# ICE LexisNexis Data Bridge Contract A **notice of intent dated August 10, 2026** discloses that [[ICE]] intends to award [[LexisNexis Risk Solutions]] a **sole-source contract worth an estimated $6.7 million** to continue supplying investigative data services to thousands of agency users — and to feed commercial identity data into ICE applications **including [[Palantir]]**. Structure: a short-term **bridge** covering a **seven-month base period plus five one-month options**. ICE's justification is that only LexisNexis can provide continued access to its **LexID** identity-resolution technology and the **Accurint Virtual Crime Center** within the time available. > [!note] Why this page exists despite not being a Palantir contract > The award goes to LexisNexis. It will never appear on a Palantir USASpending profile or in the [[Palantir Contracts]] ledger. It is nonetheless the reason [[ImmigrationOS]] has commercial identity data in it at all — and the vault's contract tracking has been counting only what Palantir is *paid*, not what is paid to fill Palantir's tables. ## What is being bought The requirement describes an enterprise investigative platform that integrates commercial identity data with agency analytics through APIs. Three features are new or expanded relative to the prior vehicle: - **Broader identity resolution** — LexID stitches fragmentary records into single persistent identities across sources. - **AI requirements**, including behavioral identity inference. - **Facial recognition** requirements. LexID and Accurint draw on **more than 82 billion public and proprietary records from more than 10,000 sources** — addresses, DMV, property, phone, credit headers, incarceration data. The required integration makes that corpus available through ICE applications including **Palantir**, PenLink, and ICE Data Analytics. ## It answers an open question in the vault The [[LexisNexis Risk Solutions]] page recorded that the **~$22.1M LEIDS contract (2021–2026)** reached the end of its five-year base period in **February 2026**, is marked completed on USASpending, and that "whether a successor vehicle replaced it is not yet publicly confirmed." This is the answer, and its shape is informative: **there was no successor.** A seven-month bridge with five one-month options is what an agency issues when a base period has already lapsed and the follow-on competition has not happened. ICE has been running the deportation surveillance stack's commercial data layer on expired-then-extended authority. ## Why it matters: the feeder layer The sole-source logic here **inverts the usual template**, and that is the finding worth carrying. The standard Palantir pattern is: sole-source justification → dataset consolidation → dependency. The vendor becomes irreplaceable because the data was consolidated into its platform. Here ICE argues that **LexisNexis** is the only possible source — and part of what makes that true is **the integration Palantir already has**. The analytics layer was built around this specific broker's identity graph, so the broker inherits the incumbency. The dependency template has arrived one layer upstream, and it now protects a company that is not Palantir. The general rule this establishes for the dossier: **for any Palantir government system, ask which feeder contracts hold it up.** Those awards are where capability is actually purchased, they are legally separable from the Palantir relationship, and they are politically softer targets — a data broker has no "we are not a surveillance company" brand to defend and, as the Law360 journalists' revolt showed, has its own restive workforce. ## Caveats - A **notice of intent is not an award.** As of the August 24, 2026 sweep the contract had not been confirmed as executed. - **$6.7M is an estimate** stated in the notice, and it covers a bridge period rather than a full program of record. It is not comparable to the $22.1M five-year LEIDS figure. - The description of AI and facial-recognition requirements comes from the solicitation language as reported, not from a delivered capability. ## Watch - Whether the bridge converts into a **competed follow-on** or another sole-source extension. - Whether the facial-recognition and behavioral-inference requirements survive into the successor vehicle — that would be a material capability expansion, not a continuation. - Whether [[Mijente]]'s [[No Tech for ICE]] campaign or the RELX-employee organizing documented on the [[LexisNexis Risk Solutions]] page targets this specific award. - Other feeder contracts on the same pattern — PenLink, and whatever supplies ICE Data Analytics. ## See Also - [[LexisNexis Risk Solutions]] - [[Palantir]] - [[Palantir ICE Systems]] - [[ImmigrationOS]] - [[ICE]] - [[Palantir Contracts]] - [[Shadow Profiles]] - [[Privacy]] - [[Surveillance Capitalism]] - [[Carceral and Border Security Sector]] - [[Clearview AI]] - [[Flock Safety]] - [[No Tech for ICE]] - [[Mijente]] - [[Palantir Watch Log]] - [[Deals Hub]]
