# Way Back PAC 2M Dark Money Grants Q3 2026
**[[Way Back PAC]]**, FEC committee **C00824342**, disclosed **$2,000,000.00** from two entities carrying
**no FEC committee ID** on its **Q3 2026 Form 3X** — file **2020959**, `F3XN`, received
**2026-10-13T19:03:19** (FEC local time), coverage 2026-07-01 to 2026-09-30, signed by treasurer
Ryan Lance on 2026-10-13.
Both grants arrive on **Line 17** — *Other Federal Receipts* — into the committee's **non-contribution
account**, not as Line 11 contributions. Per FEC Back-Sweep Standard **Rule 5** the line number is part of
the fact: these are not reportable contributions to a federal committee, they are soft-side money into the
super-PAC half of a [[Hybrid PAC]].

## Why it matters
**This is a federal committee operating as a state-money laundromat, and it is legal.** 99.4% of what came
in and 99.4% of what went out moved through the non-contribution account. The committee reported
**$831.88** of federal independent expenditure in an entire quarter while moving **$4.63 million** to
state and local vehicles. The federal registration is the plumbing, not the purpose.
**Two of the three largest sources are entities with no FEC identity at all.** Western Futures Fund and
Green Advocacy Project each put in $1,000,000.00 and neither carries a committee ID, which means neither
files with the FEC and neither discloses its own donors here. Whatever they are — 501(c)(4), LLC, or
trust — this document is the end of the paper trail.
**The down-ballot targeting is the tell.** Kansas appears repeatedly on the disbursement side: Chris Mann
for Attorney General, Dinah Sykes for Insurance Commissioner, Jen Day for Secretary of State, Kansans for
a Democratic House, and Hamilton For Kansas — the Senate nominee in [[KS-Sen-2026]]. The same state this
sweep has been tracking for $4.66 million of federal anti-incumbent money is also taking soft-side money
through a Wyoming mailbox.
## Open questions
- **What Western Futures Fund and Green Advocacy Project are.** Neither has an FEC identity; both need
corporate or tax records this task cannot reach.
- **Toolbox** ($550,000.00) — the third-largest source and also unidentified.
- How many other committees file from **30 N Gould St, Sheridan WY**.
- Whether Wheel Dog PAC and Working Class Majority PAC, Inc. — $2.5M between them — are federal or state
vehicles; both appear in the 2026-10-11 Schedule E tranche as federal spenders.
