# Chinese Influence
> [!note] Scope
> This page covers **China's influence operations directed at the United States** — lobbying, funding, information operations and elite capture.
> For the country itself see [[China]]. For its history see [[Chinese History Hub]].
China's relationship with the American political ecosystem — and the right-wing ecosystem in particular — is the most complex of any foreign influence actor. Unlike [[Russia]], whose influence operations are primarily covert and intelligence-driven, China deploys a multi-vector strategy that blends overt economic leverage, institutional infiltration, technology competition, intelligence operations, and ideological cultivation. The CCP's influence touches Wall Street, Silicon Valley, Hollywood, academia, and both political parties — creating strange bedfellows where anti-China hawks on the right sometimes share donors and backers with entities deeply entangled with Beijing.
> **Note:** Chinese influence operations differ structurally from Russian ones. Where Russia favors chaos, division, and covert [[Active Measures]], China primarily pursues **elite capture** — winning over key decision-makers through economic incentives — and **institutional penetration** through entities like the [[United Front Work Department]]. Where allegations remain unproven or contested, that is noted throughout.
## Key Facts
- **2,000+ organizations** linked to CCP united front work identified across the US, Canada, UK, and Germany (Jamestown Foundation, 2026)
- **96 Confucius Institutes** operated in US universities as of 2019; by 2023, **all but 5 had closed** (GAO)
- The DOJ's **China Initiative** (2018-2022) produced cases but was shut down over concerns it **unfairly targeted Chinese Americans**
- **$6.54 billion** from US asset managers invested in 63 companies flagged by the US government for ties to China's military and surveillance state (House Select Committee on the CCP)
- Supreme Court **unanimously upheld** the TikTok divest-or-ban law in January 2025
- [[Epoch Times]] revenue jumped from **$15.5M to $70M** after alleged money laundering scheme began in 2020; CFO indicted in 2024
- [[Miles Guo]], [[Steve Bannon]]'s associate, convicted of **$1 billion fraud** in July 2024

## Part I: Historical Foundation (1972-2012)
### 1972 — Nixon Opens the Door
[[Richard Nixon]]'s historic visit to China fundamentally reoriented US-China relations. The "opening" was premised on geopolitical logic — using China as a counterweight to the Soviet Union — but it established the framework of economic engagement that would define the next 50 years. Conservative anticommunists were divided: some saw a pragmatic masterstroke, others a betrayal.
### 1978-1989 — Deng Xiaoping's Reform and Opening Up
Deng Xiaoping's economic reforms created the conditions for Western investment in China. The strategy was explicit: acquire foreign technology, capital, and know-how to modernize China's economy and military. **"Hide your strength, bide your time"** (taoguang yanghui) became the guiding doctrine for managing relations with [[the West]].
### June 1989 — Tiananmen Square
The Tiananmen Square massacre temporarily disrupted US-China relations. [[George H.W. Bush]] imposed sanctions but secretly sent envoys to reassure Beijing of continued engagement. Within a few years, business-as-usual resumed — a pattern that would repeat for decades, with economic interests consistently overriding human rights concerns.
### 2000 — Permanent Normal Trade Relations / WTO Accession
The US granted China Permanent Normal Trade Relations (PNTR) status, paving the way for China's 2001 WTO accession. The bipartisan consensus held that economic integration would liberalize China politically. This proved to be one of the most consequential — and arguably mistaken — assumptions in modern US foreign policy.
The resulting "[[China Shock]]" devastated American manufacturing communities, contributing to the populist anger that would later fuel [[Donald Trump]]'s political rise. Economists David Autor, David Dorn, and Gordon Hanson estimated 2-2.4 million American jobs were lost to Chinese import competition between 1999 and 2011.
### 2008 — Thousand Talents Program Launched
China's **Thousand Talents Program** (TTP) began formally recruiting overseas scientists, engineers, and academics to transfer knowledge and technology back to China. The program offered generous compensation — sometimes $50,000/month salaries plus research funding — to attract talent from Western universities and companies. The FBI would later identify this program as a primary vehicle for technology transfer that crossed the line into espionage.

