# Office of National Continuity Programs
The **Office of National Continuity Programs (ONCP)** is the [[FEMA]] directorate that guides the planning, implementation, and assessment of continuity programs across federal, state, local, tribal, and territorial government. It is the operational home of the executive agent role assigned to DHS through the FEMA Administrator under **PPD-40**.
ONCP issues the **Federal Continuity Directives** — the December 2023 planning directive and the August 2024 program-management requirements — and the **Continuity Guidance Circular** used by non-federal governments, and it runs the National Continuity Training Program.
Its institutional context as of 2026 is a parent agency under sustained contraction: GAO found in **GAO-26-108427** (August 2026) that FEMA lost roughly 4,500 employees after January 2025 and rescinded its strategic plan in May 2025, without assessing current or future workforce needs. GAO did not break out ONCP-specific losses. See [[Continuity of Government Structure]].
