# Bureau of Population, Refugees, and Migration The **Bureau of Population, Refugees, and Migration** (PRM) is the [[Department of State]] bureau responsible for refugee and migration policy abroad. It took its current form in 1993, succeeding the Bureau for Refugee Programs created in 1979. Historically it ran the overseas side of the U.S. Refugee Admissions Program and was a major U.S. funder of UNHCR, the International Committee of the Red Cross, and the International Organization for Migration. Its legal authority comes mainly from the Migration and Refugee Assistance Act of 1962 and the Refugee Act of 1980. In the second Trump administration the bureau was turned around. [[Marco Rubio]]'s May 2025 reorganization consolidated its work into three functional offices under a Deputy Assistant Secretary for Migration Matters. One of them is the **[[Office of Remigration]]**, which funds and negotiates third-country deportation deals. The *Washington Post*'s September 2026 investigation was titled "How Trump turned a refugee bureau into a $410 million deportation operation." The bureau's machinery for working with and paying foreign governments now serves removals instead of resettlement. **Leadership.** [[Andrew Veprek]] has been Assistant Secretary since January 2026. Spencer Chretien served as the acting official from April 2025 until then. ## Related [[Department of State]] · [[Office of Remigration]] · [[Third-Country Removal]] · [[Remigration]] · [[Andrew Veprek]]