## Part II: The United Front — Elite Capture and Institutional Infiltration
### The United Front Work Department (UFWD)
The UFWD is the CCP's primary instrument for managing relationships with non-Party entities both domestically and abroad. Xi Jinping has called united front work one of the CCP's **"magic weapons"** and significantly expanded its mandate after taking power in 2012.
**Methods include:**
- Cultivating relationships with foreign politicians, business leaders, and academics
- Operating through quasi-official organizations that blur the line between state and private
- Leveraging diaspora communities (often coercively) for intelligence gathering and political influence
- Funding think tanks, cultural organizations, and media outlets
- Building economic dependencies that create political leverage
### Confucius Institutes
**Timeline:**
- **2004:** Program launched under Hanban (now the Chinese International Education Foundation)
- **Peak (2019):** 96 institutes across 44 US states
- **2018:** Defense authorization bill prohibited DoD funding to universities hosting Confucius Institutes
- **2019-2022:** Mass closures — over 70 institutes shut down
- **2023:** Only 5 remaining on US campuses (per GAO)
Confucius Institutes were nominally language and cultural education programs, but critics documented their role in surveilling Chinese students abroad, suppressing discussion of Taiwan, Tibet, and Tiananmen, and providing institutional footholds for CCP influence on US campuses. Some rebranded under new names to maintain operations after formal closures.
### Key Espionage and Infiltration Cases
#### Christine Fang (Fang Fang) — Political Cultivation
Between approximately **2011-2015**, Christine Fang, a Chinese national operating on behalf of the **[[Ministry of State Security]]** (MSS), cultivated relationships with rising US politicians in the San Francisco Bay Area.
- Targeted [[Eric Swalwell]] when he was still on the Dublin, California city council — before his election to Congress
- Helped place an intern in Swalwell's congressional office
- Participated in fundraising activities for Swalwell's 2014 re-election campaign
- Engaged in sexual relationships with at least two unnamed Midwestern mayors (per Axios reporting)
- FBI briefed Swalwell in 2015; he cut ties
- Fang fled the US in mid-2015 and has never been charged
#### Dianne Feinstein's Driver
Separately, US intelligence officials revealed that a staff member and community liaison in Senator [[Dianne Feinstein]]'s San Francisco office had been providing political intelligence to the MSS for approximately 20 years. The individual was not charged but was removed from the position after the FBI briefed Feinstein.
#### Charles Lieber — Academic Espionage
Charles Lieber, chair of Harvard University's Chemistry Department, was arrested in January 2020 as part of the DOJ's [[China Initiative]].
- Contract with Wuhan University of Technology under the [[Thousand Talents Program]]: up to **$50,000/month** salary, ~$150,000/year living expenses, and **$1.5 million** to establish a lab
- Simultaneously received nearly **$18 million** in grants from DOD and NIH
- Lied to Harvard, the FBI, and DOD investigators about his participation
- Convicted in December 2021 on six felony counts (false statements, tax fraud)
- Sentenced to time served plus home confinement; fine and restitution
#### Linda Sun — New York State Government
In 2024, Linda Sun, a former aide to the Governor of New York, and her husband were arrested for alleged illicit activities promoting the interests of China — one of several cases that year demonstrating CCP penetration of state-level government.
### The China Initiative (2018-2022)
Launched by AG [[Jeff Sessions]] in November 2018, the DOJ's China Initiative was the most systematic attempt to prosecute Chinese economic espionage and technology theft.
**Results:**
- Multiple indictments across academic espionage, corporate trade secret theft, hacking, and sanctions evasion
- High-profile conviction: Charles Lieber (Harvard)
- High-profile conviction: Dr. Xiaorong You (trade secret theft and economic espionage)
- Indictment of Chinese nationals for hacking dozens of companies (July 2021)
- Multiple cases **dismissed** or resulted in **acquittals**, particularly those targeting academics of Chinese descent
**Termination:** On February 23, 2022, the DOJ formally ended the China Initiative, citing **"perceptions that it unfairly painted Chinese Americans and United States residents of Chinese origin as disloyal."** Only about one-fifth of indictments involved actual economic espionage, and most remained unresolved, with only three cases alleging secrets were actually transferred to Chinese agents. (MIT Technology Review analysis)
Critics from the right called the termination a capitulation; critics from the left and civil liberties community argued the program was racially discriminatory. The underlying espionage threat remained; the mechanism for addressing it was abandoned.

