# Constantino 1M Self-Funding NY-21 On **2026-10-29**, five days before the general election, **[[Anthony Constantino]]** put **$1,000,000.00** into his own congressional campaign. His committee — Constantino for Congress, Inc., FEC **C00892737** — disclosed it the same evening on a 48-hour notice: **file 2044138**, form `F6N`, received **2026-10-29T23:40:21**. It is the **only receipt of $1 million or more disclosed anywhere on the Form 6 layer that day**, out of **747 notices carrying 7,072 rows and $19.5 million** between them. ## The filing | Field | Value | |---|---| | Committee | Constantino for Congress, Inc. (`C00892737`) | | Candidate | CONSTANTINO, ANTHONY THOMAS (`H6NY21157`), House, NY-21 | | Treasurer | John Plishka | | Contributor | CONSTANTINO, ANTHONY THOMAS — entity type **`CAN`** (the candidate) | | Employer / occupation | Sticker Mule / CEO | | Date | **2026-10-29** | | Amount | **$1,000,000.00** | ## 🔴 It is almost certainly a loan, and the form cannot tell you **Form 6 is the "48 Hour Notice of Contributions/Loans Received" and it does not distinguish between the two.** The `F65` record has twenty fields and carries neither a loan indicator nor a memo code, so nothing in this document says whether the million dollars was given or lent. What settles it in practice is the committee's own pre-general report, coverage through **2026-10-14**: | Measure | Amount | |---|---| | Total cycle receipts | **$14,464,951.19** | | **Loans made by the candidate** | **$14,400,000.00** | | Loans from any other source | $0.00 | | Contributions received | $7,000.00 | | **Contributions refunded** | **$7,000.00** | | Debts owed by the committee | **$17,000,000.00** | | Operating expenditures | $13,825,853.54 | | Cash on hand, end of period | $2,298,984.48 | **Every dollar of lending in this committee is the candidate's, and the only $7,000 it ever took from anyone else it refunded in full.** Net contributions from other people, for the entire cycle, are **zero**. Against that record, a $1,000,000.00 receipt from the candidate fifteen days later is a loan unless the post-election report says otherwise, and this page will be corrected if it does. With it, the candidate's disclosed self-financing reaches **$15,400,000.00**. ## Why a candidate's own million is not like anyone else's A million-dollar donation and a million-dollar candidate loan look identical in a headline and mean almost opposite things. Counting this as a $1 million contribution would: 1. **overstate the money behind the campaign**, because a loan is repayable and may be repaid out of money raised later — or forgiven, which is a different transaction again; and 2. **understate how unusual the campaign is**, because the striking fact is not that a million dollars arrived but that **no one else's money did**. This is the fourth time this month that a candidate's own money has turned up in the closing-weeks filings at a scale that would otherwise read as major-donor giving — alongside $1.5 million from a California House candidate, a $1.023 million in-kind figure and a $500,000 one. Self-funding at this level is its own category of campaign finance, and the knowledge base records it separately from money given by other people. ## The race [[NY-21-2026]] is the open Northern New York seat [[Elise Stefanik]] is leaving, and on registration it is not competitive: roughly 215,000 Republicans to 133,700 Democrats. Public polling has nonetheless shown [[Blake Gendebien]] level or ahead, including a Times Union/Siena poll at **46–42**. **Outside money arrived on the same day.** [[Safety and Affordability PAC]], a committee with no disclosed funders, spent **$360,000.00** supporting [[Anthony Constantino]] and an identical **$360,000.00** opposing [[Blake Gendebien]], plus $121,280.31 more against him — see [[Safety and Affordability PAC 22.4M House IE October 2026]]. So within a single day this district drew **$1,841,280.31**: the candidate's own million, and $841,280.31 from a committee whose funders are not on the record. ## Verification Read from the raw filed document. The committee's cycle totals are from the FEC's own committee-totals endpoint for cycle 2026, reflecting the **pre-general report** with coverage ending **2026-10-14**; the $1,000,000.00 of 2026-10-29 is **after** that coverage period and is therefore additional to the $14.4 million, not included in it. The filer is a quote-wrapping vendor (CMDI Crimson Filer), and the figures above are taken after stripping literal double quotes from the text fields. ⚠️ **First read.** Form 6 notices are re-checked at T-2 and T-3 for amendments. A `F6A` amendment could restate or withdraw this row. ## See Also - [[Anthony Constantino]] · [[Blake Gendebien]] · [[NY-21-2026]] - [[Safety and Affordability PAC 22.4M House IE October 2026]] - [[2026 Midterms Hub]] · [[Donor Network Hub]]
