# DOGE
The [[Department of Government Efficiency]] — not an actual federal department but a presidential advisory initiative established by executive order on January 20, 2025. Originally co-led by [[Elon Musk]] and [[Vivek Ramaswamy]], DOGE was embedded within the U.S. Digital Service (USDS) and tasked with cutting federal spending, firing government workers, and "modernizing" government operations. In practice, it became the vehicle for unprecedented private-sector access to federal data systems and the dismantling of multiple agencies.
## Legal Status
DOGE is not a congressionally authorized department. Trump's executive order reorganized the existing U.S. Digital Service as the "U.S. DOGE Service," headed by a USDS Administrator reporting to the White House Chief of Staff. It was established as a temporary organization with a termination date of **July 4, 2026**. By November 2025, the head of the government's personnel agency acknowledged DOGE no longer existed as a "centralized entity."
## Leadership Timeline

## Known Personnel
### Senior Operatives
- **Tom Krause** — Long-time software CEO; paired with Elez at Treasury; Top Secret clearance; designated SGE
- **Marko Elez** — 25-year-old Rutgers graduate, ex-[[SpaceX]]/X employee; granted read/write access to Treasury payment systems; resigned after racist social media posts surfaced (called to repeal [[Civil Rights Act]], endorsed "eugenic" immigration); reinstated by Musk after Trump endorsement; subsequently granted access to SSA, Treasury, DOJ, and DHS databases
- **Steve Davis** — Musk loyalist, Boring Company executive
- **Thomas Shedd** — Named to GSA technology leadership
- **Stephen Ehikian** — Musk associate embedded in government operations
### The Six Young Engineers (Ages 19–24)
DOGE hired six coders with no government experience, all given GSA emails and A-suite level clearance with access to all IT systems:
| Name | Age | Background |
|------|-----|------------|
| **[[Akash Bobba]]** | 22 | UC Berkeley → Meta, [[Palantir]], Bridgewater; deployed to OPM, SSA, Education |
| **[[Edward Coristine]]** | 19 | Northeastern dropout; Neuralink intern; fired from Path Network for leaking secrets; CISA, SSA; resigned June 2025 |
| **[[Luke Farritor]]** | 23 | U of Nebraska (no degree); SpaceX intern; Vesuvius Challenge winner ($740K); deployed to USAID, Energy, HHS (Grants.gov admin), CFPB, State, Education, CDC |
| **[[Gautier Cole Killian]]** | 24 | McGill → Jump Trading; deployed to EPA, SSA; volunteer status |
| **[[Gavin Kliger]]** | 25 | UC Berkeley → [[Databricks]]; deployed to IRS, USDA, CFPB, USAID, FTC, USAGM; now DoD CDO |
| **[[Ethan Shaotran]]** | 22 | Harvard dropout; founded Energize AI ([[OpenAI]]-backed); deployed to USPS, Education; xAI hackathon runner-up |
### Additional Named Personnel
Anthony Armstrong, Riccardo Biasini, Brian Bjelde, Nicole Hollander, Amanda Scales, Christopher Stanley, Jeremy Lewin ($167K salary via GSA), Kyle Schutt ($195K), Nate Cavanaugh ($120K).
### Security Clearance Controversy
Whether DOGE personnel had proper security clearances was never publicly confirmed. Multiple lawsuits alleged Privacy Act violations from uncleared personnel accessing sensitive federal databases. Elez was documented violating Treasury policy by emailing unencrypted personal data.
## Agency Access and Activities
### Treasury Department
DOGE staffers gained access to the Bureau of the Fiscal Service payment system — the system that disburses **$5+ trillion annually** in federal payments. Court filings revealed Elez and Krause were granted **read/write** access (initially misrepresented as read-only). The system contains Social Security numbers, tax returns, home addresses, and birth dates.
### Office of Personnel Management (OPM)
Accessed personnel records containing background checks, medical records, bank account information, and biometric data for millions of federal employees. A federal judge ruled officials violated federal privacy law and cybersecurity protocols in sharing OPM records with DOGE.
### USAID
DOGE coordinated with OMB to **dismantle** the Agency for International Development. On February 2, 2025, Musk announced USAID shutdown. 1,600+ U.S.-based staffers fired; all disbursements paused. Judge Theodore Chuang ruled the dismantling "likely violated the Constitution in multiple ways." The 4th Circuit Court of Appeals later temporarily lifted this ruling (March 28, 2025). Global impact: UN peacekeeping reduced 25%; $9 billion in foreign aid cut via Rescissions Act of 2025.
### Social Security Administration (SSA)
DOGE obtained read-access to SSA databases containing records for virtually every American. Court-ordered preliminary injunction blocked further access (AFSCME/AFT lawsuit).
### Department of Education
Accessed student loan and financial aid data. Federal judge blocked DOGE access to sensitive [[Education Department]] information.
### EPA
Granted read-only access to EPA contracting systems detailing millions in agency spending.
