# Operation Paperclip
**Operation Paperclip** (1945–1959) was the U.S. program that recruited more than 1,600 German scientists, engineers, and technicians — rocketry, aviation medicine, chemical weapons, electronics — into American military research after [[World War II]], **including committed Nazis and men implicated in slave labor and human experimentation**, whose files were sanitized to satisfy (technically, to evade) [[President Truman]]'s directive excluding "active supporters of Nazi militarism." The program ran in parallel with, and in direct tension against, the [[Nuremberg Trials]]: while one arm of the U.S. government was prosecuting the regime's crimes, another was bidding for its talent. Paperclip is the KB's cleanest case of the **impunity-for-utility trade** — accountability suspended where capability is wanted — and a founding transaction of the [[Cold War]] national-security state.
## The Trade
The rationale was explicit: German expertise must not go to the Soviets (who ran their own version, Operation Osoaviakhim), and the coming confrontation justified the hire. The dossier-laundering was equally explicit — investigators' findings of party membership, SS rank, or war-crimes proximity were rewritten until candidates passed; the paperclips that flagged the revised files gave the program its name.
The marquee case carried the contradiction in one biography: **[[Wernher von Braun]]** and the Peenemünde rocket team had built the V-2 with concentration-camp slave labor from **Mittelbau-Dora**, where some 20,000 prisoners died — more than the rocket killed at its targets. The team became the core of the U.S. Army's missile program at Huntsville and then of [[NASA]]; von Braun became the public face of the space age (Disney specials included); his colleague **Arthur Rudolph**, Dora's production director, ran the Saturn V program, received NASA's Distinguished Service Medal — and in 1984, when the Justice Department's Office of Special Investigations finally caught up, renounced his citizenship and left rather than contest denaturalization. Aviation-medicine hires included men adjacent to Dachau's freezing and pressure experiments; the chemical-weapons portfolio absorbed nerve-agent (tabun, sarin) expertise. The pattern generalized beyond Paperclip proper: the [[Gehlen Organization]] folded Hitler's eastern-front military intelligence apparatus — war criminals included — into the [[CIA]]'s early order of battle, and Klaus Barbie worked for U.S. counterintelligence before escaping down the ratline (the same impunity infrastructure that carried [[Adolf Eichmann]] to Argentina).
Disclosure followed the standard arc: contemporaneous denials, decades of classification, piecemeal journalism, the 1998 Nazi War Crimes Disclosure Act, and the modern documentary record (Hunt, Jacobsen, the National Archives IWG releases) confirming what the denials had denied.
## Why It Matters for the KB
**The impunity-for-utility template.** Paperclip established the precedent that strategic value buys absolution — the same Cold War solvent that rehabilitated [[Francisco Franco]], staffed friendly dictatorships, and recurs wherever "national security" is asked to outweigh accountability. Set beside the [[Nuremberg Trials]] it completes the lesson of that page's "denazification fade": the prosecution and the recruitment were the same government's two hands.
**The national-security-state founding transaction.** The space program, missile force, and early CIA carried Nazi-era expertise in their foundations — a documented genealogy the KB records not as gotcha but as baseline for how the [[Cold War]] security apparatus actually assembled itself, secrecy and dossier-laundering included.
**The moral-hazard through-line.** Every argument for excusing useful perpetrators — "the talent is irreplaceable," "our rivals will take them" — was made here first and is permanently on file with its sixty-year cost ledger: the lying to presidents and courts, the OSI cleanup cases, the survivors of Dora watching the Saturn V's designers take medals.
