# Standing Rock Standing Rock was the months-long, Indigenous-led resistance movement of 2016-2017 against the Dakota Access Pipeline (DAPL), built by Energy Transfer near the Standing Rock Sioux Reservation in North Dakota. Organized under the #NoDAPL banner by "Water Protectors" who feared the pipeline's Missouri River crossing threatened drinking water and sacred sites, it became the largest gathering of Native American tribes in over a century. In [[The Octopus]] frame it is the signature modern case of the Big Oil + private-security strand. ## Timeline The Sacred Stone Camp was established in April 2016; the Army Corps of Engineers approved the project in July 2016. On November 20-21, 2016, police used water cannons in sub-freezing temperatures, tear gas, and rubber bullets at the Backwater Bridge. On December 4, 2016 the Obama administration denied the easement for the river crossing and ordered an environmental review; on January 24, 2017 President Trump moved to advance DAPL, and the easement was granted in February. The main camp was evicted on February 22-23, 2017, and oil first flowed that May. ## The Octopus reading [[The Octopus]] frame highlights two things at Standing Rock: the private security firm [[TigerSwan]] running counterinsurgency-style operations against protesters on behalf of the pipeline (see that page), and [[Danny Sheehan]]'s Jesuit-backed [[Romero Institute]] running "opposing" legal operations -- casting the standoff as a microcosm of the wider intelligence/oil/Catholic schism. [[Dave Troy]] also claims several figures later linked to QAnon and January 6th ([[Mikki Willis]], [[Sean Stone]], [[Lisa Clapier]]) were present; those specific "covert operations" characterizations are Troy's and are addressed on each person's page. ## Epistemic status The protest, the policy reversals, and the TigerSwan surveillance (documented via leaked records) are established. The claims about individual "operatives" running covert operations are Troy's interpretation and should be read as attributed allegation. ## See also - [[The Octopus]] - [[TigerSwan]] - [[Romero Institute]] - [[Danny Sheehan]]
