# Serbian Influence > [!note] Scope > This page covers **Serbia's influence operations directed at the United States** — lobbying, funding, information operations and elite capture. > For the country itself see [[Serbia]]. Serbia is [[Albania]]'s dark twin in this folder: the same Balkan family-business channel, run through the same firm ([[Affinity Partners]]), pitched at the same scale — but where the Sazan Island deal is still being fought over, the Belgrade deal has already **collapsed under criminal indictment**, making Serbia the vault's first completed failure case for the Trump-family concession model. The symbolic freight was heavier here than anywhere else in the portfolio: [[Jared Kushner]]'s project would have put a **Trump-branded tower on the ruins of the Yugoslav Army General Staff building that NATO bombed in 1999** — the wound at the center of Serbian nationalist politics — handed over by [[Aleksandar Vučić]]'s government as, in effect, a tribute payment to the American ruling family. Around that centerpiece runs a full influence kit: Trump-linked lobbying firms, a [[Donald Trump Jr.]] podcast intervention against Serbia's protest movement, and a strongman trying to buy relief from tariffs and sanctions. ## Trump Tower Belgrade: Rise and Collapse | Date | Event | |------|-------| | **May 2024** | [[Affinity Partners]] signs a deal with the Vučić government for a **99-year lease** on the bombed **General Staff (Generalštab) complex** in central Belgrade — a ~$500M luxury hotel-and-residences redevelopment of a site NATO destroyed in the 1999 Kosovo war | | **2024** | The site's **protected cultural-monument status is lifted** to enable the deal | | **January 2025** | Days before the second inauguration, Kushner cuts a deal with the [[Trump Organization]] to **brand the development "Trump Tower Belgrade"** — fusing the son-in-law's fund and the family brand in a single foreign concession | | **May 14, 2025** | Serbian organized-crime prosecutors arrest **Goran Vasić**, acting director of the Republic Institute for the Protection of Cultural Monuments, who admits **fabricating the expert opinion** used to strip the site's protected status | | **December 2025** | Indictments widen to **Culture Minister Nikola Selaković** and three other officials for abuse of office and document forgery; the case pits Vučić's ruling party openly against its own judiciary | | **December 15, 2025** | Affinity Partners announces it is **withdrawing from the project** | | **February 2026** | Selaković and co-defendants go on **trial**; proceedings ongoing | The mechanics matter for the pattern library: as in [[Albania]], the enabling move was a **domestic legal change to protected-status rules** (there a 2024 law, here a forged expert opinion), made by a client government to deliver an asset to the presidential family. Serbia shows what happens when the host state's institutions push back — prosecutors, not protesters, killed this one. ## The Vučić–Trump-World Courtship The tower was the centerpiece of a broader alignment strategy by a leader under siege at home: - **[[Donald Trump Jr.]]'s Belgrade visits** — Trump Jr. traveled to Belgrade in March 2025 (following an earlier 2024 visit) and gave Vučić a friendly podcast platform to frame the **student-led mass protests** over the Novi Sad station collapse as a foreign-funded color revolution — an American presidential son amplifying a strongman's conspiracy narrative against his own citizens' anti-corruption movement. - **Trump-linked lobbying** — Serbia has spent **$3.2M on Washington lobbyists since July 2023, nearly half of it since Trump's return**, per Balkan Insight: **Valcour** (Matt Mowers, former Trump State Department) and [[BGR Group]] (where former Trump campaign official David Urban is a director) lead the book, mapped in the [[FARA Registrant Map]]. - **What Serbia wants** — relief from the **35% tariff** Trump imposed in July 2025 (among Europe's harshest), a workaround for U.S. **sanctions on NIS** (the Serbian oil company 45%-owned by Russia's [[Gazprom]] Neft), and tolerance for Vučić's Moscow-Beijing balancing act. - **What it has gotten** — strikingly little: the tariff letter came anyway, the NIS sanctions bit anyway, and the tower collapsed. Serbia is the folder's clearest demonstration that buying access to Trump world does not reliably purchase outcomes — a useful control case against [[Albania]]'s sanctions reversal. ## The Adjacent File: Republika Srpska Serbian-nationalist influence-buying extends beyond Belgrade: **Republika Srpska**, Milorad Dodik's secessionist Serb entity in Bosnia, is a foreign principal of [[Continental Strategy]] — the same Trump-world firm that ran the Albanian opposition's account. The Serb-nationalist world has thus purchased representation on both sides of the Trump-world lobbying duopoly tracked in the [[FARA Registrant Map]]. ## Significance Serbia earns its file as the **control experiment** of the family-business channel. Same fund as Albania, same playbook (strongman grants a symbolic state asset; protected-status rules bend; the family brand attaches), but a different outcome: domestic prosecutors indicted the enablers, the son-in-law walked away, and the minister who delivered the site stood trial. Read together, [[Albania]] and Serbia bracket the model's range — from sanctions-reversal success to criminal-court collapse — and establish that its weakest point is not American oversight but the host country's own institutions. The 1999-bombing symbolism adds a layer no other file has: a NATO adversary-turned-supplicant offering the alliance leader's family the ruins of the alliance's own airstrikes. ## See Also - [[Albania]] - [[Affinity Partners]] - [[Trump Organization]] - [[Aleksandar Vučić]] - [[Donald Trump Jr.]] - [[BGR Group]] - [[Continental Strategy]] - [[FARA Registrant Map]] - [[Foreign Influence Ecosystem]] - [[Judd Legum]] — *Popular Information*, one of the two fullest accounts of the Belgrade collapse