### IRS
Working with [[Palantir]] to create a "mega API" for centralized access to taxpayer records. Treasury Department awarded Palantir a contract in September 2025 to create a "unified API layer." [[Senate Finance Committee]] opened inquiry (June 2025). See: [[DOGE-Palantir Nexus]].
### Additional Agencies Accessed
Department of Labor, Department of Health and Human Services, Veterans Administration, Department of Homeland Security, Department of Justice.
## Lawsuits and Court Orders
At least **12+ federal lawsuits** alleging Privacy Act violations related to DOGE data access, with additional suits challenging agency dismantling and funding freezes.
### Key Rulings Against DOGE
| Court/Judge | Ruling | Agency |
|-------------|--------|--------|
| Judge Paul Engelmayer (SDNY) | Preliminary injunction blocking DOGE from Treasury data; ordered all unauthorized copies deleted | Treasury |
| Judge Jeannette Vargas (SDNY) | Preliminary injunction barring unauthorized access to Treasury payment system | Treasury |
| Federal judge (NY) | Ruled officials violated federal privacy law sharing OPM records; granted preliminary injunction | OPM |
| Judge Theodore Chuang | Ruled USAID dismantling "likely violated the Constitution" | USAID |
| Federal court (AFSCME suit) | Preliminary injunction blocking DOGE access to SSA systems | SSA |
| Federal judge (RI) | Blocked Trump's attempt to freeze trillions in congressionally approved funding | Federal grants |
| EFF lawsuit | Judge rejected government's attempt to dismiss case against OPM/DOGE/Musk | OPM |
### Notable Legal Actions
- 19 Democratic attorneys general sued over Treasury access
- AFSCME, AFL-CIO, AFT, and Alliance for Retired Americans sued over SSA access
- Electronic Frontier Foundation sued over OPM data sharing
- Delaware AG Jennings obtained federal court block on DOGE data access
### Mixed Outcomes
The 4th Circuit Court of Appeals enabled DOGE to resume USAID cuts; a DC federal judge denied emergency relief in one data-sharing case (lawsuit still pending); an appeals court lifted blocks on DOGE access to Treasury, Education, and OPM in a later ruling (August 2025).
## Cost Savings Claims vs. Reality
### What DOGE Claimed
- DOGE website claimed **$199 billion** in total savings (including real estate, personnel, contracts)
- Musk personally claimed **$55 billion** in verified savings
### What Independent Analysis Found
- **NPR analysis**: Matched DOGE claims with federal contract data → estimated **~$2 billion** in actual savings
- **POLITICO analysis**: DOGE saved **less than 5%** of claimed savings from ~10,100 contract terminations
- **No documentation** provided for roughly half the claimed $199 billion
- DOGE website "riddled with mistakes" — inflated cuts, credit for contracts terminated years ago, incorrect cancellation claims (per PolitiFact, WSJ, NYT, and the conservative [[American Enterprise Institute]])
- **Government spending actually increased**: April 2025 total spending was $594B, **$27B more** than April 2024 (5% increase per CBO)
- Musk himself admitted in May 2025 that DOGE "has fallen short of expectations"
## Defense Tech Connections
DOGE's activities directly benefited the defense tech ecosystem tracked in this KB:
1. **No Musk contracts terminated**: DOGE terminated contracts for countless vendors but **zero contracts** for SpaceX, Tesla, Starlink, xAI, or any Musk company
2. **Palantir integration**: DOGE relied on Palantir platforms to identify spending targets; Palantir awarded contracts to build IRS mega-database and immigration tracking system. See: [[DOGE-Palantir Nexus]]
3. **Procurement reform**: DOGE's push to "modernize" procurement aligned with defense tech startup interests — cutting traditional contractors while [[Anduril]], Palantir, and [[Scale AI]] won record contracts
4. **Starlink adoption**: GSA adopted Starlink broadband at DOGE's request (February 2025)
5. **Personnel pipeline**: DOGE recruited from Palantir talent pool; one of the six young engineers (Akash Bobba) interned at Palantir
6. **xAI/Grok in Pentagon**: Following DOGE's government access period, xAI won a $200M Pentagon contract (July 2025) and Grok was placed inside Pentagon classified networks (January 2026)
## Musk's Conflicts of Interest
See full treatment at: [[Elon Musk]], [[Defense Tech Conflicts of Interest]]
Key facts: Musk's companies held **$38+ billion** in cumulative government contracts, loans, subsidies, and tax credits. SpaceX alone held $22 billion in government contracts. Musk was allowed to monitor his own conflicts — White House stated his conflicts would be "monitored and addressed by" Musk himself. Three senators called for criminal conflict-of-interest investigation (February 2025). Senator Shaheen introduced bill to prohibit government contracts for companies owned by SGEs.
## Structure Within Each Agency
The executive order required each agency head to establish a "DOGE team" of at least four employees: a team lead, an engineer, a human resources specialist, and an attorney. The USDS had 89 employees in 2025 with a $20M budget, planned to scale to 150 employees and $45M in FY2026.
