# House Majority PAC 70.9M House Map IE October 2026 On **2026-10-27**, [[House Majority PAC]] (FEC **C00495028**, filing as *HMP*) spent **$70,852,672.29** on independent expenditures in House races — 157 separate line items, every one of them dated that same day. It disclosed the whole of it on a single 24-hour notice, **file 2042895**, form `F24N`, posted on the evening of **2026-10-28**. 🔴 **This is the largest single independent-expenditure notice recorded on this site.** It is seven times this site's $10 million single-buy threshold, and it exceeds the committee's own previous record — [[House Majority PAC 61.1M House Map IE October 2026]], $61,083,386.56 on 2026-10-20 — by $9.8 million. 🔴 **It was spent on the day the FEC's filing system was dark.** October 27 is the day of the [[FEC Electronic Filing Outage October 2026]], when not one document reached the public record. This advertising ran with no disclosure behind it, and the notice reporting it could not be filed until the system came back the following afternoon. It is the single largest piece of delayed disclosure the blackout produced. ## What the money bought Every one of the 157 lines carries expenditure date **2026-10-27** and election code `G2026`. The buy is media placement, and it is concentrated in one firm to a degree this site has not previously measured: | Payee | Amount | Share | |---|---|---| | [[Waterfront Strategies]] | $63,406,863.75 | **89.49%** | | SKDKnickerbocker LLC | $1,066,697.56 | 1.51% | | MVAR Media LLC | $943,637.50 | 1.33% | | Rising Tide Interactive, LLC | $898,905.35 | 1.27% | | AL Media LLC | $848,659.00 | 1.20% | | Trilogy Interactive LLC | $689,378.78 | 0.97% | [[Waterfront Strategies]] is the media-buying arm this committee has used all cycle. At **89.49%** of a $70.9 million day it is the largest single concentration of placement this site has recorded, up from 77.8% on the committee's October 20 notice. ## Where it went Twenty-three states carry at least one line. Nine of them account for $55.1 million of the $70.9 million: | State | Amount | |---|---| | Florida | $14,182,383.51 | | Michigan | $9,087,448.89 | | Texas | $6,521,398.23 | | Pennsylvania | $5,981,711.36 | | Colorado | $4,534,581.34 | | Wisconsin | $4,258,024.34 | | Ohio | $4,129,766.31 | | Virginia | $3,339,524.47 | | North Carolina | $2,823,093.83 | ## It is almost entirely negative | Direction | Amount | Lines | Share | |---|---|---|---| | **Opposing** a candidate | **$70,350,281.36** | 144 | **99.29%** | | Supporting a candidate | $502,390.93 | 13 | 0.71% | **Ninety-nine percent of a $70.9 million day is spent against people rather than for anyone.** Sixty-four candidates are named across the 157 lines. The largest single-candidate blocks: | Candidate | Race | Direction | Amount | |---|---|---|---| | [[Scott Singer]] | FL House | oppose | $4,684,089.53 | | Thomas Barrett | MI House | oppose | $4,210,088.63 | | Casey Askar | FL House | oppose | $4,113,410.88 | | Mike Beltran | FL House | oppose | $3,593,373.10 | | Michael Bouchard | MI House | oppose | $3,277,301.12 | | [[Derrick Van Orden]] | WI House | oppose | $2,810,756.34 | | [[Laurie Buckhout]] | NC House | oppose | $2,724,810.58 | | [[Brian Fitzpatrick]] | PA House | oppose | $2,529,835.96 | | Eric Flores | TX House | oppose | $2,489,729.38 | ⚠️ **A filing names a candidate, a state and an office; it does not give a party.** The directions above are read from the notice itself. For the party and standing of any candidate listed, see that race's own page. ## Why it matters A $70.9 million single-day buy one week out is a closing-argument spend: the money is committed, the airtime is bought, and there is no scenario in which it is redirected. That it was spent on the one day in the cycle when the disclosure system was down is the thing worth holding onto. A 24-hour notice exists so that voters can learn who paid for an advertisement while the advertisement is still running. This advertising ran on October 27; the public could not learn who paid for it until the evening of October 28, and could not find it in the FEC's own filing search for longer still. See [[2026 House Races Hub]] for the per-race spending logs. ## Verification Derived from the raw filed document rather than the FEC's filing index — which, on the day this was built, reported no filings at all for October 27 or October 28 while this document and 651 others sat on the FEC's document server. All 157 lines are unflagged originals on an `F24N` notice: no amendment form code, no memo code, a single expenditure date, and no duplicated line. The notice totals **$70,852,672.29**. One pair of lines splits a single $1,250 invoice across both sides of an Ohio House race — $1,250 for one candidate and $1,250 against another. At 0.00% of the notice it changes nothing, and it is recorded here because the pattern matters elsewhere; see [[No Going Back PAC 34.9M Multi-Race IE October 2026]], where fourteen such pairs carry $4.1 million. ⚠️ **First read.** This figure comes from the document server on the night of 2026-10-29, and the FEC's filing index was not yet carrying the document. It will be re-derived once the index returns.
