# Senate Opportunity Fund 1.97M to High Plains PAC
**[[High Plains PAC]]**'s Q3 2026 periodic report — FEC file **2017843**, `F3XN`, received
**2026-10-07T14:13:15**, covering **2026-07-01 to 2026-09-30** — discloses a **$1,970,000** receipt dated
**2026-09-16** from **[[Senate Opportunity Fund]]**, a Wyoming **501(c)(4)**.
It is reported on **Line 17 — Other Federal Receipts**, not Line 11. Per FEC Back-Sweep Standard **Rule 5**
that distinction is part of the fact: this is a **conduit grant from a social-welfare organisation**, not an
itemised contribution, and the page may not call it one.

### The rest of the Q3 report
| Line | Source | Amount | Date |
|---|---|---|---|
| **SA17** | **Senate Opportunity Fund** | **$1,970,000.00** | 2026-09-16 |
| SA11AI | **Energy Transfer LP** | $100,000.00 | 2026-09-24 |

**Total Q3 receipts $2,170,000.00.** The Senate Opportunity Fund grant is **90.8% of it**. The only two
itemised Line 11 contributions are $100,000 each, one of them from the pipeline company **Energy Transfer
LP** and one with **no contributor name on the filed document**.
Form 3X summary, cash-on-hand arithmetic verified:
| Field | Amount |
|---|---|
| [22] Cash on hand, opening | $1,154,595.36 |
| [23] Total receipts | $2,170,000.00 |

| [25] Total disbursements | $1,819,031.31 |
| [26] Cash on hand, close | **$1,505,564.05** |
$1,154,595.36 + $2,170,000.00 − $1,819,031.31 = **$1,505,564.05** ✅
## Why it matters
**A Wyoming-branded committee, funded by a Wyoming 501(c)(4), that has never spent a dollar in Wyoming.**
This task first recorded High Plains PAC on 2026-09-21 as an instance of the **state-branded-template**
pattern — a committee named for one state, filing from another, spending in races unconnected to its
branding. The funder closes the loop: the money is Wyoming-sourced too, and **none of it goes to the
Wyoming Senate race.**
**Where it went instead.** Two Form 24 notices, both with **[[Advocacy Architects]]** as sole payee:
| Notice | Received | Amount | Races |
|---|---|---|---|
| **2014017** | 2026-09-19 | **$1,810,000.00** | support [[Jon Husted]] (OH) $515,000 · [[AK-Sen-2026]] $265,000 · [[IA-Sen-2026]] and [[MI-Sen-2026]] both sides at $257,500 each |
| **2017699** | 2026-10-07T10:09:52 | **$1,310,000.00** | support [[Kurt Alme]] ([[MT-Sen-2026]]) $515,000 · support [[Julia Letlow]] ([[LA-Sen-2026]]) $365,000 · support [[Barry Moore]] ([[AL-Sen-2026]]) $265,000 · support [[Kevin Hern]] ([[OK-Sen-2026]]) $165,000 |
🔴 **The October notice is High Plains PAC's first spending outside Ohio and Wyoming.**
All four October races are new states for this committee, all four are **100% support**, and Louisiana,
Alabama and Oklahoma are **not competitive Senate races**. A committee spending $1.31M positively in three
safe seats and one Republican-favoured open seat is not buying persuasion.
> [!warning] Double-counting — the Q3 report repeats the Form 24 lines
> File **2017843** (the Q3 report, received 2026-10-07) carries a Schedule E line set **identical** to file
> **2014017** (the Form 24, received 2026-09-19) — 18 rows, $1,810,000.00, expenditure date 2026-09-17,
> same payee, same candidates, same support/oppose flags. **Both documents are unflagged originals.** The
> 2026-10-07 report therefore repeats $1,810,000.00 that the 2026-09-19 notice had already reported.
> **High Plains PAC's cycle IE total is $3,120,000.00, not
> $4,930,000.00.**
> [!note] Open questions
> - **Who funds Senate Opportunity Fund.** A 501(c)(4) discloses no donors. Its latest published Form 990
> (FY Dec 2024) reports **$3,095,512** of revenue and officers **Robert Collins** (executive director),
> **Joe Milczewski** (president) and **Bill Cubin** (treasurer) — none verified beyond the 990
> aggregators, and none with a vault page. Its stated purpose is to "advance conservative solutions
> through research and communication on public policy issues."
> - **The unnamed $100,000.** The second Line 11 row on file 2017843 carries a date and an amount and
> **no contributor name** in the filed document. Whether that is a filing error or a redaction is not
> determinable from the document.
> - **Energy Transfer LP** — a $100,000 corporate contribution, first appearance in this vault, no page.
> - **[[Advocacy Architects]]** — sole payee on $3,120,000.00 across both notices, no established
> ownership.
> - **Whether the grant and the October buy are the same money.** The $1.97M arrived 2026-09-16; the
> $1.81M notice disclosed spending dated 2026-09-17. The sequence is suggestive and the filings do not
> establish a link.
