# Federal Home Loan Bank Board
Federal agency (1932–1989) that chartered, regulated, and supervised federal savings and loan associations and operated the Federal Home Loan Bank System. During the [[Savings and Loan Crisis]] the FHLBB — chaired for much of the period by Edwin J. Gray — was the regulator attempting to rein in high-risk direct investments at thrifts such as [[Charles Keating]]'s [[Lincoln Savings and Loan Association]].
The board's dispute with Keating produced the [[Keating Five Scandal]], when five senators intervened with FHLBB officials on his behalf in 1987. The agency was abolished in 1989 by the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA); its regulatory functions passed to the newly created Office of Thrift Supervision and its insurance functions to the FDIC.
