# DARPA
The Defense Advanced Research Projects Agency — founded as ARPA in February 1958 in the panic after [[Sputnik]] — is the Pentagon's high-risk research arm and arguably the most consequential technology funder in American history. Its mission is to prevent (and create) strategic surprise; its track record includes [[ARPANET]], GPS, stealth aircraft, the Grand Challenges that seeded the autonomous vehicle industry, early funding for [[Boston Dynamics]], and a 2013 grant of up to $25M to [[Moderna]] for mRNA therapeutics — making DARPA an ancestor of the [[mRNA Vaccines]] that MAHA now targets.
## The model
Roughly 100 program managers on 3–5 year tours control ~$4B+ a year with unusual freedom to start and kill programs. FY2026's request grew to ~$4.9B — notable in a DOGE-era budget that cut most civilian science. The "DARPA for X" template has become a policy meme: ARPA-E (energy), ARPA-H (health), ARPA-I (infrastructure), IARPA (intelligence).
## Trump-era DARPA
Director **Stephen Winchell** (appointed May 2025, DARPA's 24th) came from DoD's Strategic Capabilities Office, where he led AI/autonomy work and served as chief engineer for [[Project Maven]] — a signal of the agency's AI-and-autonomy tilt and a direct personnel thread into the [[Maven Smart System]] story (see also [[Cameron Stanley]]). A May 2026 reorganization renamed two of its six technical offices, reviving the historic "Information Processing Techniques Office" name that once seeded ARPANET.
Programs most relevant to this vault: the **Quantum Benchmarking Initiative** (11 companies advanced to Stage B in November 2025 — including [[IBM]], [[IonQ]], and [[Quantinuum]] — toward validating utility-scale quantum computing by 2033, the demand signal underpinning the [[Quantum Computing Sector]]); the **AI Cyber Challenge** (concluded at DEF CON 33, August 2025, with all seven finalist systems open-sourced); **REMA**, which puts jamming-resistant autonomy on commercial drones with [[Anduril]] and RTX among contractors — DARPA contracting the new defense-tech primes directly; and **expMath**, an AI-mathematics moonshot. No DARPA-specific DOGE cuts or politicization episodes have been credibly reported.
## Why it matters here
DARPA is where the [[Defense Tech Ecosystem]]'s origin myths and its present-day contracts both live: the agency legitimizes the "high-risk state as venture capitalist" model that figures like [[Peter Thiel]] and the [[Founders Fund]] orbit simultaneously celebrate (when they win contracts) and deride (as sclerotic government). Its budget growth amid civilian-science cuts is a clean data point for the militarization of federal R&D.
