# House Select Committee on the Chinese Communist Party
The **House Select Committee on the Chinese Communist Party**, formally the Select Committee on the Strategic Competition Between the United States and the [[Chinese Communist Party]], is the bipartisan House panel established in January 2023 to investigate and counter the economic, technological and security challenge posed by Beijing. The House renewed it for the 119th Congress. Its creation institutionalized the post-engagement consensus that the [[Chinese History Hub]] tracks: both parties abandoned the belief that trade would liberalize China.
## Leadership
- **Chair.** [[Mike Gallagher]] was the founding chair. John Moolenaar (R-MI) took over after Gallagher left Congress in 2024.
- **Ranking member.** Raja Krishnamoorthi (D-IL) was ranking member from the start. He announced on January 5, 2026 that he would step down, while running for the Senate in Illinois, a primary he lost to Juliana Stratton on March 17. [[Ro Khanna]] (D-CA) became ranking member on January 22, 2026.
The committee's weight has always depended on the bipartisan pairing at the top, so the change of ranking member is worth watching.
## What it does
The committee has no legislative jurisdiction. It produces reports, letters and pressure, and that pressure has been effective.
- **TikTok.** It was the engine behind the TikTok divestment law ([[Protecting Americans from Foreign Adversary Controlled Applications Act]], 2024).
- **Chips.** Its April 2025 report *DeepSeek Unmasked* accused the Chinese AI firm of spying and of using export-controlled [[Nvidia]] chips, and it demanded Nvidia's Southeast Asian customer records. It has kept up the export-control pressure since.
- **Taiwan and the rest.** It has produced a stream of [[Taiwan]] deterrence reports ("Ten More for Taiwan"), plus work on outbound-investment screening, forced-labor and fentanyl-precursor sanctions, and maritime and critical-minerals competition.
## Why it matters for the KB
This is where the right's China rivalry becomes statute and subpoena, and the institutional engine behind [[Matt Pottinger]]- and [[Marco Rubio]]-style hawkishness. Because its hawkishness is bipartisan, it can also press a Republican White House on China policy. See [[Decoupling]] and [[Chinese Influence]].