## Part III: Technology and IP Transfer
### Huawei and the 5G Battle
[[Huawei]], founded in 1987 by former PLA engineer Ren Zhengfei, became the world's largest telecom equipment maker and the central battleground in US-China tech competition.
**Key Timeline:**
- **2012:** [[House Intelligence Committee]] report warns Huawei and ZTE pose national security risk
- **August 2018:** Trump signs defense bill banning Huawei equipment from US government networks
- **December 1, 2018:** CFO Meng Wanzhou arrested in Vancouver at US request — charged with fraud to circumvent Iran sanctions
- **December 10, 2018:** China retaliates by detaining two Canadians (Michael Kovrig and Michael Spavor) — "hostage diplomacy"
- **May 2019:** Huawei placed on Commerce Department Entity List, restricting US technology sales
- **2019-2020:** US pressures allies (Five Eyes, EU) to exclude Huawei from 5G networks — with mixed success
- **September 2021:** Meng released under deferred prosecution agreement; Canadians freed same day
- **2018-present:** Australia, New Zealand, Japan, UK follow US lead in restricting or banning Huawei 5G equipment
US intelligence agencies warned Huawei equipment could enable Chinese government surveillance, though Huawei consistently denied all such claims. The charges against Meng focused on sanctions violations rather than backdoors specifically.
### TikTok / ByteDance — Data and Algorithmic Control
[[TikTok]], owned by Beijing-based [[ByteDance]], became the highest-profile case of Chinese technology's reach into American life — used by 170+ million Americans.
**Key Timeline:**
- **2019:** CFIUS begins investigating TikTok's 2017 acquisition of Musical.ly
- **August 2020:** Trump issues executive order to ban TikTok; courts block it
- **2021-2022:** Biden administration engages in intensive negotiations with ByteDance on a National Security Agreement — ultimately deemed insufficient
- **April 24, 2024:** Congress passes the **Protecting Americans from Foreign Adversary Controlled Applications Act** — requiring ByteDance to divest TikTok by January 19, 2025 or face a ban
- **January 17, 2025:** Supreme Court **unanimously upholds** the law, finding ByteDance is subject to Chinese laws requiring cooperation with intelligence services and government access to private data
- **January 19, 2025:** Law takes effect; TikTok briefly goes dark in the US before Trump signs executive order granting extensions
- **2025-2026:** Ongoing negotiations over potential sale/restructuring
**National security concerns (as stated by the Supreme Court):**
- ByteDance owns TikTok's proprietary recommendation algorithm, developed and maintained in China
- Chinese laws (2017 National Intelligence Law) require companies to "support, assist and cooperate with national intelligence work"
- Potential for covert content manipulation at scale affecting 170M+ Americans
- Data access — user data potentially accessible to Chinese government
### The Semiconductor Wars
The most aggressive tech decoupling effort targets China's access to advanced semiconductor manufacturing.
**Key milestones:**
- **August 2022:** [[CHIPS and Science Act]] signed — **$52+ billion** to bolster US semiconductor manufacturing
- **October 2022:** Biden administration imposes sweeping export controls on advanced chips and chip-making equipment to China — the most significant technology restriction since the Cold War
- **October 2023:** Controls expanded and tightened
- **January 2024:** Netherlands (ASML) restricts export of advanced lithography machines to China
- **December 2024:** Further expansion of controls
- **2026:** Legislation proposed to further restrict ASML and Tokyo Electron sales to China
**The ASML chokepoint:** [[ASML]], the Dutch company with a global monopoly on extreme ultraviolet (EUV) lithography machines, is the single most critical bottleneck. Without EUV machines, China cannot manufacture cutting-edge chips (sub-7nm). Despite restrictions, ASML sold **70% of its less-advanced DUVi systems** to Chinese entities in 2024, highlighting the tension between national security and commercial interests.
