**Seven states, nine positions, one expenditure date.** Michigan and Maine are the only races the committee
plays on both sides of; the other five are purely negative.
> [!warning] The aggregate column on this filing is not a race total
> Per FEC Back-Sweep Standard **Rule 4c**, the Schedule E aggregate column is populated three different ways
> depending on the filer and **cannot be read as a race or committee figure**. The aggregates carried on
> these rows run from $2,534,964.73 to $26,756,857.78, and this notice's Michigan rows carry the same
> $15,771,798.56 on both the support and the oppose side — i.e. a per-race, not per-candidate, running
> figure. Any election-to-date number must be derived by summing this committee's own filings and citing the
> file numbers.
## Why it matters
**The Ohio collision.** The single largest line in this notice — $5,033,439.93 against [[Jon Husted]] — was
filed on the same day, for the same expenditure date, as **$12,121,214.69 supporting Husted** from the
crypto industry's Defend American Jobs. Combined with [[Senate Leadership Fund]]'s $494,725.82 against
[[Sherrod Brown]], **$17,649,380.44 went into the Ohio Senate special from those three committees alone** for
expenditures dated September 29, and the crypto money was 2.4 times the size of the Democratic buy. Smaller
lines from other committees push the full race-date figure a little higher; re-derive before quoting it. See
[[Defend American Jobs 12.1M Ohio Senate IE]].
**The map is the same map as the Republican one.** Six of the seven states here — OH, MI, IA, ME, NH, NC —
are on [[Senate Leadership Fund]]'s eight-race April reservation list recorded at
[[SLF 342M Senate IE Reservation Program]]. Alaska is the seventh on both. Neither side is spending in
Texas through its Senate committee; that race runs through separate vehicles ([[Texas PAC]] on one side).
**One media buyer carries 83% of it.** Waterfront Strategies placed $19.66M of the $23.67M. The same
buyer also placed this committee's September notice and two of its sibling committees' October notices —
see the shared-shop note below.
> [!note] One address, four committees, one buyer
> Three other super PACs filed Form 24 notices on 2026-10-01 from the **same address as WinSenate** —
> 1032 15th Street NW, Suite 247, Washington DC — and two of them carry the **same treasurer of record**:
>
> | Committee | FEC ID | Treasurer | Notice | Amount | Buyer |
> |---|---|---|---|---|---|
> | WinSenate | C00865444 | Rebecca Lambe | 2016120 | $23,670,639.55 | Waterfront Strategies |
> | The Georgia Way | C00953398 | Rebecca Lambe | 2016118 | $1,428,150.53 | Waterfront Strategies |
> | North Star | C00957522 | Rebecca Lambe | 2016117 | $1,345,262.45 | MVAR Media, Waterfront Strategies |
> | Texas Forever | C00962308 | Kris Koob | 2016119 | $2,113,210.00 | Gambit Strategies |
>
> That is **$28,557,262.53 from one suite number on one day**, across four committees, three of them
> state-branded. It is the Democratic-side mirror of the pattern recorded at
> [[State-Branded Super PAC Template]], and **Texas Forever** — first notice, $2.11M against
> [[Ken Paxton]] — is the newest member of it.
> [!note] Follow-on notice, 2026-10-03
> WinSenate filed again two days later — **Form 24 file 2016676, $3,838,759.49 across four lines**,
> expenditure date 2026-10-01, **99.7% negative**, and with **no Waterfront Strategies placement at all**:
> $2,297,599.57 against [[Jon Husted]] via C Plus K LLC, $1,500,000.00 against [[Ashley Hinson]] via
> Trilogy Interactive LLC, $28,984.00 against [[Mike Rogers (Michigan)]], and $12,175.92 supporting
> [[Troy Jackson]]. It sits below the §7.4a single-buy floor, so it is logged on [[WinSenate]] and on the
> race files rather than given a Deal page. The Iowa line is the first independent expenditure opposing
> [[Ashley Hinson]] recorded in this vault, and the Ohio line was placed through the same buyer
> [[Duty and Country]] used against the same candidate on the same day — see [[OH-Sen-2026-Special]].
