice is settled by whether a contract is ever written again. ## See also - [[Federal Statistical System Tree]] — the thirteen principal statistical agencies drawn as one structure, and the directives that are the only thing holding them together - [[How a Federal Survey Is Approved]] — the clearance process this page's Route 5 is the back end of, where inaction is always a grant - [[Census Data Products Tree]] — what the census actually publishes, and which products have a statutory deadline behind them - [[Disclosure Avoidance for Statistical Products]] — the June 2026 departmental order that halted a flagship series without cancelling it - [[Statistical Officials Crosswalk]] — who inside each department is responsible for statistical quality, and what that role can and cannot do - [[How an Agency Reorganizes Itself Without Congress]] — the general case of Route 6: changing an agency's shape with instruments no statute reaches - [[Federal Advisory Committee Structure Tree]] — the charter-lapse exit, and four more ways a federal body stops existing without a decision - [[Census Formula Funding Flow]] — what the numbers spend, and therefore what a discontinued statistic costs a place - [[Appropriations Process]] — the annual bills that carry riders, lapses and the funding every statistic depends on - [[Tiahrt Amendment]] — the worked example of Route 2, and the four words that made a one-year rider permanent - [[Statistical Abstract of the United States]] — the worked example of Route 8, ended on an effective date after 133 years - [[Paperwork Reduction Act]] · [[Statistical Policy Directive No. 1]] · [[Statistical Policy Directive No. 3]] · [[Foundations for Evidence-Based Policymaking Act]] - [[Census Bureau]] · [[Bureau of Labor Statistics]] · [[Bureau of Economic Analysis]] · [[National Center for Education Statistics]] · [[Institute of Education Sciences]] · [[Bureau of Justice Statistics]] - [[American Community Survey]] · [[Consumer Expenditure Survey]] · [[Consumer Price Index]] · [[Producer Price Index]] · [[National Assessment of Educational Progress]] - [[Chief Statistician of the United States]] · [[Office of Management and Budget]] · [[Office of Information and Regulatory Affairs]] · [[Interagency Council on Statistical Policy]] - [[Government Shutdown]] · [[Continuing Resolution]] · [[Reduction in Force]] · [[Federal Register]] · [[Government Accountability Office]] - [[BLS Data Integrity Crisis]] · [[The Politics of Official Statistics]] · [[Census Undercount]] - [[Federal Agencies Hub]] · [[Foundations Hub]]