China's response: massive domestic investment in chip manufacturing, including through [[SMIC]], which has made progress on older-node chips but remains locked out of the cutting edge.

## Part IV: Financial Flows and Corporate Capture
### Wall Street's China Entanglement
American financial institutions have been the most significant enablers of China's economic rise, often lobbying against restrictions on China trade and investment.
**Key entities and their China ties:**
- **[[BlackRock]]:** Formed joint venture with state-owned China Construction Bank; first foreign firm approved to sell to Chinese investors (2021); CEO [[Larry Fink]] pushed investors to increase China allocations. [[George Soros]] publicly called BlackRock's China investments a **"tragic mistake."** House Select Committee on the CCP flagged BlackRock for investments in PRC companies tied to military and surveillance.
- **[[Bridgewater Associates]]:** Founder [[Ray Dalio]] has been notably accommodating toward China, managing billions in China-linked funds while publicly praising China's system.
- **[[Goldman Sachs]]:** Deep ties to Chinese state enterprises and markets spanning decades.
- **Broader pattern:** The House Select Committee found US asset managers invested **$6.54 billion** in 63 companies blacklisted by the US government for ties to China's military, surveillance state, and Uyghur genocide.
### Corporate Self-Censorship
China's enormous consumer market has turned American corporations into de facto enforcers of CCP censorship abroad — a form of [[Corporate Capture]] that operates through economic dependency rather than espionage.
**Notable cases:**
- **NBA (2019):** Houston Rockets GM [[Daryl Morey]] tweeted support for Hong Kong pro-democracy protests. Chinese state broadcaster CCTV pulled games; nearly all NBA China sponsors fled. The NBA's China market was worth ~$500 million. [[LeBron James]] publicly criticized Morey. Boston Celtics games were later blocked after player Enes Kanter Freedom called Xi Jinping a "dictator."
- **Hollywood:** Studios routinely remove content that could offend Beijing. Taiwan flag removed from Tom Cruise's jacket in *Top Gun: Maverick* (later restored after backlash). Scripts reviewed for China market compatibility. Studios avoid Tibetan, Taiwanese, and Uyghur themes entirely. The entire Marvel franchise has been structured to avoid antagonizing China.
- **Apple:** [[Tim Cook]] lobbied against Uyghur Forced Labor Prevention Act; moved some data operations to state-owned Chinese servers; removed VPN apps from Chinese App Store.
- **Gaming:** Blizzard Entertainment banned a Hong Kong professional player for expressing pro-democracy views during a livestream (2019).
- **Tech broadly:** Google considered (and abandoned after internal revolt) "Project Dragonfly" — a censored search engine for China.
### Real Estate and EB-5 Investment
Chinese nationals have been significant investors in US real estate, particularly in commercial and luxury residential markets. The [[EB-5 Visa Program]], which grants green cards to foreign investors who invest $500K-$1M in US businesses, has been extensively used by wealthy Chinese citizens — creating financial flows that can also serve as influence channels.

## Part V: The Right-Wing China Split — Hawks vs. Accommodationists
China is the most divisive foreign policy issue within the American right, creating a fundamental split between economic nationalists/security hawks and free-market/Wall Street accommodationists.
### The China Hawks
A powerful faction within the MAGA movement views China as an existential threat and has made confrontation with Beijing a defining cause.
**Key figures:**
- **[[Steve Bannon]]:** The most vocal China hawk in Trumpworld. Has called the CCP **"the greatest existential threat the United States has ever faced."** Hosted the **War Room** podcast with extensive anti-CCP content. Paradoxically entangled with Chinese exile [[Miles Guo]] (see below). Bannon's nationalism is fundamentally anti-globalist, and he views China engagement as the ultimate globalist project.
