# House Majority PAC 21.9M House IE October 2026 On **October 8, 2026 at 23:07:55**, **[[House Majority PAC]]** — filing with the FEC as **HMP**, committee **C00495028** — disclosed **$21,914,974.25** across **146 Schedule E lines** covering **44 candidate positions in 19 states**, every line dated **October 6, 2026**. It is the largest House-side independent expenditure recorded in this vault for the 2026 cycle and the second-largest single notice of the 2026-10-08 tranche. 🔴 **This notice was missed by the 2026-10-08 sweep and found by the T-2 re-derivation on 2026-10-10.** It was filed 53 minutes before the receipt date closed, roughly two hours after that day's sweep had already queried the e-file feed. See **Method notes** below — the finding changed the standard. ## Terms | Item | Detail | |---|---| | Spender | **HMP** (public name [[House Majority PAC]]), FEC committee **C00495028**, 1032 15th Street NW Suite 247, Washington DC 20005 | | Committee type | **Hybrid PAC (with Non-Contribution Account) — Qualified**, Unauthorized, first filed 2011-04-08 | | Disclosed | FEC **48-hour** notice (**Form 24, F24N, file 2018607**), received **2026-10-08T23:07:55**, treasurer Brian Wolff | | Expenditure date | **2026-10-06** (all 146 lines) | | Election code | **G2026** | | Direction | **$21,605,399.99 oppose (98.59%)** · **$309,574.26 support (1.41%)** | | Positions | **44** — 35 oppose, 9 support — in **19 states** | | Primary vendor | **[[Waterfront Strategies]]** — $15,778,138.92, or **72.0%** of the notice | | Other vendors | AL Media LLC $966,300.00 · Wavelength Strategy LLC $888,499.00 · Blueprint Interactive $671,578.00 · MVAR Media LLC $645,308.30 · Rising Tide Interactive LLC $596,254.03 · SKDKnickerbocker LLC $542,327.55 · Uplift Campaigns $414,154.60 · Gambit Strategies LLC $306,394.17 · Trilogy Interactive LLC $198,757.57 · 17 further payees below $150,000 | | Memo-flagged rows | **None** | | Amendment status | Original, **F24N** | ## The buy — positions above $250,000 | State | Target | Direction | Amount | Lines | |---|---|---|---|---| | FL | Casey Askar | oppose | **$2,210,354.02** | 8 | | MI | Michael Bouchard | oppose | **$1,614,988.47** | 3 | | OH | [[Max Miller]] | oppose | **$1,602,984.52** | 4 | | FL | Scott Singer | oppose | **$1,589,512.00** | 3 | | PA | Ryan Mackenzie | oppose | **$1,432,140.98** | 4 | | ME | [[Paul LePage]] | oppose | **$1,245,245.97** | 5 | | WA | John Braun | oppose | **$1,229,651.00** | 2 | | FL | Mike Beltran | oppose | **$1,155,122.29** | 2 | | CO | Timothy Evans | oppose | $927,099.62 | 5 | | CA | Jim Desmond | oppose | $914,460.00 | 6 | | CA | [[David Valadao]] | oppose | $912,720.00 | 3 | | OH | Michael Turner | oppose | $864,779.13 | 6 | | MI | Thomas Barrett | oppose | $842,131.75 | 4 | | WI | [[Derrick Van Orden]] | oppose | $443,547.99 | 4 | | PA | Rob Bresnahan | oppose | $415,647.53 | 6 | | PA | [[Scott Perry]] | oppose | $344,729.00 | 3 | | TX | [[Monica De La Cruz]] | oppose | $337,569.94 | 8 | | TX | Tano Tijerina | oppose | $306,511.24 | 6 | | OH | Derek Merrin | oppose | $279,820.05 | 5 | | TX | Eric Flores | oppose | $279,116.02 | 4 | | NJ | Thomas Kean | oppose | $267,911.62 | 4 | | AK | [[Nick Begich III]] | oppose | $259,239.00 | 3 | | VA | Robert Wittman | oppose | $253,646.00 | 2 | Twelve further oppose positions run from $249,470.00 (Thomas Feely, AZ) down to $62,167.13 ([[Zach Nunn]], IA) and $46,000.00 (Greg Cunningham, NM). ## The nine support positions — $309,574.26 in total | State | Candidate | Amount | Lines | |---|---|---|---| | MI | Christina Hines | **$67,620.00** | 1 | | OH | Kristina Knickerbocker | $65,628.26 | 5 | | NC | [[Don Davis]] | $47,540.00 | 1 | | FL | Pia Dandiya | $34,050.00 | 3 | | OH | Marcy Kaptur | $32,291.00 | 2 | | FL | Leela Gray | $30,000.00 | 1 | | VA | Shannon Leigh Taylor | $12,150.00 | 2 | | MI | William Lawrence | $10,345.00 | 1 | | PA | Bob Brooks | $9,950.00 | 1 | The 44 position figures sum to **$21,914,974.25** and the 27 payee figures sum to **$21,914,974.25** — the document reconciles to the cent on both axes, derived by summing the document's own lines. ## Why it matters ### 1. One firm placed 72% of it **[[Waterfront Strategies]]** took **$15,778,138.92** of the notice. The vault already recorded this firm placing **$6,104,105.37** against [[Ashley Hinson]] in [[IA-Sen-2026]] for two different committees — [[WinSenate]] and VoteVets — on the **same expenditure date, 2026-10-06**. Adding this notice, Waterfront Strategies placed at least **$21,882,244.29** of Democratic-side independent expenditure dated a single day. It is the largest single-vendor concentration of Democratic outside money the vault has measured in this cycle. ### 2. It is a defensive map, and the defence is almost entirely negative Of 44 positions, **35 attack a Republican and 9 support a Democrat**, and the nine support positions are **1.41% of the money**. Seven of the eight largest positions are against Republicans in seats the party currently holds. The structure is the mirror image of what the vault recorded for [[SLF 22.5M Senate IE October 2026]] on the Senate side: a party-aligned committee spending at scale against the other side's candidates and buying almost nothing positive. ### 3. The channel is the familiar blind spot No broadcast placement is identifiable in the payee fields. Waterfront Strategies is a media-buying firm; AL Media, Wavelength Strategy, Blueprint Interactive, Rising Tide Interactive, SKDKnickerbocker, Uplift Campaigns and Trilogy Interactive are buying, digital, mail and contact shops. The notice is the sixth consecutive instance in the filings tracked here of a day's largest buy sitting outside the broadcast ad-tracking data that published outside-spending figures are built from. ## Method notes - **Source:** found on the FEC `/efile/filings/` feed, not the processed index. - **Figures:** every figure read from `docquery.fec.gov/dcdev/posted/2018607.fec`, parsed on explicit newlines with chr(28) field splitting. - **Amendments and memos:** `F24N` original; zero memo-flagged rows; all 146 lines live. - **Aggregates:** the document's aggregate column is **not** published here as a race or committee total. Every figure on this page is a sum of this document's own lines. - 🔴 **Late filing.** The 2026-10-08 feed returned **494 filings** when first checked that evening and returns **518** now. This notice, received at **23:07:55**, is inside the 24-filing remainder. - **Naming:** the filing names the committee **HMP** and the candidates in legal surname-first form. The page is titled with the public name, [[House Majority PAC]], and `HMP` is carried as an alias there. Candidates are linked only where this site already holds a page under the public name; the rest are plain text pending district verification, because a candidate ID encodes the district of first filing and not necessarily the district now being contested. ## Related KB entities - [[House Majority PAC]] · [[Waterfront Strategies]] · [[WinSenate]] - [[ME-02-2026]] · [[MI-10-2026]] · [[PA-07-2026]] · [[CO-08-2026]] · [[MI-07-2026]] · [[WI-03-2026]] · [[PA-08-2026]] · [[PA-10-2026]] · [[TX-15-2026]] · [[NJ-07-2026]] · [[AK-AL-2026]] · [[AZ-06-2026]] · [[CA-13-2026]] · [[FL-13-2026]] · [[IA-02-2026]] · [[PA-01-2026]] · [[NY-17-2026]] · [[NY-04-2026]] · [[IA-03-2026]] · [[NM-02-2026]] - [[Independent Expenditure]] · [[Super PACs]] · [[Dark Money]] ## Sources - FEC Form 24, file 2018607 — `https://docquery.fec.gov/dcdev/posted/2018607.fec`
