# 2024 Venezuelan Presidential Election The presidential election of **28 July 2024**, in which the incumbent [[Nicolás Maduro]] was declared the winner without the publication of vote tallies, and in which the opposition published machine-printed precinct records showing it had lost by more than two to one. It is the best-documented stolen election in modern history, and its outcome is the vault's clearest case that documentation and consequence are different problems. ## The announced result The National Electoral Council announced, hours after polls closed: | | Announced | |---|---| | Nicolás Maduro | **51.95%** | | Edmundo González Urrutia | **43.18%** | It did not release precinct-level results, then or afterwards, citing a cyberattack. Independent analysts noted that the announced national percentages were implausibly smooth across the count. ## The receipts [[María Corina Machado]] had been barred from running and had placed the retired diplomat [[Edmundo González Urrutia]] on the ballot in her place. Anticipating exactly this, the opposition trained witnesses to obtain the printed **actas** — the tally slips each voting machine prints at the close of polling, carrying a verification QR code. They obtained more than **80%** of them and published **24,576 actas online**, in full, for anyone to check. The aggregate: | | Opposition tally sheets | |---|---| | Edmundo González Urrutia | **67.05%** | | Nicolás Maduro | **30.46%** | Outside analysts, including the *Washington Post* and academic statisticians, verified the sample and its arithmetic. The **Carter Center**, one of the few international observation missions invited, concluded that the election "did not meet international standards of electoral integrity and cannot be considered democratic," and said plainly that it could not verify the electoral authority's result while it could verify the opposition's. ## What happened next Nothing, for eighteen months. Protests were suppressed; over 2,000 people were detained in the weeks after the vote. González was charged, took refuge in the Spanish embassy, and left for Spain on **7 September 2024**. Machado went into hiding inside Venezuela and was awarded the **[[Nobel Peace Prize]] on 10 October 2025**. Maduro was inaugurated for a third term in January 2025 and remained in power until **3 January 2026**, when he was captured by US forces and flown to New York on narcoterrorism charges — at which point his own vice president succeeded him and the ruling party kept the government. See [[Venezuela]]. > [!important] ⭐ The finding: the evidence was complete, and it changed nothing > This is as good as documentary evidence of electoral fraud gets. Machine-generated, contemporaneous, tamper-evident, collected at scale, published in full within a week, independently verifiable by anyone with a browser, and confirmed by an international observation mission. **The government stayed** — because the institution that would have acted on the evidence was the institution the evidence indicted. > > The lesson is not that documentation is pointless; the actas are why the theft is a settled fact rather than a contested one, and they underwrote every subsequent international position. **The lesson is that evidence is an input to a mechanism, and where the mechanism is captured, more evidence produces more certainty and no change.** Set this beside the American post-2020 litigation, where the evidentiary record ran the opposite way and the courts held: in both cases the variable doing the work is the institution, not the proof.
