# National Intelligence Council The **National Intelligence Council (NIC)** is the body inside [[ODNI]] responsible for the Intelligence Community's most consequential analytic product: the National Intelligence Estimate, the coordinated judgment of all elements on a given question. Its National Intelligence Officers — senior analysts assigned by region and topic — own the estimative function that lets the community say something as a community rather than agency by agency. The NIC is therefore the specific institutional location where analysis can contradict a president, which makes it the natural target when analytic independence is the thing being resisted. In mid-2026, under Acting DNI [[Bill Pulte]], reporting described a *wholesale hollowing out* of the Council — roughly 20 personnel removed or departed, including the senior officers overseeing Russia, China, and Europe analysis — while operational centers were left comparatively intact. > [!note] Stub — fill out > To expand: 1979 founding and pre-2004 placement under the DCI, the NIE production process and dissent-footnote convention, the 2002 Iraq WMD estimate, the 2007 Iran nuclear estimate, and the 2026 restructuring. ## See Also - [[ODNI]] — the parent office - [[Intelligence Community Hub]] — the eighteen elements - [[Bill Pulte]] · [[Jay Clayton]] · [[Tulsi Gabbard]] - [[CIA]] · [[Federal Agencies]]
