# Executive Office of the President Hub
The **Executive Office of the President (EOP)** is the President's own command apparatus — the cluster of offices, councils, and staff that surround the presidency and through which the rest of the executive branch is directed. Created in 1939 on the recommendation of the Brownlow Committee ("the President needs help"), it has grown from a handful of aides into roughly 1,800 staff across a dozen-plus components. It is not a department and most of its senior staff are not Senate-confirmed, which is precisely the point: the EOP is the **control room**, staffed by the President's people, where presidential will is translated into direction for the 2.2-million-person executive branch.
The EOP is where the capture project is *run from*. If the [[Cabinet Departments Hub]] are the organs being seized, the EOP is the surgeon. [[Schedule F]] is administered through here (the personnel and management levers), [[Unitary Executive Theory]] is the operating doctrine that justifies EOP command over everything, and [[DOGE]] operated as an EOP-adjacent vehicle for cuts and firings. The single most important component for the [[Administrative State]] project is the **Office of Management and Budget (OMB)** — which controls the budget, clears every regulation, and (through impoundment) contests Congress's [[Power of the Purse]].
## Leadership (2025–)
The **White House Chief of Staff** is [[Susie Wiles]] — the first woman to hold the role — who runs the staff and gatekeeps access to the President. **[[Russell Vought]]** directs OMB, a position he also held in the first Trump administration; as a principal architect of [[Project 2025]] and a leading [[Unitary Executive Theory]] proponent, Vought is arguably the most consequential single official in the structural-capture project, using OMB's budget and regulatory-clearance powers to drive impoundment, agency cuts, and the reassertion of presidential control over the [[Administrative State]]. [[Stephen Miller]] operates from the EOP as the policy architect of the immigration agenda, directing the [[Department of Homeland Security]] enforcement program from the White House.
## Major EOP components
The control-room offices. Tracked as plain references until individual pages are built:
- **White House Office (WHO)** — the President's immediate staff: Chief of Staff, counsel, communications, advisers
- **Office of Management and Budget (OMB)** — the budget, regulatory review (OIRA), and management apparatus; the central lever on the whole executive branch
- **National Security Council (NSC)** — coordinates foreign and defense policy across State, Defense, and the [[Intelligence Community Hub]]
- **Office of the United States Trade Representative (USTR)** — trade negotiations and tariff policy
- **[[Office of Science and Technology Policy]] (OSTP)** — science and tech advice
- **Council of Economic Advisers (CEA)** — economic analysis
- **Council on Environmental Quality (CEQ)** — environmental policy and NEPA coordination
- **Office of National Drug Control Policy (ONDCP)** — drug-policy coordination
- **National Economic Council** and **[[Domestic Policy Council]]** — policy coordination bodies
## The capture lens
The EOP is the instrument, so its "capture" is really its **weaponization**: staffing it with loyalists rather than institutionalists, using OMB to impound funds and slow-walk or kill regulations, running personnel purges through the management offices, and asserting that EOP direction binds every official in the executive branch under [[Unitary Executive Theory]]. [[Project 2025]]'s opening chapter is, fittingly, about the EOP itself — securing the command room first.
