# AFP Action 10.5M Senate Map IE October 2026
On **October 3, 2026**, **[[AFP Action]]** (FEC committee **C00687103**) disclosed **$10,490,289.14** across
**90 Schedule E lines** in a single Form 24 48-hour notice — **18 candidate positions**, ten of them
spanning **five Senate races in which the committee bought both the support side and the oppose side**.
It is the largest [[Koch Network]] independent expenditure recorded in this vault, and it clears the Deals
**§7.4a** single-buy floor on the notice sum while its **largest single line is $1,296,308.75** — a
structure no per-line threshold test can see.

> [!warning] This is a first read
> The figures above come from e-file receipt date **2026-10-03**, read the same evening and re-queried
> once (162 filings both times, identical form breakdown). Late filings on a closed receipt date have
> been measured adding up to **+49%** to a day's total, so
> **the $10,490,289.14 is a first read of that date, not a closed count.** The file-2016600 document
> itself is final and its own lines reconcile to the cent; what may still grow is the surrounding tranche.
## The five matched pairs
Every Senate race on this notice is bought on both sides. The figures are derived by summing the
document's own unflagged lines and reconcile to $10,490,289.14 exactly.
| Race | Supporting | Amount | Lines | Opposing | Amount | Lines |
|---|---|---|---|---|---|---|
| [[MI-Sen-2026]] | [[Mike Rogers (Michigan)]] | **$1,140,933.90** | 10 | [[Abdul El-Sayed]] | **$1,296,308.75** | 5 |
| [[IA-Sen-2026]] | [[Ashley Hinson]] | $875,925.39 | 6 | [[Josh Turek]] | **$1,214,974.49** | 8 |
| [[OH-Sen-2026-Special]] | [[Jon Husted]] | $929,997.75 | 7 | [[Sherrod Brown]] | **$1,138,997.75** | 5 |
| [[NH-Sen-2026]] | John E. Sununu | $832,618.39 | 6 | [[Chris Pappas]] | **$1,101,411.54** | 8 |
| [[AK-Sen-2026]] | [[Dan Sullivan]] | $702,330.00 | 6 | [[Mary Peltola]] | $932,055.91 | 9 |
**Senate subtotal: $10,165,553.87 across 70 lines.** In all five races the oppose side is the larger of
the two, by between 23% and 33%.
## House positions
The remaining **$324,735.27** across 20 lines:
| District | Position | Amount | Lines |
|---|---|---|---|
| MI-H | support [[Tom Barrett]] | $142,396.44 | 5 |
| MI-H | oppose William Lawrence | $104,360.06 | 5 |
| AZ-H | support [[Juan Ciscomani]] | $50,710.67 | 3 |
| TX-H | oppose Vicente Gonzalez | $11,603.87 | 2 |
| TX-H | support Eric Flores | $11,603.86 | 2 |
| NC-H | support Jennifer Balkcom | $2,467.37 | 1 |
| CO-H | support Timothy Evans | $796.50 | 1 |
| CO-H | oppose Manny Rutinel | $796.50 | 1 |
The TX-H and CO-H pairs are matched to within a dollar — the same mail piece reported as the two halves
independent-expenditure disclosure requires, not two decisions.
## Why it matters
**It buys both sides of the same race, and nothing else in this window does.** The autumn pattern in this
vault is one-directional: SLF PAC's October notice is **100.00% oppose**
([[SLF 22.5M Senate IE October 2026]]), [[Congressional Leadership Fund]]'s is **100% oppose** across 27
districts ([[CLF 24.5M House IE October 2026]]), the crypto industry's Defend American Jobs is
all-support ([[Defend American Jobs 12.1M Ohio Senate IE]]). AFP Action runs **44.7/55.3** and files a support line and
an oppose line in every Senate race it touches. That is a different theory of what outside money is for:
the party committees are buying opponent destruction, and this committee is buying persuasion on both
tracks at once.
**It is a mail program, not an ad buy — which is why nobody will report it.** $9.47M of $10.49M goes to a
single entity, **In Pursuit Of, LLC**; the **United States Postal Service** is the second-largest payee at
$445,213.06, with KAP Print LLC and FCG Mail LLC behind it. Essentially all mid-cycle press coverage of
outside spending is sourced from broadcast-tracking firms, which see Flexpoint Media and Del Ray Media
placements and cannot see this at all. An eight-figure Senate program ran across five states on October 1
and 2 and left no trace in the ad trackers.
**It is SLF's map minus three states.** Ohio, Michigan, Iowa, Alaska and New Hampshire are five of the
eight races on [[SLF 342M Senate IE Reservation Program]]. North Carolina, Georgia and Maine — the other
three — get nothing here. The Koch-network vehicle and the Senate Republican leadership vehicle are
spending on substantially the same board with different instruments.
**The spending belongs to the committee, not the 501(c)(4).**
[[Americans for Prosperity]] is a 501(c)(4); its political committee, C00687103, has its own
page at [[AFP Action]], where this Deal is filed. The c4 page keeps the lobbying, field and
state-policy history; the committee page takes the money.
> [!warning] The aggregates on this filing are not race totals
> The rows carry per-race running aggregates of **$13,491,477.69** (Ohio), **$11,673,552.58** (Michigan),
> **$8,987,086.54** (Iowa), **$4,802,094.35** (New Hampshire) and **$4,419,639.09** (Alaska). The
> aggregate column's meaning varies by filer, and none of these should
> be read as a race figure, a candidate figure or a committee cycle total. Every number on this page
> is derived by summing file 2016600's own unflagged lines.
> [!note] Method note — why this Deal nearly did not exist
> `fec_efile_sweep.py seagg` reported a field named `single_buys_over_threshold`, which filtered
> **individual Schedule E rows** at the $10M floor rather than summing each Form 24 notice as §7.4a
> requires. On this tranche it returned **`[]`**. The notice was found by cross-reading
> `by_notice_file`. The tool was patched in the same run — `single_buys_7_4a` now implements the
> per-notice test — and the finding is written up as **Rule 4f** of the FEC Back-Sweep Standard.
