# 28-Point Peace Plan **Status: stub — expand.** The U.S. draft settlement for the Russia-Ukraine war revealed by Axios on **November 19, 2025**, with the full text published the next day. Axios reported it was drafted after [[Kirill Dmitriev]], Putin's investment envoy, spent October 24–26 in Miami with [[Steve Witkoff]]'s team. Key terms, in the draft's own words: - "Crimea, Luhansk and Donetsk will be recognized as de facto Russian"; Kherson and Zaporizhzhia "will be frozen along the line of contact." - "Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control," which would become "a neutral demilitarized buffer zone." - "The size of the Ukrainian Armed Forces will be limited to 600,000 personnel." - Ukraine would write NATO non-membership into its constitution, and NATO would bar it in its statutes. - "Ukraine will hold elections in 100 days." - "Full amnesty" for all parties for wartime actions. - "$100 billion in frozen Russian assets" would go to U.S.-led rebuilding, with "50% of the profits" to the United States. At U.S.-Ukraine talks in Geneva on **November 23** the draft was cut to 19 points; by late December it had become a 20-point framework, which [[Donald Trump]] and [[Volodymyr Zelensky]] discussed at [[Mar-a-Lago]] on December 28, 2025. Its territorial core — Ukraine handing over land it still holds — is the demand that has blocked every round since.
