# Provisional Government
The **Russian Provisional Government** governed Russia between the February Revolution of 1917 and the Bolshevik seizure of power that October — led first by Prince Georgy Lvov and then by [[Alexander Kerensky]]. It shared authority uneasily with the [[Petrograd Soviet]] in the arrangement contemporaries called *dual power*, and its decision to continue Russia's participation in the First World War steadily drained the legitimacy it needed to survive.
For this vault it is the reference case for a **liberal transitional government that fails by refusing to deliver the thing its population wanted most** — an outcome the authoritarian-consolidation literature returns to repeatedly.
