# Collins and Sununu Joint Fundraising Disclosures October 2026
On **2026-10-04**, thirty days before the general election, the campaign committees of the two Republican
Senate incumbents defending the Northeast — **[[Susan Collins]]** in [[ME-Sen-2026]] and
**[[John E. Sununu]]** in [[NH-Sen-2026]] — each filed an **amended FEC Form 1** disclosing the
[[Joint Fundraising Committee]] relationships through which their campaigns raise money jointly with other
committees. Between them the two filings name **19 joint-fundraising representatives**.
This Deal exists because Deals **§7** places *coordinated-spending or joint-fundraising agreements newly
disclosed* in scope during the midterm window with **no dollar floor**. Form 1 designations carry no
amounts, so there is no figure here. What they carry is **structure**, and the structure is the finding.

## Why it matters — three addresses carry nineteen committees
> [!important] 421 Office Park Drive, Mountain Brook, Alabama
> **Three** of the nineteen joint-fundraising committees file from this one suburban-Birmingham address:
> One Team Senate Majority (on both incumbents' filings), Keep the Senate (added to Collins's filing
> **on 2026-10-04**) and Senate Path to Victory 2026 (Sununu).
>
> It is also the registered address of **[[Civic Renewal Fund]]**, FEC **C00953588** — an
> independent-expenditure committee which, **the same day**, filed Form 24 file **2016813** disclosing
> **$748,319.20** of direct mail across **27 House districts**, 99.0% of it through one vendor,
> [[Minute Mail Consulting Group LLC]].
>
> So on a single day, one Alabama street address produced both the joint-fundraising vehicles of two
> Senate incumbents and a super PAC mailing into two dozen House races. The two kinds of committee may
> not legally coordinate with each other.
> [!caution] What this does and does not establish
> A shared address is a **compliance-vendor fact** before it is anything else. Firms that handle
> treasury and FEC reporting for dozens of committees register all of them at their own office, and the
> vault already applies this limit to the **Cabell Hobbs** network (299 committees) and to Bulldog
> Compliance. Nothing in these filings establishes coordination, shared control or shared money, and
> this page does not claim any. What it records is that the *same back office* sits behind both halves of
> the structure — which is a fact about who can see what, not about who decided what.
- **228 S Washington Street Suite 115, Alexandria VA** carries **four** of the nineteen: GOP Winning Women
2026, Tillis and Colleagues Victory Committee, Northeast Senate Victory Committee (Collins) and 2026
Senators Classic Committee (Sununu).
- **824 S Milledge Ave / Milledge Cir Ste 101, Athens GA** carries **three**: Secure the US Senate 2026 and
New England Victory Fund (Collins), Protect the Majority 2026 (Sununu). The assistant treasurer listed for
Sununu Victory, Michael Goode, gives the same Athens address.
- 🔴 **138 Conant St Ste 401, Beverly MA** — Team Moreno JFC on Collins's filing. This is the **second
Bulldog Compliance address**, flagged as a watch item on 2026-10-02 with the trigger *"a third committee
filing from it, or a Gantt-treasured committee appearing at it."* **The trigger has fired**: a
joint-fundraising committee for the Senate's most exposed Republican incumbent files from it.
## Reading notes
- These are **designation** filings. A Form 1 naming a joint-fundraising representative does not disclose
that any money moved; the dollars appear later on each JFC's own Form 3X. No figure on this page is a
contribution or an expenditure except the **$748,319.20** Civic Renewal Fund notice, which is a separate
filing cited above.
- Only **one** relationship can be shown to be new on 2026-10-04 from the documents alone: Keep the Senate
on Collins's filing. The other eighteen are disclosed *in* the 2026-10-04 amendments, and establishing
which pre-existed would require diffing against each prior Form 1 version.
- Per FEC Back-Sweep Standard Rule 6, the 2026-10-04 e-file receipt date was queried **twice** with
identical results; late-arriving documents for that date remain possible.

## Update 2026-10-06 — the Mountain Brook trigger fired, and a fifth committee
This page set the trigger: **"a fourth committee at 421 Office Park Drive, Mountain Brook, Alabama, or a
Form 3X from One Team Senate Majority, Keep the Senate or Civic Renewal Fund."**
🔴 **Fired, on the next receipt date.** On **2026-10-05**, **two** independent-expenditure committees
filed Form 24 notices from that address:
| Committee | FEC ID | File | Amount | Race |
|---|---|---|---|---|
| **[[Stronger Safer Nation]]** | C00898924 | **2016907** | **$2,342,918.00** | [[FL-Sen-2026-Special]] — $1,464,323.75 against [[Angie Nixon]], $878,594.25 for [[Ashley Moody]] |
| **[[Last Frontier PAC]]** | C00875278 | **2016908** | **$162,270.00** | [[AK-Sen-2026]] — against [[Mary Peltola]] |
Stronger Safer Nation is **new to the vault** and is the **fifth** committee recorded at the address;
Last Frontier PAC was already known there. The Stronger Safer Nation notice is the **largest single Form 24
notice on the day nationwide**, and one vendor — Gen2 Solutions LLC — took all of it.
**No Form 3X arrived** from One Team Senate Majority, Keep the Senate or Civic Renewal Fund, so the
funder question this page raised is still open.
### The cluster as it now stands
| Committee | Side of the wall | FEC ID |
|---|---|---|
| [[One Team Senate Majority]] | joint fundraising (candidate side) | C00897918 |
| [[Keep the Senate]] | joint fundraising (candidate side) | C00915660 |
| Senate Path to Victory 2026 | joint fundraising (candidate side) | — |
| [[Civic Renewal Fund]] | independent expenditure | C00953588 |
| [[Last Frontier PAC]] | independent expenditure | C00875278 |
| **[[Stronger Safer Nation]]** | independent expenditure | **C00898924** |
Three committees that raise *with* candidates and three that may not legally coordinate *with* any
candidate, at one suburban Birmingham street address. **The caveat this page already carries stands
unchanged and is more important as the cluster grows**: this is almost certainly one compliance practice's
client list, and the point is that the practice sees all of it while no form asks what it knows.
### Trigger, retightened
- 🔴 **A seventh committee at 421 Office Park Drive**, or **any Form 3X** from any of the six. The Form 3X
remains the only document that turns an address into a money trail.
