# Vote Leave Overspend
The unlawful campaign-spending scheme by which [[Vote Leave]] — the official Leave campaign in the United Kingdom's June 2016 EU referendum — exceeded its legal spending limit by channeling more than £600,000 through a nominally independent youth campaign, [[BeLeave]], to fund Facebook advertising. Under UK electoral law, coordinated spending by two campaigns must be declared jointly and counted against a single limit; presenting the spending as independent when the campaigns were in fact acting together was a breach.
## The Scheme
Directed by [[Vote Leave]] campaign director [[Dominic Cummings]], the campaign poured the bulk of its money into targeted Facebook advertising. With Vote Leave approaching its spending cap, funds were routed through [[BeLeave]] — a small youth campaign — so that additional advertising could be purchased without breaching Vote Leave's own declared limit on paper. Cummings later boasted that the campaign's "billions of impressions" of micro-targeted ads in the final days had swung the referendum.
## The Whistleblower
The scheme was exposed by [[Shahmir Sanni]], a BeLeave volunteer, who brought documentary evidence to [[Carole Cadwalladr]] and *The Observer* in March 2018. After he came forward, Sanni was outed as a gay man through a Number 10 statement — before he could tell his family in Pakistan — an act widely condemned as retaliation against a whistleblower.
## Findings
In July 2018, the Electoral Commission concluded that Vote Leave had broken electoral law: that BeLeave's spending should have been counted as Vote Leave's, that the joint total exceeded the statutory limit, and that Vote Leave had returned an inaccurate spending report. The Commission imposed fines and referred individuals to the police.
## RWKB Significance
The overspend is the British counterpart to the campaign-finance and data-manipulation questions raised on the U.S. side by the [[Cambridge Analytica Scandal]] and the [[Robert Mueller]] investigation. It demonstrates the same pattern documented across the 2016 populist wave: the surveillance-advertising infrastructure of Facebook deployed at scale, spending limits evaded through shell arrangements, and whistleblowers and journalists like [[Carole Cadwalladr]] punished for exposing it.