- **[[Peter Navarro]]:** Economist and Trump trade adviser. Authored *Death by China* (2011). Allied with Bannon and speechwriter [[Stephen Miller]]. Central architect of the trade war. Convicted of contempt of Congress (January 6 investigation), served prison time, then returned to Trump's orbit. Now defended as a tariff architect in Trump's second term.
- **[[Mike Pompeo]]:** Secretary of State who escalated anti-China rhetoric, closed the Houston Chinese consulate (2020), and declared Uyghur persecution a genocide. Now on the paid speaking/consulting circuit.
- **[[Matt Pottinger]]:** Deputy National Security Adviser. Former Marine and journalist in China. Mandarin speaker. Perhaps the most substantively knowledgeable China hawk in Trump's orbit.
- **[[John Bolton]]:** National Security Adviser who pushed for confrontational China policy but was fired; later criticized Trump for being too soft on China when it suited his business interests.
**Institutional base:**
- **[[Heritage Foundation]]:** [[Project 2025]] explicitly frames China as **"a totalitarian enemy of the United States, not a strategic partner or fair competitor."** Calls for full economic decoupling, banning TikTok, and military preparedness for conflict over Taiwan.
- **[[Hudson Institute]]:** Major hub for China hawk thinking. Hosts frequent panels on CCP threat.
- **House Select Committee on the CCP:** Bipartisan but driven by Republican hawks. Produced influential reports on Wall Street enabling CCP military companies.
### The Accommodationists
On the other side, powerful economic interests tied to the Republican donor class push for continued engagement with China.
**Key figures and dynamics:**
- **[[Elaine Chao]] / [[Mitch McConnell]]:** McConnell's wife Elaine Chao served as Trump's Transportation Secretary. Her family's shipping company, the Foremost Group, has deep financial ties to China. Her father James Chao was close to former Chinese president Jiang Zemin. This creates a direct financial pipeline between the Senate Republican leader's family and the Chinese state.
- **Wall Street donors:** Major Republican donors from the financial sector — who depend on China market access — lobby against aggressive decoupling.
- **[[Elon Musk]]:** Tesla operates a massive factory in Shanghai, making Musk personally dependent on Chinese government goodwill. This creates a structural conflict of interest as Musk becomes more politically influential in Republican politics.
- **[[Tim Cook]] / Apple:** Apple assembles the vast majority of its products in China, creating existential dependence on Chinese manufacturing and political stability.
- **Silicon Valley broadly:** Many tech companies have supply chains, manufacturing, or market access tied to China. [[Peter Thiel]] is a notable exception as a consistent China hawk.
### The Paradox of Trump and China
[[Donald Trump]]'s relationship with China is defined by rhetorical hostility and practical inconsistency:
- **Trade war:** Imposed tariffs on hundreds of billions in Chinese goods, escalating to a full trade war in 2018-2019
- **Phase One deal (January 2020):** Signed agreement that critics (including Bannon's faction) viewed as a capitulation
- **COVID praise → blame:** Initially praised Xi Jinping's COVID response ("doing a very good job"), then pivoted to "China virus" rhetoric as the pandemic worsened
- **Personal financial interests:** [[Trump Organization]] has pursued Chinese business deals; [[Ivanka Trump]] received Chinese trademarks while her father was in office
- **[[Mar-a-Lago]] incidents:** Yujing Zhang, a Chinese national carrying a thumb drive with malware, four cell phones, a signal detector, and five SIM cards, breached Mar-a-Lago security in March 2019. She was convicted and sentenced to 8 months, then deported. The FBI investigated the incident as a potential Chinese espionage operation.
- **Second term:** Returned to aggressive tariff posture but continues to oscillate between confrontation and deal-making
### The Epoch Times / Falun Gong Ecosystem
One of the strangest actors in the right-wing China space is the [[Epoch Times]], a media organization tied to the [[Falun Gong]] spiritual movement.
**Background:** Founded in 2000 by practitioners of Falun Gong — a meditation practice brutally persecuted by the CCP since 1999. The Epoch Times' original mission was countering CCP propaganda and advocating for Falun Gong practitioners' human rights.
