# Renée Good Killing
On **January 7, 2026**, at about 9:37 a.m. on Portland Avenue South in Minneapolis, ICE officer [[Jonathan Ross]] shot and killed **Renée Nicole Macklin Good**, 37, a U.S. citizen, during [[Operation Metro Surge]]. It was the operation's first killing of a U.S. citizen. The protests that followed formed the backdrop for the [[Alex Pretti Killing]] seventeen days later.
## The shooting
Ross was standing at the front-left of Good's Honda Pilot, filming on his phone, when she steered right, away from him. He fired three shots in under a second, two of them through the driver's-side window of a vehicle that was turning away. That positioning is the anchor case for [[Officer-Created Jeopardy]]: DHS's own 2023 policy tells officers to avoid putting themselves where deadly force becomes their only option.
**The official account.** Secretary [[Kristi Noem]] called the killing "an act of domestic terrorism" and said Good had "attempted to run them over." Video analyses show the SUV turning away from him (see [[Jonathan Ross]]), and the label became part of the family's lawsuit.
## The investigation that did not happen
- **The state was shut out.** Around January 8 the FBI cut Minnesota's Bureau of Criminal Apprehension out of the case, and the U.S. Attorney gave the FBI sole control of the evidence.
- **No civil-rights probe.** On January 30 Deputy Attorney General [[Todd Blanche]] opened a federal civil-rights investigation into Pretti's killing, but not Good's. "There has to be circumstances or facts... that warrant an investigation," he said.
- **The state sued.** Minnesota, Hennepin County and the BCA sued the Justice Department and DHS in March 2026 for the withheld evidence. Starting around late June, federal agencies turned over body-camera footage, officer statements and Good's SUV. The suit continues.
- **No charges.** As of October 1, 2026 Hennepin County Attorney [[Mary Moriarty]] had made no charging decision on Ross. She is not seeking re-election, and the Intercept reports the decision may fall to her successor.
- **Ross.** He was given three days' administrative leave. In May 2026 Gov. [[Kathy Hochul]] demanded to know whether he had been reassigned to New York, and DHS, by then under Secretary [[Markwayne Mullin]], declined to say where he works. He has not been charged.
## The protests
Tens of thousands marched in Minneapolis on January 10 (one source). On **January 23** organizers called "ICE Out of Minnesota: Day of Truth and Freedom," billed as an economic blackout and general strike. About 300 businesses closed, and dozens of clergy were arrested at the airport. The next day federal agents killed Alex Pretti. [[Tom Homan]] announced the end of Operation Metro Surge on **February 12, 2026**. About 3,000 agents had been deployed, and 700 had begun leaving on February 4.
## The family's lawsuits
On **October 1, 2026** Good's family filed two federal suits. One is against the United States. The other names Ross, [[Gregory Bovino]], Noem, Homan, [[Stephen Miller]] and others, alleging wrongful death, excessive force and a civil-rights conspiracy under a Reconstruction-era statute.
