# Mississippi Strength Fund Formation October 2026
On the evening of **31 October 2026**, three days before the general election, a new federal committee
called the **Mississippi Strength Fund** registered with the Federal Election Commission. Its Form 1
(file **2045204**, received at 20:12:38) names a candidate — Senator **[[Cindy Hyde-Smith]]** — and two
existing committees that will raise money jointly through it: her own campaign committee and her
leadership PAC.
It has filed nothing else. There is no money on its record.
## What the registration says
| Field | Value |
|---|---|
| Committee name | Mississippi Strength Fund |
| FEC ID | **C00964395** |
| Form 1 file | **2045204** (`F1N`), received 2026-10-31T20:12:38 |
| Address of record | PO Box 2930, Jackson, MS 39207 |
| Candidate named on the form | **Cindy Hyde-Smith**, Senate, Mississippi, Republican |
| Participating committee | **Cindy Hyde-Smith For US Senate** (C00675348), same PO box |
| Participating committee | **Conservatives Harvesting Success PAC** (C00678813), same PO box |
| Relationship code on both | `JFR` — joint fundraising representative |
| Treasurer and custodian | William K. Ozanus, at a compliance firm address in Austin, Texas |
| Depository | **[[Chain Bridge Bank]]**, N.A., McLean, Virginia |
The FEC's own register independently confirms the two participating committees: C00675348 is
Hyde-Smith's principal campaign committee, and C00678813 is designated a **Leadership PAC** with the
same treasurer and the same Mississippi address. All three committees share one post office box.
> [!note] What a joint fundraising committee is for
> A [[Joint Fundraising Committee]] lets two or more committees hold one fundraiser and split the
> proceeds. Its practical use is **contribution limits**: a single donor can write one larger cheque to
> the joint committee, which then allocates it among the participants up to each one's separate legal
> maximum. It is ordinary, legal and common — the machinery most Senate campaigns use for high-dollar
> events.
>
> The FEC's register had not published this committee's own type when this page was written; new
> registrations take one to three days to appear there. The reading above rests on the form's own
> contents — a named candidate, two participating committees, and the `JFR` relationship code on both.
## Why it's on the map
**The timing is the whole point.** Joint fundraising committees are normally set up *before* a
fundraising season, not seventy-two hours before the polls close. Registering one now says something
specific: the campaign expects to still be raising money after **3 November**.
There are two ordinary reasons a Senate campaign would expect that, and Mississippi supplies both.
**A runoff is legally possible here.** Mississippi requires a majority to win a federal race. Three
candidates are on the November ballot — Hyde-Smith, the Democrat [[Scott Colom]], and the independent
Ty Pinkins — so if nobody clears 50%, a **runoff follows on 1 December 2026**. A campaign facing four
more weeks of competition needs a fundraising vehicle for them, and the time to build one is before
election night, not after.
**The race stopped being safe in October.** Cook Political Report moved [[MS-Sen-2026]] from Solid R to
**Likely R** on 20 October 2026 — the first time this cycle the seat had been rated anything but safe —
and Democratic outside money arrived in the same month, including $1,000,000.00 for Colom from
[[WinSenate]] on 27 October. A Republican incumbent in a state her party has not lost in decades does
not usually need a new committee in the final week.
**Neither reason is confirmed by the filing itself**, which gives no purpose statement, and the
alternative is duller: retiring campaign debt or paying for post-election compliance also requires a
place to put money. This wiki records the registration and the timing, and does not claim to know which.
## What to watch
- **Whether Mississippi goes to a runoff on 1 December.** If it does, this committee is the vehicle the
Republican side built for it in advance.
- **The first receipt.** A single Schedule A row would show whether the money is coming from large
donors at the limit, which is what a joint committee is built for.
- **Whether the Democratic side files its own.** Colom's campaign has no equivalent committee on the
record as of this registration.