**Transformation into right-wing media powerhouse:**
- Embraced [[Donald Trump]] aggressively, viewing him as the best counter to the CCP
- Flooded Facebook with pro-Trump clickbait and conspiracy theories (documented by NYT investigation, 2020)
- Created fake accounts to spread content; banned from Facebook advertising for transparency violations
- Became one of the largest spenders on pro-Trump Facebook ads
- Embraced QAnon and anti-vaccination content
- Revenue jumped from **$15.5 million (2019) to over $70 million** after alleged money laundering began
**Legal troubles:** In June 2024, CFO **Weidong "Bill" Guan** was indicted for laundering at least **$67 million** in illegally obtained funds, including from fraudulently obtained unemployment insurance benefits, through a cryptocurrency scheme using prepaid debit cards.
**Related media:** [[NTD Television]] (New Tang Dynasty) and [[Shen Yun]] Performing Arts are also Falun Gong-affiliated organizations with significant US presence.
### Miles Guo and the Bannon Connection
The [[Miles Guo]] saga represents the intersection of Chinese exile politics, right-wing media, and massive financial fraud.
**Background:** Guo Wengui (also known as Miles Guo or Ho Wan Kwok) was a Chinese billionaire who fled to the US, claiming to be a dissident. He cultivated a close relationship with [[Steve Bannon]].
**Key events:**
- **2018-2020:** Guo and Bannon forged an alliance. Guo funded Bannon's media operations; one of Guo's firms paid Bannon **$1 million** as a consultant.
- **2020:** Together they announced the **[[New Federal State of China]]** (NFSC) — an initiative to "overthrow" the CCP. They launched GTV Media Group and promoted cryptocurrency and investment schemes to Guo's online followers.
- **August 2020:** Bannon arrested **on Guo's yacht** for conspiracy to commit wire fraud related to the "We Build the Wall" crowdfunding scheme (later pardoned by Trump).
- **March 2023:** Guo arrested in New York.
- **July 2024:** Convicted on **9 of 12 counts** — racketeering conspiracy, securities fraud, wire fraud, and money laundering. Defrauded followers of more than **$1 billion**. Faces decades in prison.
Bannon was not charged in the Guo fraud case, though prosecutors noted the financial relationship.

## Part VII: Structural Analysis — How China Differs from Russia
Understanding China's influence ecosystem requires distinguishing it from [[Russia]]'s:
| Dimension | China | Russia |
|-----------|-------|--------|
| **Primary method** | Economic leverage and elite capture | Covert intelligence operations and information warfare |
| **Goal** | Manage perceptions, protect economic access, acquire technology | Sow chaos, divide societies, undermine democratic institutions |
| **Timescale** | Decades-long, patient | Opportunistic, campaign-cycle focused |
| **Relationship to US right** | Complex — both hawk target and economic partner | Ideological alignment with elements of nationalist right |
| **Key vulnerability** | Economic interdependence makes decoupling painful for both sides | Energy exports (less leverage over US directly) |
| **Media strategy** | Subsidized outlets (CGTN, Xinhua) + organic allies (Epoch Times ecosystem) | Covert funding of existing influencers ([[Tenet Media]]) |
| **Corporate vector** | Market access as leverage over multinational corporations | Oligarch money flows |

2. **Semiconductor endgame:** Can export controls hold? Will China achieve chip self-sufficiency?
3. **Elaine Chao / Foremost Group:** What is the full scope of financial ties between the McConnell family and Chinese state entities?
4. **Wall Street accountability:** Will the bipartisan push to restrict investment in Chinese military-linked companies gain teeth?
5. **Fentanyl precursors:** China remains the primary source of fentanyl precursor chemicals flowing to Mexican cartels. How does this factor into the broader influence calculus?
6. **Academic espionage post-China Initiative:** How is the FBI now handling technology transfer cases without a formal program?
7. **Elon Musk's China exposure:** How does Tesla's Shanghai dependence affect Musk's political positions as he becomes more influential in Republican politics?
8. **Taiwan contingency:** How would a Taiwan crisis realign the hawk-vs-accommodationist split?
